Applied basis for assessing the economic efficiency of innovative energy efficiency clusters

The author’s research is devoted to the development of applied principles and methodological tools for assessing the economic efficiency of modern innovative energy-efficient clusters. In the introductory part of the article the author substantiates the expediency of formation of this type of clusters in the conditions of modern high-tech production. The criteria that should be met by the methodology for assessing the effectiveness of innovative energy-efficient clusters are formed. The methodology for assessing the economic efficiency of this type of clusters, based on the application of the dynamic approach to the assessment of investment efficiency, and consisting of the main and verification assessment criteria, is developed.

Integrated logistics systems building with blockchain technology

This article is devoted to research of the problem of “using blockchain technology” relevant for theory and practice for building integrated logistics systems. It is done by the authors critical analysis of the existing Russian and the world’s approach to building integrated logistics systems using progressive informatization technologies. The advantages and disadvantages of blockchain technology, as well as barriers that inhibit widespread use in practice, are noted. The algorithm (logical scheme) of this technology and its application in the development of computerization projects integrated logistics are given. The article provides examples of the use of blockchain technologies in various sectors of the economy, shows a detailed description of the information flow of a foreign trade transaction that involves a significant number of participants, and information on its implementation is concentrated in contracts and sales agreements.

What possibilities exist to back up the mechanisms which support economy in Russia

The growth of state spending should rely on appropriate mechanisms of financing. In the crisis environment the large scale emission of state bonds in domestic market may cause worsening of finance conditions for private sector. The article outlines the reasons why domestic central bank should play more active role, purchasing state bonds as is the case in other countries.

SECULAR STAGNATION: REAL PROBLEMS AND STATISTICAL ILLUSIONS

The changing economic structures, increased complexity and social requirements of advanced societies have rendered the statistical foundations of the National Income and Product Accounts highly problematic as a guide to policy-making. Discussions of “secular stagnation” and low productivity growth are predicated on these problematic measures, including the measures of price change that are used to distinguish “real” from “nominal” changes. This paper explores the consequences for measurement and for policy of the rise of the decline of manufacturing employment, the rise of services, and the rising need for public goods, public services, and investments aimed at sustainability and at the quality of life.

ORGANIZATION OF ENSURING THE ECONOMIC RELIABILITY OF A MODERN INDUSTRIAL ENTERPRISE

This article proves the need to create a system of organization for providing economic reliability by forming a mechanism for economic reliability based on the process-technological approach, suggests the author's gradation of the levels of organization for ensuring economic reliability and reveals their relationship with the level of economic reliability of industrial enterprises in the conditions of technological dynamics. The methodological basis of the study was made up of general scientific methods of classification, generalization, comparison, and analysis.

SCIENTIFIC AND TECHNOLOGICAL DEVELOPMENT AS A FACTOR OF ACCELERATING ECONOMIC GROWTH IN RUSSIA

The article deals with the modern processes of changing the technological basis of the world economy on the basis of large-scale transition to the use of technologies of the fourth industrial revolution, shaping new markets and opens up prospects for sustainable economic growth. It is in the scientific and technological sphere that the competition between countries is shifting. Russia remains nearly invisible player in this field. The author tried to consider the main reasons for such a lag and identify a set of measures of state scientific and technological policy that can give the necessary impetus to the scientific and technological development of Russia.

«CRIMEAN SYNDROME» IN THE RUSSIAN ECONOMY

This article touches upon the development of the Russian economy under the conditions of the blockade of Crimea by foreign and Russian banks, companies and organizations. The author calls for a consolidated and one-time start of work on the peninsula of the largest economic actors. One of the main tasks is to prevent the rejection of Crimea at the level of large Russian business. It is important for the Crimean government to ensure openness to innovation and digital technologies. The main task is to eliminate the “Crimean syndrome” that has developed in the Russian business community in a systematic and consolidated manner.

В статье рассматриваются проблемы обеспечения населения мира продовольствием в условиях пандемии. Дается оценка трендов развития ведущих отраслей агропродовольственного комплекса с учетом негативных тенденций, вызванных последствиями распространения COVID-19. Предлагается прогноз обеспечения продовольствием регионов мира в случае нарастания эпидемий.

GLOBAL TRANSFORMATION OF MODERN SOCIETY AND NATIONAL DEVELOPMENT GOALS OF RUSSIA

The modern economy and society are in a state of crisis, which is linked to the exhaustion of the existing development paradigm based on the concept of "market fundamentalism". High rates of technological development and the transition to a new technological order exacerbate the contradictions of the existing social and economic organization, causing problems that can lead to a civilization crisis. It is necessary to develop new theoretical concepts that are adequate to the modern period of global transformations. The author shows that such concepts should be based on the theories of the New Industrial Society of the second generation and noonomy. Integration of the elements of these theories into the system of modern knowledge, as well as the implementation of their conclusions into the practice of economic policy will help to overcome existing problems and successfully achieve the goals of Russia's national development.
