Rapidly changing environment has affected organizations' ability to maintain viability. As a result, various criteria and uncertain situations in a complex environment encounter problems when using the traditional performance evaluation with precise and deterministic data. The purpose of this paper is to propose an applicable model for evaluating the performance of the overall supply chain (SC) network and its members. Performance evaluation methods, which do not include uncertainty, obtain inferior results. To overcome this, rough set theory (RST) was used to deal with such uncertain data and extend rough noncooperative Stackelberg data envelopment analysis (DEA) game to construct a model to evaluate the performance of supply chain under uncertainty. This applies the concept of Stackelberg game/leader–follower in order to develop models for measuring performance. The ranking method of noncooperative two-stage rough DEA model is discussed. While developing the model, which is suitable to evaluate the performance of the supply chain network and its members when it operates in uncertain situations and involves a high degree of vagueness. The application of this paper provides a valuable procedure for performance evaluation in other industries. The proposed model provides useful insights for managers on the measurement of supply chain efficiency in uncertain environment. This paper creates a new perspective into the use of performance evaluation model in order to support managerial decision-making in the dynamic environment and uncertain situations.

A common concern for bus operators is efficiency measurement in order to monitor transit performance. The purpose of this paper is to propose a series two-stage data envelopment analysis (DEA) approach integrated with bootstrapping in order to evaluate the performance of electric trolley bus routes of Athens and Piraeus, Greece. Production and sales efficiency were measured in the first and second stages, respectively. In the light of the results, the routes assessed have a comparable higher DEA-based efficiency in both stages when compared to the perfect possible performance, but production and sales efficiency are not associated. Nevertheless, arterial bus routes have a marginally better performance in the production process on average, whereas the feeder–local bus routes produce a slightly better sales performance. The proposed modeling approach is an addition to the current literature, and can be employed by managers and operators.

In Vietnam, fishing is a crucial source of nutrition and employment, which not only affects the development of the domestic economy but is also closely related to exports, heavily influencing the economy and foreign exchange. However, the Vietnamese fishery sector has been facing many challenges in innovating production technology, improving product quality, and expanding markets. Hence, the fishery enterprises need to find solutions to increase labor productivity and enhance competitiveness while minimizing difficulties. This study implemented a performance evaluation from 2015 to 2018 of 17 fishery businesses, in decision making units (DMUs), in Vietnam by applying data envelopment analysis, namely the Malmquist model. The objective of the paper is to provide a general overview of the fishery sector in Vietnam through technical efficiency, technological progress, and the total factor productivity in the four-year period. The variables used in the model include total assets, equity, total liabilities, cost of sales, revenue, and profit. The results of the paper show that Investment Commerce Fisheries Corporation (DMU10) and Hoang Long Group (DMU8) exhibited the best performances. This paper offers a valuable reference to improve the business efficiency of Vietnamese fishery enterprises and could be a useful reference for related industries.
