The regional government policies on vegetables agribusiness development is carried out through agropolitan area development program. The aims of this study are : (1) To get informations on perception of vegetables farmer’s towards the regional government policies in the efforts of vegetables agribusiness development, (2) To get informations on the vegetables farmer’s efforts to increase vegetables agribusiness through agropolitan area development program, and (3) To analyze the correlation of farmer’s perception towards the regional government policies in the efforts of vegetables agribusiness development with the farmer’s efforts to increase vegetables agribusiness. The method of this study is using descriptive correlation. Some important results of this study are : (1) The vegetables farmer’s perception towards the regional government policies in the efforts of vegetables agribusiness development is high, (2) Vegetables farmer’s effort to increase vegetables agribusiness is high, and (3) There is significant correlation between vegetables farmer’s perception and the efforts of the vegetables farmer’s to increase vegetables agribusiness, such as : partnership with the entrepreneurs, on-farm management, and marketing management. The supporting sub-system merit such as : the micro financial institutions, agricultural education and training, agricultural extention, faciliting of regional governments to provide market places at main market in Jakarta should be increased.

The purposes of this research are to analyze farmer’s perception in Upsus Pajale Program, to find out the factors related with farmer’s perception in Upsus Pajale Program, effectiveness of farmer groups on Upsus Pajale Program, and the relationship between the perception and the effectiveness in implementation of Upsus Pajale Program in Banjar Baru.  This research was conducted in Banjar Baru subdistrict, Tulang Bawang district with 67 respondents of rice farmers following the Program. Data were collected using a suvey method with descriptive analysis and use nonparametric statistics test rank Spearman correlation to examine the hypotesis.  The results showed that farmer’s perception in Upsus Pajale Program is included in the profitable calssification, the factors related are education, motivation, social environment and the support of government agencies, while the unrelated factor is knowledge level. The effectiveness of farmer group is in effective category and farmer’s perception is related with farmer group effectiveness.Key words: farmer group effectiveness, farmer’s perceptions, Upsus Pajale Program

Changes and extreme climate events have an impact on and cause vulnerability to the food crop sub-sector. Extreme climatic events that have a significant impact on food farming are floods, drought, and pest/disease. The purpose of this study was to determine farmers’ perceptions of climate-related disasters and their impacts to support food farming. The survey and interviews were conducted in Leles Sub-District, Garut Regency in 2019, with the number of respondents was 28 people, were selected randomly. The results of the analysis showed that the climate-related disasters that occurred were pest/disease (43%), drought (18%) and floods (11%). The impact of extreme climates at the study site was a reduction in yields ranging from 5% to crop failure (puso). According to farmers, climate-related disasters occur as a result of weather factors, broken channels/embankments, excessive upstream water, closed drains, poor drainage and uneven water allocation to each land. The handling of this climate-related disaster by farmers was still limited. Farmers' perceptions, understanding and abilities in managing and anticipating climate disasters are needed in order to reduce the risk of food farming.
