Introduction. Integration of Ukraine into the European Economic Area, membership in the World Trade Organization put forward strict requirements on the quality of goods (services, jobs) to the activities of domestic enterprises, in particular in the field of engineering. The formation of quality management systems (QMS) at engineering services enterprises in the context of the requirements of the international standard ISO 9001: 2015 can become an effective mechanism for ensuring their competitiveness as a decisive factor for commercial success. Along with the obvious advantages of designing and implementing quality management systems according to the requirements of the international standard ISO 9001: 2015 at enterprises, today there are a lot of problems, in particular in the field of engineering, to resolve which companies require methodological developments, practical tools and quality specialists. Aim and tasks. The aim of the study is to develop a conceptual model for the formation of the quality management system of an engineering enterprise according to the requirements of international standard ISO 9001: 2015 as a tool to improve its performance and ensure integration with the overall management of the company. Research results. The article substantiates the relevance of the formation of quality management systems at the enterprises of engineering services in the context of the requirements of international standard ISO 9001: 2015 and proves that they are an effective mechanism for ensuring their competitiveness as a decisive factor of commercial success. The existing models of quality management as a basis for the development of quality management systems in the leading countries of the world been analyzed. The model of processes of quality management system of the engineering enterprise according to requirements of standard ISO 9001: 2015 has been investigated and the essence of all its components has been revealed. The conceptual model of quality management system formation of an engineering enterprise in the context of the requirements of international standard ISO 9001: 2015 has been developed. Conclusions. The developed conceptual model of quality management system formation of the engineering enterprise is an effective methodological tool of quality management that will allow providing its integration into the general management of the company. Further developments are aimed at expert assessment of quality management system processes of engineering services companies in the context of the requirements of international standard ISO 9001: 2015.

Balanced scorecard (BSC) is widely used to achieve strategic objectives, ensure the efficient operation and successful development of enterprises, institutions and organizations. Multiple information sources describe different approaches to BSC design and models created on the basis of these approaches. Introduction and subsequent functioning of the Quality management system in the Republican Medical Library-Information Center (RMLIC) in Kazan (Republic of Tatarstan) has led to the need for such BSC in the institution, which would have ensured the proper quality of its products and services. However, the analysis of publications revealed the absence of the models for bibliographic and information activities suitable for practical use at the moment.It was decided to develop the conceptual model of BSC, basing on the international and own experience and considering specific features of RMLIC area. The article describes the advantages and disadvantages of a number of models and approaches to the construction of BSC, the basic provisions and main principles of designing conceptual model of such system for bibliographic and information activities. The opinion is expressed that synergetic approach allows to create a model, providing fine and well-tuned strategy, formation of key performance indicators that contributes to improve the activities of institution engaged in the provision of library-bibliographic and information services.The author’s conceptual model of the balanced scorecard is presented graphically and described in detail. It meets the needs of RMLIC and logically fits into the control system of the institution operating in the conditions of continuous improvement of the Quality management system.

Recently, the evolvement of globalization era has been the global challenges that cannot be avoided either by private or government sectors, and they are requested to be survived encountering such the condition. The implementation of Quality Management System (QMS) in the operational company is the way how to guarantee the quality of products or services offered to the people. One of the purposes of QMS implementation is to provide a prime satisfaction to the customers. The impact of QMS implementation is expected to increase job performance of the employees. Besides the implementation of Quality Management System (QMS), the impact of global challenges has been increasing the competitive efforts to execute more effective production process. However, it has required manpower protection accordingly. This research aims to find out whether the implementation of quality management system and safety and healthy at work management system have impacted on the job performance of employees. Objects of this research are the employees in the production department at PT Guna Senaputra Sejahtera Plant 1 Bogor. Data analysis technique of this research has applied software Smart PLS (Partial Least Square). PLS has estimated a model of correlation among the latent variables and correlation between latent variables and its indicators. Result of data processing has indicated that the implementation of Quality Management System (QMS) and system of safety and healthy at work have positively and significantly impacted job performance of employees.Keywords : Quality Management System (QMS), Safety and Healthy at Work System ( SHWS / SMK3), and Job Performance of Employees

The updated edition of the ISO/IEC 17025 standard introduced significant changes to the structure, terminology, resource requirements, processes, quality management system of testing and calibration laboratories. New requirements were established for the organization of laboratory activities – a process approach and risk-based thinking, which provides for a reduction in part of the prescriptive requirements and the introduction of requirements based on the analysis of the performance of actions. In accordance with GOST ISO IEC 17025-2019, the laboratory must authorize personnel to perform specific laboratory activities, as well as guarantee their competence. This article discusses the organization of the competence management system for the personnel of the laboratories of the organizations of Transneft system using the laboratory information management system (LIMS). The model of the process implementation has been described. It has been established that the competence test system allows you to regularly monitor the skills and knowledge of laboratory workers both in terms of the elements of the Quality Management System and in the applied measurement (test) methods. The personnel responsibility matrix implemented in LIMS regulates the powers and functionality of employees, ensuring that employees are allowed to perform work in accordance with their competence. The functions implemented in LIMS made it possible to automate the management of the competence of laboratory workers in accordance with the requirements of GOST ISO/IEC 17025-2019 and other regulatory documents.
