Equalizing Opportunity through Small Business Development: A South African Perspective

The active development of the small firm sector is thought to present a vehicle highly appropriate to the task of equalizing opportunity in a very unequal society—the developing country of South Africa. This article seeks to evaluate the merits of the above assumption. It calls for a closer understanding of the unique difficulties encountered by a minority business group that has experienced a long history of prejudice and discrimination, namely the black, essentially small business sector of South Africa. The author calls for careful appraisal of available development initiatives in order to effectively serve the interests of this group.

<p class="MsoBodyText3" style="text-align: justify; margin: 0in 0.5in 0pt;"><span style="font-size: 10pt; mso-bidi-font-style: italic;"><span style="font-family: Times New Roman;">A dynamic small business sector can make an important contribution, not only in employment creation, but also in lessening concentration in South Africa&rsquo;s generally oligopolistic industrial structure. However, for the small business sector to make a meaningful contribution to the economy it needs to be integrated into the mainstream. This is going to require a concerted effort both from government and the formal private sector. The paper investigates how the South African private sector views small business and whether it is making a concerted effort at integrating this sector into the framework of the economy as a whole.</span></span></p>

Іntroduction. The stable functioning and qualitative development of enterprises of the small business sector largely depend on the state's effective regulatory policy in a modern economy. Necessary are regulatory measures of the state in relation to entrepreneurship development, increase their efficiency, improvement of methods of influence on entrepreneurial activity, which will help to equalize cyclical tendencies in the functioning of small businesses, increase their social role in the social and economic development of regions and the country as a whole. In this regard, it is expedient to study the current state of small business development through the prism of identifying the advantages and disadvantages of regulatory policy in this area. Methods. General scientific and special methods are used: statistical analysis and systematization; empirical synthesis and generalization in the process of research. Results. The article covers the existing manifestations of improvement of certain important economic indicators: increase of sales volumes, growth of the share of small business in GDP and in the total number of economic entities, increase of assets and capital, increase of labor productivity and social parameters. The shortcomings of small business development in Ukraine were identified, among them: a decrease in the number of small business entities, low financial and economic efficiency, weak financial and economic status of small enterprises, high level of profitability of economic activity, small number of employed and self-employed in this sector of the economy, reduction of available workers places, critical imbalances and deformations in the development of the small business sector in the spatial and sectoral aspects. Discussion. Since regulatory policy plays a strategically important role in the functioning of the small business sector, the study of its effectiveness and the identification of deficiencies will allow to form a high-quality business environment favorable for the activation of the entrepreneurial activity of the population, the emergence of new ones, and the improvement of the efficiency of business activities of the small business actors, balanced development of the entrepreneurial sector of the national economy as a whole. The national project for the development of small business in Russia provides for an increase in the number of people employed in this area in 2024 to 25 million people (in 2019 5.5 million people) and the share of SME products in the country’s GDP to 30% (currently less than 23 %). The ongoing economic crisis in the country, exacerbated by the Covid-19 pandemic and internal problems of economic development, created additional difficulties for achieving these goals in the small business sector. In this regard, it is necessary, first of all, to scientifically identify the very sphere of small business and its inherent problems that impede development and have both internal and external character, taking into account the variety of organizational and legal forms of small enterprises, the specifics of their types of activity, to determine indicators , really reflecting the processes taking place in this area. On the basis of the data obtained, substantiate a system of measures to ensure the acceleration of the development of small business. The purpose of this work is to develop the theory of state regulation of small business development, in terms of identifying the sphere of small business as a basic condition for creating an effective system to stimulate its development. The historical and logistic analysis of small business development processes is used, based on an eleven-year retrospective of the performance indicators of small businesses, the totality of which is considered as a system, which makes it possible to apply economic and statistical research methods to it. As a result of the work carried out, indicators have been established that most adequately reflect the development of the small business sector and the change in the existing procedure and criteria for classifying enterprises as small has been substantiated. The results obtained can be used to change the classification of small enterprises in Russia and other countries of the world, which will increase the effectiveness of the support carried out in relation to their state policy.

Usaha Kecil Menengah (UKM) adalah salah satu penggerak perekonomian suatu daerah, termasuk Kota Sorong. UKM di Kota Sorong belum berkembang secara optimal. Ada beberapa penyebab diantaranya adalah mengenai finansial, lokasi, bahan baku dan lain-lain. Untuk menyelesaikan permasalah tersebut peneliti terdorong untuk melakukan pengembangan Aplikasi yang dapat membantu menentukan prioritas UKM yang sesuai dengan kondisi pelaku usaha. Pada penelitian ini akan digunakan metode Analitycal Hierarchy Process (AHP), untuk pengambilan keputusannya. Metode AHP dipilih karena mampu menyeleksi dan menentukan alternatif terbaik dari sejumlah alternatif yang tersedia. Dalam hal ini alternatif yang dimaksudkan yaitu UKM terbaik yang dapat dipilih oleh pelaku usaha sesuai dengan kriteria yang telah ditentukan. Penelitian dilakukan dengan mencari nilai bobot untuk setiap atribut, kemudian dilakukan proses perankingan yang akan menentukan alternatif yang optimal, yaitu UKM. Aplikasi Sistem Pendukung Keputusan yang dikembangkan berbasis Android, dimana pengguna akan mudah menggunakannya sewaktu-waktu jika terjadi perubahan bobot pada kriteria atau intensitas.  Hasil akhir menunjukkan bahwa metode AHP berhasil diterapkan pada Aplikasi Penentuan Prioritas Pengembangan UKM.

The history of the Christian Bible’s reception in South Africa was part of a package that included among others, the importation of European patriarchy, land grabbing and its impoverishment of Africans and challenged masculinities of African men. The preceding factors, together with the history of the marginalization of African women in bible and theology, and how the Bible was and continues to be used in our HIV and AIDS contexts, have only made the proverbial limping animal to climb a mountain. Wa re o e bona a e hlotša, wa e nametša thaba (while limping, you still let it climb a mountain) simply means that a certain situation is being aggravated (by an external factor). In this chapter the preceding Northern Sotho proverb is used as a hermeneutical lens to present an HIV and AIDS gender sensitive re-reading of the Vashti character in the Hebrew Bible within the South African context.
