Abstract This paper assesses leading Japanese philosophical thought since the onset of Japan’s modernity: namely, from the Meiji Restoration (1868) onwards. It argues that there are lessons of global value for AI ethics to be found from examining leading Japanese philosophers of modernity and ethics (Yukichi Fukuzawa, Nishida Kitaro, Nishi Amane, and Watsuji Tetsurō), each of whom engaged closely with Western philosophical traditions. Turning to these philosophers allows us to advance from what are broadly individualistically and Western-oriented ethical debates regarding emergent technologies that function in relation to AI, by introducing notions of community, wholeness, sincerity, and heart. With reference to AI that pertains to profile, judge, learn, and interact with human emotion (emotional AI), this paper contends that (a) Japan itself may internally make better use of historic indigenous ethical thought, especially as it applies to question of data and relationships with technology; but also (b) that externally Western and global ethical discussion regarding emerging technologies will find valuable insights from Japan. The paper concludes by distilling from Japanese philosophers of modernity four ethical suggestions, or spices, in relation to emerging technological contexts for Japan’s national AI policies and international fora, such as standards development and global AI ethics policymaking.

AbstractTechnology innovation is inherently uncertain. The risk–benefit divide for such innovation is a classical debate within scholarly literature and is often framed on a monetary scale where innovation approval is granted if benefit outweighs risk. However, such discussion leaves out a critical yet subjective vein of discussion within the innovation evaluation process — stakeholder context. Specifically, regulators and technology developers are often described as having respective motivations that are often at odds with one another. In theory, efforts towards balancing risk and benefit for technology evaluation should be driven by relatively efficient, inexpensive, robust methods, and processes. In practice, however, technology evaluation is often expensive, slow, and often of questionable quality for new and emerging technologies. Literature often frames the innovation-regulation tradeoff as a zero-sum game driven by regulators and developers that are inherently at odds with one another. However, we argue that such a relationship is actually worse than zero-sum and is a classic framing problem as described by Kahneman and Tversky. Specifically, the divergent frames adopted by regulators and technology developers, respectively, can drastically affect their perception of risk and tolerance for further development and commercialization of a given technology. There are known and natural solutions to such problems that can smooth the path towards realizing the societal potential of emerging technologies.

M-commerce is a fast-growing opportunity and is acting as an innovative lever for achieving the purpose of increasing sales while better interacting with the clients. Simultaneously, several emerging technologies have appeared in the market and promise to change the current m-commerce paradigm. Therefore, this chapter plans to explore a set of new trend technologies that can plan to build a more efficient relation between the consumer and the m-commerce platform. This study conducted surveys with several market players like marketers and IT leaders to understand their point of view, perceive the relevance and impact of these emergent technologies in m-commerce, identify resistance and challenge points to the proposed change, and look how to allow cohabitation between this new e-commerce paradigm and the traditional physical trade. The main novelty of this study is the inclusion of multiple points of view on the evolution of m-commerce which will allow companies and citizens to perceive the impact of emerging technologies in the future of m-commerce.

The use of technology in language instruction revolutionized the way and the feel education was provided. Several modes helped students with their language gap. Nowadays, emergent technologies including the Web 2.0, gamification and game-based learning, and immersive technologies has taken language education by storm benefitting and bridging the language gap. This chapter provides an overview of how emerging technologies are changing the paradigm and contributing positively as a bridge to confront the language gap.
