The novelty of the research project reported in this paper is the coupling of hydrological and hydraulic modeling which are based on the first principal of fluid mechanics for the simulation of flash floods at Wadi Elarish watershed to optimize the a new location of another dam rather than Elrawfa dam which already exist. Results show that, the optimum scenario is obtained by the construction of the west dam. As a direct result of this dam, the downstream inundated area can be reduced up to 15.7 % as function of reservoir available storage behind the dam. Furthermore, calculations showed that the reduction rate of inundated area for 50-year floods is largely more than 100-year floods, implies the high ability of west dam on flood control especially for floods with shorter return period.

Many floodplains are excluded from development because the floods cause considerable damage to people’s lives and properties. Systems of hydraulic engineering structures for flood protection working with hydropower facilities are analysed to solve the problem of reducing the flood control volume of hydropower station. Methods of reducing the risk of flooding in the river basin by means of a distributed system of detention self-regulated dams are discussed. A geoinformation method used to justify the selection of parameters of such dams, primarily location of dam that minimize impact on the environment (ecological factor), is presented. In the present study, a system of multipurpose flood protection self-regulated dams is analysed as the measures for mitigation of flash floods in the Far Eastern region of Russia.

Flood disaster affects the development of our national economy seriously and made people’s life and property in danger. It also destroyed our ecological environment. In this paper, a model which is based on the geographic information system (GIS) has been introduced with the flood submerging range and submerging algorithm. Experimental results with Xi-tiao-xi area flood region using of digital elevation model (DEM), provides that it is possible to make a rapid flood damage assessment and scientific flood control decision service. The simulation performance is accurate and rapid.
