AbstractThe proposed mechanism for Reducing Emissions from Deforestation and Degradation (REDD+) offers significant potential for conserving forests to reduce negative impacts of climate change. Tanzania is one of nine pilot countries for the United Nations REDD Programme, receives significant funding from the Norwegian, Finnish and German governments and is a participant in the World Bank’s Forest Carbon Partnership Facility. In combination, these interventions aim to mitigate greenhouse gas emissions, provide an income to rural communities and conserve biodiversity. The establishment of the UN-REDD Programme in Tanzania illustrates real-world challenges in a developing country. These include currently inadequate baseline forestry data sets (needed to calculate reference emission levels), inadequate government capacity and insufficient experience of implementing REDD+-type measures at operational levels. Additionally, for REDD+ to succeed, current users of forest resources must adopt new practices, including the equitable sharing of benefits that accrue from REDD+ implementation. These challenges are being addressed by combined donor support to implement a national forest inventory, remote sensing of forest cover, enhanced capacity for measuring, reporting and verification, and pilot projects to test REDD+ implementation linked to the existing Participatory Forest Management Programme. Our conclusion is that even in a country with considerable donor support, progressive forest policies, laws and regulations, an extensive network of managed forests and increasingly developed locally-based forest management approaches, implementing REDD+ presents many challenges. These are being met by coordinated, genuine partnerships between government, non-government and community-based agencies.

Greenhouse effect causes global warming and its main consequence is the climate change. Average global temperature is rising significantly over the period. Despite the contribution of total GHG emission by Nepal to the global community is insignificant compared to the developed countries, Nepal has already encountered several adverse effects due to the global climate change, leading to the melting of Himalayan glaciers, reduced agriculture production, loss of biodiversity and ecosystems and changes in social structure and livelihoods. Forest land use change is responsible for CO2 emissions. Forest management therefore can play a significant role in climatic change mitigation. REDD has become the key mechanism in mitigating climate change. The success of REDD mechanism however depends primarily on availability of reliable forestry data including biomass changes and forest carbon estimates. Various Remote Sensing data including optical sensor data have been used for the analysis of forest cover change and estimation of degree of deforestation and degradation. LiDAR however has been widely used in estimating forest biomass for the climate change mitigation.

A cross-sectional study was conducted to assess community perceptions towards environmental issues and Participatory Forest Management (PFM) in Chiradzulu, Malawi. The study revealed that majority (94%) of the households are aware that the forest cover has declined in the past two decade and recognised this as a major environmental problem. Firewood the main source of energy, poverty, as well as population growth were identified as the major cause of the forest decline. However, the study revealed that PFM is one of the helpful tools in overcoming this challenge. Most (66%) of the households acknowledged that PFM is partially meeting community’s basic needs and interests. The basic needs that were observed included firewood, food, water, shelter, knowledge, skills, and income. This indicate that if PFM is implemented effectively, it would lead to sustainable management of forest resources. Therefore, the present study recommends that for sustainability of forest management to be achieved in the study area, communities should be fully empowered to make sound decisions for continued benefits for the entire community.

This study analyzed the functions of shifting (phenomenon of legal pluralism) and identified forest conversion at Production Forest Management Unit of Dharmasraya (PFMU Dharmasraya), West Sumatra, Indonesia from March 2018 to December 2019 using a qualitative research design with a case study approach. The identification of changes in forest cover analyzed by satellite images using the NDVI method to obtain the distribution of forest cover. Discussion on legal pluralism were examined using a non-ethnographic qualitative research approach through interviews with local communities, companies/permit holders, and related institutions (government). From 2000 to 2019, the PFMU Dharmasraya forest area reduced from 86 to 12%, and plantations increased from 10 to 81% of the total area of 33,539 ha. The legal pluralism of forest ownership occurs because local communities use traditional law, claiming the PFMU Dharmasraya area as Ulayat land. In contrast, the government claims the forest belongs to the state. The motives for the conversion of forest functions are the expansion of oil palm and rubber plantations, forest clearing to mark forest ownership rights, and illegal logging.

A study was conducted in the Churia region in 2014 to assess the change in forest cover as an outcome of the performance of various forest management regimes and silvicultural practices with the main objective to find the gap between those two. Geographic Information System (GIS) and Remote Sensing (RS) were used to compare the satellite imageries for the period of 1992 to 2014 in order to analyse the state of forest cover change. The demarcation of community forest boundaries was conducted based on available boundary maps and transferred to Google earth and GIS platform. Results showed that overall forest cover in the Churia region was increased by 7500 ha (1%) in 22 years, i.e. 1.35 million ha (76%) in 1992 to 1.36 million ha (77%) in 2014. The rate of deforestation in the Churia region was reduced as compared to the national average. However, degradation of landscape was visible at riverbeds and cultivation lands close to the riverbeds. It was also found that the area of dense forest was increased by 42,000 ha, whereas the area covered by bushes and grassland was reduced by 39,000 ha. The study further showed that there was a decline in cultivated land by 20,000 ha. Comparing the forest cover change in community forests with that of other management regimes, silvicultural practices in community forest areas have brought relatively better positive changes in the forest condition. It may be due to periodic silviculture operations carried out collectively by local communities. In the assessment, however, various elements of tenure rights and responsibilities of community, government and private forest and tree owners were identified and key silvicultural practices adopted by these regimes were highlighted as the drivers of positive or negative outcomes of forest cover change. Banko JanakariA Journal of Forestry Information for Nepal Special Issue No. 4, 2018, Page : 36-44
