AbstractThe proposed mechanism for Reducing Emissions from Deforestation and Degradation (REDD+) offers significant potential for conserving forests to reduce negative impacts of climate change. Tanzania is one of nine pilot countries for the United Nations REDD Programme, receives significant funding from the Norwegian, Finnish and German governments and is a participant in the World Bank’s Forest Carbon Partnership Facility. In combination, these interventions aim to mitigate greenhouse gas emissions, provide an income to rural communities and conserve biodiversity. The establishment of the UN-REDD Programme in Tanzania illustrates real-world challenges in a developing country. These include currently inadequate baseline forestry data sets (needed to calculate reference emission levels), inadequate government capacity and insufficient experience of implementing REDD+-type measures at operational levels. Additionally, for REDD+ to succeed, current users of forest resources must adopt new practices, including the equitable sharing of benefits that accrue from REDD+ implementation. These challenges are being addressed by combined donor support to implement a national forest inventory, remote sensing of forest cover, enhanced capacity for measuring, reporting and verification, and pilot projects to test REDD+ implementation linked to the existing Participatory Forest Management Programme. Our conclusion is that even in a country with considerable donor support, progressive forest policies, laws and regulations, an extensive network of managed forests and increasingly developed locally-based forest management approaches, implementing REDD+ presents many challenges. These are being met by coordinated, genuine partnerships between government, non-government and community-based agencies.

AbstractThe context of daily household needs of rural communities, particularly the needs for water, often remains insufficiently considered in tropical forest management as it is facing an important decision-making trade-off between profit and preservation. We conducted a choice experiment study to elicit preferences of the rural community members in Central Sumatra, Indonesia, who perpetually depend on the ecosystem services of tropical forests. To inform a spatial planning policy for the protected forest, we focus on the valuation of water services in the protected forest area of Bukit Batabuh where the surrounding communities living rely on upstream watershed and water storage management. We find that those communities have a strict preference for improving forest water provisioning services, compared to the current situation (status quo), with the estimated aggregate benefit of non-commercial use ranging between USD 2.71 million and USD 2.47 million per year for each of the options of (1) maintaining and enhancing water storage, (2) rehabilitating forest in the upper watershed or (3) restoring the riparian forest. This study also identifies preference attributes, such as water storage capacity, water scarcity and water turbidity which can be used in other tropical landscape contexts in Indonesia and beyond.

The Kenya Forestry Service permits rental of low-density national forest areas for use as common farmland, but public access to such areas is restricted to prevent deforestation against a background of rising demand for fuel wood. This study was conducted to clarify characteristics relating to the production of indigenous bamboo (a useful wood resource) by the approximately 23% of locals who work on common farmland in central Kenya’s Kamae forest management area, with estimation to determine above-ground biomass. The results showed that bamboo still represents 60% of such biomass, indicating sustainability in the industry.
