China's rising role in South Asia has contributed significantly to the changing geopolitics and geo-economics of the region. Nepal is one of the countries where relations with China have dramatically changed from 2015 till pre-pandemic. This study focuses on analyzing Nepal's foreign policy shifts towards neighboring China and India through a framework of neoclassical realism. It argues that Nepal's foreign policy against neighboring countries has changed since the India-Nepal conflict in 2015, where China has become a key option within Nepal's new foreign policy context. Changes in China's foreign policy and the victory of the Nepal Communist Party are among the key factors in enhancing relations between the two countries. However, it doesn't mean that Nepal took side with China and abandoned India. The article suggests that China's rise has a positive effect on Nepal as an option to balancing intra-regional power and opportunities for infrastructure development within the country.

In the recent years, there has been an upsurge in the number of FTAs that are mainstreaming gender equality concerns in their trade agreements. But is gender mainstreaming enough, and does it mean that countries that “mainstream” gender equality concerns in their trade agreements also “adopt” actions to address these concerns? What is gender mainstreaming in trade policy context? How can trade agreements help in fostering women empowerment? What kinds of relevant provisions have already been included in existing trade agreements, and what remains undone? This article seeks to respond to these questions

Background: To develop a knowledge translation (KT) tool that will provide guidance to stakeholders actively planning or considering implementation of a health technology reassessment (HTR) initiative. Methods: The KT tool is an international and collaborative endeavour between HTR researchers in Canada, Australia, and the United Kingdom. Evidence from a meta-review of documented international HTR experiences and approaches provided the conceptual framing for the KT tool. The purpose, audience, format, and overall scope and content of the tool were established through iterative discussions and consensus. An initial version of the KT tool was beta-tested with an international community of relevant stakeholders (i.e., potential users) at the Health Technology Assessment International 2018 annual meeting. Results: An open access workbook, referred to as the HTR playbook, was developed. As a KT tool, the HTR playbook is intended to simplify the complex HTR planning process by navigating users step-by-step through 6 strategic domains: characteristics of the candidate health technology (The Stats and Projections), stakeholders to engage (The Team), potential facilitators and/or barriers within the policy context (The Playing Field), strategic use of different levers and tools (The Offensive Plays), unintended consequences (The Defensive Plays), and metrics and methods for monitoring and evaluation (Winning the Game). Conclusion: The HTR playbook is intended to enhance a user’s ability to successfully complete a HTR by helping them systematically consider the different elements and approaches to achieve the right care for the patient population in question.

This article examines COVID-19 and residential care for older people during the first wave of the pandemic in 2020, comparing a range of countries – Denmark, England, Germany, Italy and Spain – to identify the policy approaches taken to the virus in care homes and set these in institutional and policy context. Pandemic policies towards care homes are compared in terms of lockdown, testing and the supply of personal protective equipment. The comparative analysis shows a clear cross-national clustering: Denmark and Germany group together by virtue of the proactive approach adopted, whereas England, Italy and Spain had major weaknesses resulting in delayed and generally inadequate responses. The article goes on to show that these outcomes and country clustering are embedded in particular long-term care (LTC) policy systems. The factors that we highlight as especially important in differentiating the countries are the resourcing of the sector, the regulation of LTC and care homes, and the degree of vertical (and to a lesser extent horizontal) coordination in the sector and between it and the health sector.

Problems associated with the wastage of food intended for human consumption are well known and the discarding of edible but unconsumed food—avoidable food waste—is clearly undesirable. Interventions to reduce avoidable food waste need to be suitably informed: understanding the causes and consequences of avoidable food waste is instructive in this regard. One hitherto unexplored approach to understand better the causes of food waste is to elucidate associations between the composition of avoidable food waste and the reasons why it is generated. If such associations can be established, data relating to the composition of avoidable food waste can contribute evidence to underpin interventions intended to prevent or reduce avoidable food waste. The aim of this study was therefore to explore links between the causes of avoidable food waste and its composition, and thereby contribute to the development of management measures. Information relating the commonly reported causes of avoidable food waste and its composition (part-consumed, whole-unused and leftovers) was gathered via a series of participatory workshops involving university students. Outcomes of the workshops indicated that individual causes of avoidable food waste rarely lead exclusively to a single type of avoidable food waste, but some relationships were evident. Five of the 13 causal factors explored were considered to lead to all three types of avoidable food waste; a further five were considered to lead mainly to part-consumed and whole-unused food waste. Potential interventions to effect positive change are explored; the value of classifying avoidable food waste to guide interventions was evident, although approaches would need to be aligned with the observed composition of avoidable food waste and the method(s) of intervention considered. Applications of the approach and outcomes of this study are also considered in a policy context.

Initiatives that attribute expert status to ‘ordinary citizens’ proliferate in a range of societal realms and are generally celebrated for ‘democratising expertise’. By tapping new sources of knowledge and participation simultaneously, such ‘citizen expertise’ practices seem to provide responses to the contemporary decline of trust in political elites and traditional experts that seriously challenges the legitimacy of democratic policy-making. This study distinguishes between three quintessential types of citizen expertise (‘local knowledge’, ‘service user involvement’ and ‘citizen science’) and, from an integrated perspective, critically discusses the value of citizen expertise for public knowledge production and democratic governance. Drawing on empirical insights and on theories of democracy and of expertise and knowledge, the concepts of expertise and participation are refined and quality conditions of citizen expertise are developed. The study argues that citizen expertise is epistemically particularly valuable when it is based on distinct, non-ubiquitous experiences and on collective, not just individual, insights. It contends that representativeness is key to the democratic legitimacy of citizen experts in the policy context and points to the key role of organised civil society in establishing the required accountability relationships.
