Reference-Dependence Effects in Benefit Assessment: Beyond the WTA–WTP Dichotomy and WTA–WTP Ratios

Willingness-to-pay (WTP) values and willingness-to-accept (WTA) values have received considerable attention, but the role of reference-dependence effects is more diverse. Policies involving cost and risk may have reference point effects with respect to both cost and risk, leading to four potential valuation measures. Experimental evidence for water quality policies suggests that the cost reference effects are particularly influential in that context. There is, however, no evidence of significant reference effects for labor market estimates of the value of a statistical life. Sound application of benefit values other than WTP measures requires pertinent empirical evidence and an assessment of the underlying rationality of the determinants of the reference-dependence effects.

Abstract The study of iconic properties of language has been marginalized in linguistics, with the assumption that iconicity, linked with expressivity, is external to the grammar. Yet iconicity plays an essential role in sociolinguistic variation. At a basic level, repetition and phonetic intensification can intensify the indexicality of variables. Iconicity plays a further role in variation in the form of sound symbolism, linking properties of sounds with attributes or objects. Production studies have shown some phonological variables exhibiting sound symbolism, particularly in the expression of affect. In some cases, the observation of sound symbolism has been largely interpretive. But in others, stylistic variability as a function of speaker affect has provided empirical evidence of iconicity. This article examines the role of iconicity and performativity in transcending the limits of reference, reviews iconicity in production studies, and provides experimental evidence that sound symbolism influences how listeners attribute affect to linguistic variation. The n-2 repetition cost has been explained by persisting inhibition of a previously valid task set which dissipates over time. This account has two implications, namely that the switch cost decreases with the number of tasks involved in switching and that the cost should also be observed in switching between two tasks. Neither of these implications is supported by empirical evidence. An alternative view is briefly discussed.

Floating solar photovoltaic (FPV) systems have become an increasingly attractive application of photovoltaics (PV) because of land-use constraints, the cost of land and site preparation, and the perceived energy and environmental co-benefits. Despite the increasing interest in FPV systems, a robust validation of their suggested co-benefits and impacts on the nexus of energy, water, and food (EWF) systems is lacking. This information gap makes it challenging for decision makers to justify its adoption—potentially suppressing FPV deployment. To address this gap and to help de-risk this PV deployment opportunity, we (1) review the suggested co-benefits of FPV systems with a focus on the impacts that could alleviate pressures on EWF systems and (2) identify areas where further research is needed to reduce uncertainty around FPV system performance. Our review reveals that EWF nexus-relevant co-benefits, such as improved panel efficiency and reduced land usage, are corroborated in the literature, whereas others, such as water quality impacts, lack empirical evidence. Our findings indicate that further research is needed to quantify the water-related and broader economic, environmental, social, sustainability, justice, and resilience co-benefits and impacts of FPV systems.
