Active ageing (AA) policies aim to improve quality of life of older people by enabling better social participation and inclusion. Despite many international initiatives to promote AA undertaken in recent years, Italy did not systematically address this policy challenge until very recently. This paper presents the first national Plan-of-Action (PoA) (2019–2022) adopted by this country for supporting policy design and recommendation in this field. The PoA aims to create a multilevel, co-managed coordination of AA policies, by involving a network of national and regional policy makers, experts, researchers and stakeholders in civil society. The ad-hoc consultation process established for this purpose helps the recognition of different interests and expectations on AA, fostering new solutions by involvement, consultation and joint discussion of policy options. The PoA is designed to cover the traditional policy cycle, including the stages of agenda setting, policy formulation, decision-making, implementation and monitoring. At the end of the period covered by the PoA, an Italian AA Strategy will be launched to achieve systematic impact in this field, thus ensuring a long-term, sustainable impact on national and regional policy makers, civil society and research community.

According to the legal norms of the Russian Federation in the ownership, usage and disposal of natural resources the author analyses interaction between natural resources users and local authorities. The interaction is based upon ecological and economic factors, which cause the peculiarities of requirements put before natural resource users in the Far North. The strategic directions of resource saving economic development of these regions are considered.

This article is about the practice of territorial governance emerging at the junction of European Union-sanctioned ideals and Romanian development-planning traditions. On the one hand, the European agenda emphasises a smart, inclusive, sustainable model of economic growth. However, the persisting centralised workings of the Romanian state significantly alters the scope of regional interventions. As such, while core cities grew their economies swiftly, peripheral places were left in an unrelenting stagnation. My first aim is to provide a theoretical ground for a practicecentred approach to understanding territorial governance. Second, by drawing on Romania’s regional policy context as an example, I give an insight into how practices of partnership and competition fare in a context of ongoing territorial polarisation. I conclude by emphasising the need for a regional redistributive policy mechanism, one which should enable and assist non-core areas to access capacities for defining and implementing development projects.

This article reports findings of research into the far-reaching plan to ‘modernise’ the Scottish economy, which emerged from the mid-late 1950s and was formally adopted by government in the early 1960s. It shows the growing awareness amongst policy-makers from the mid-1960s as to the profoundly deleterious effects the implementation of the plan was having on Glasgow. By 1971 these effects were understood to be substantial with likely severe consequences for the future. Nonetheless, there was no proportionate adjustment to the regional policy which was creating these understood ‘unwanted’ outcomes, even when such was proposed by the Secretary of State for Scotland. After presenting these findings, the paper offers some consideration as to their relevance to the task of accounting for Glasgow's ‘excess mortality’. It is suggested that regional policy can be seen to have contributed to the accumulation of ‘vulnerabilities’, particularly in Glasgow but also more widely in Scotland, during the 1960s and 1970s, and that the impact of the post-1979 UK government policy agenda on these vulnerabilities is likely to have been salient in the increase in ‘excess mortality’ evident in subsequent years.
