Development and evaluation of alternatives is a key process in the strategic environmental assessment (SEA), which enables improvement of the environment, informed decision-making, greater transparency and better opportunities for public participation. It is also the most challenging part of the assessment, because the alternatives are often avoided or considered to the extent to meet the legal requirements. The absence of alternatives in the assessment process significantly diminishes the contribution of SEA to the environmental protection system. The paper will outline the generally applicable methodology for the development and assessment of alternatives in the SEA process, on the example of the Development Strategy of the City of Solin, which is based on the development of the environmental alternative, which significantly contributes to the development of sustainable strategic solutions.

With around two million trees within its boundaries, the city of Sheffield, England, is known as the ‘greenest city in Europe’. Of these, 36,000 are ‘street trees’, defined as those planted on pavements and other public rights of way. As of 2012, however, a private contractor was awarded a £2.2 billion contract by Sheffield City Council to upgrade the city’s roads over a 25-year period. This required the felling of over 6000 street trees by the end of August 2017. By 2015, this had sparked such widespread public opposition that the felling programme missed its 2017 deadline. For protesters, the central point of contention was and continues to be the seemingly indiscriminate felling of healthy trees. This article examines the specific forms of harm precipitating local public involvement in such opposition. In doing so, it explains the substantive injustices associated with the felling of street trees before focusing on the underpinning forms of procedural environmental injustice that have allowed for their ongoing production. This contributes to wider green criminological literature by demonstrating how public participation in decision-making is crucial for the attainment of environmental justice.

Abstract The current worldwide water resources issue is one of the crucial matters to overcome obstacles to sustainable development. This problem, formerly tackled in a sectored manner, is now pointing towards an analysis directed to treating the watershed as a management unit, with regards to all dimensions of knowledge and, especially, to the public participation in the decision-making processes. As an alternative to measure its performance, it has been sought out to develop indexes aimed to measure its sustainability, but there is still a lack of the use of composed efficient methodologies that also enable public participation in decision-making. This research presents a methodology comprising 15 indexes for the calculation of the Watershed Sustainability Index (WSI), followed by the application of the PROMETHEE multi-criteria analysis method and the COPELAND multi-decision-maker method. The methodology was applied to evaluate the performance of subwatersheds of the Piranhas-Açu watershed, located in the Brazilian northeast semi-arid region. The performance ordering, obtained through the application of the methods, emphasizes that subwatersheds' performances are uneven. It can be noticed that the subwatersheds' performances are still far from ideal in relation to water resources management, even in the ones that displayed satisfactory index levels.

This paper questions the ‘seeing like a city’ vs. ‘seeing like a state’ opposition through a detailed discussion of urban politics in the city of Paris, France, a prime example of the ways in which the national remains a driving dimension of city life. This claim is examined by a consideration of the shortcomings of Paris’s recent and timid commitment local democracy, lacking recognition of the diversity of its citizens, and the ways in which the inclusion of more women in decision-making arenas has failed to advance the ‘feminization of politics’. A common factor in these defining features of the Hidalgo administration seems to be the prevalence of ‘femonationalism’ and its influence over municipal policy-making.
