In view of the disadvantages of steam curing of reactive powder concrete (RPC), RPC with standard curing (SCRPC) is proposed. SC-RPC is an ultra-high strength concrete material prepared with high strength cement, silica fume, and gypsum by standard curing. In this study, quasi-static and impact compression tests were performed to investigate the mechanical properties of SC-RPC. The results show that steel fiber and the strain rate significantly affect the compression performance. Nevertheless, the Holmquist–Johnson–Cook (HJC) constitutive model is mainly used to analyze the dynamic response of brittle materials, such as common concrete, under shock and impact. Therefore, based on the quasi-staticand impact compression tests and the HJC constitutive model for concrete, by analyzing the steel fiber strengthening effect under quasi-static uniaxial compression, strain rate hardening, and the damage softening effect under SHPB impact compression, the steel fiber strengthening factor Kf , dynamic increase factor DIF, and revised damage variable D are introduced, and a modified HJC constitutive model for RPC with standard curing is proposed.

In order to study the stress-strain relationship of basalt fiber reactive powder concrete (RPC), the compressive stress-strain curve test of four groups of basalt fiber RPC was carried out. The test parameters including two kinds of basalt fiber length and three fiber volume fractions showed that the deformability of the test piece was improved and the failure process was delayed after incorporating basalt fiber. The optimum fiber fraction of the test piece with 12 mm long fiber was 0.10%. According to the experimental data, the stress-strain of the basalt fiber RPC was drawn. For the curve, the constitutive relation is fitted by the piecewise equation, and compared with the experimental curve, the fitting result is better.

SAP2000 structural analysis software is used to designed two of 500kV partially prestressed reactive powder concrete pole cross arm; moreover, poles of the two cross arm program have been compared. The results show that the triangular truss cross arm has good mechanical properties, improving the main mate’rial of the stress state, the pole reduced height 10m, by the analysis of the structure shows, this cross arm has higher reliability under the operating conditions, which can be used in 500kV transmission line; from economic and technical performance, the pole cost of this program is greatly reduced, while speeding up the construction progress and improving the comprehensive benefits of the poles in the transmission line.
