Acid rain and greenhouse effect are the major air pollution problems in China, and the goals for the total emission control of NOx and total energy consumption control begin to move forward in the 12th five-year plan. NOx emission reduction and energy saving of coal-fired power plants are still put in a strategic position. Accordingly, it is of great significance to carry out power planning work, considering effect of NOx emission index and energy saving on power industry. In this study, a mixed 0-1 integer linear power generation expansion model based on total emission control of NOx and low carbon economy effect is developed for the first time, which can be used for studying the change of power structure, confirming the releasing emissions of NOx from power system for development and reducing energy consumption by total amount control of power coal consumption and CO2 emission growth rate. The model is applied to the power system in Heilongjiang province and the results indicate that the proposed model not only can meet the requirement of power generation expansion management, but also can help the power industry clear the economic impact of NOx emission reduction on self-development and achieve the energy saving target.

Facing climate change, developing low carbon economy has become an inevitable solution for China. This essay tries to establish the evaluation index system in five aspects, namely low carbon energy consuming level; low carbon technological level; economical developing level; social support level and natural environmental level. Meanwhile, by using factor analysis method and analytic hierarchy process, it comes to the conclusion that the low carbon development level of Hunan province is on a trend of increasing improvement, nonetheless there remains room for amelioration to reach the low carbon economy standard,and Finally, it propose the measures for energy saving.

The electric vehicle has the advantages of energy-saving, environmental protection, low-carbon economy etc, and the charging system is an indispensable subsystem of electric vehicle. It’s the charging long time and inconvenience of traditional charging mode that makes contactless charging system become the trend of future electric vehicle charging technology development. Firstly, this paper introduces the principle of contactless charging of electric vehicle, analysis the three kinds of charging mode, and then combined with the development of domestic and international situation, puts forward some inevitable problems in reality. With the rapid development of national economy, energy saving, emission reduction and low carbon economy is paid more and more attention, the construction is the major energy consuming of all energy intensive industries, energy saving and emission reduction of underground building which is represent the general trend, this paper is based on the analysis of the characteristics of the underground space, the effective energy saving measures from the lighting, ventilation are proposed, in order to achieve the best effect to reduce the energy consumption.
