Modular construction, which involves factory-based modular unit manufacturing followed by installation at a construction site, has been recognized as one of the sustainable construction methods. Its advantages are known to be implemented through (1) standardized design, (2) standardized production method, and (3) large-scale development (mass production system). These three conditions are basic requirements for modular construction market expansion, but it is difficult to define that these conditions are a prerequisite for judging whether modular construction applied or not. Nevertheless, public development companies in regions or countries where modular construction has just begun thought that modular construction should meet all three conditions that are suitable for applying public construction projects. This is because it is difficult to compare conventional construction projects with similar conditions to modular construction projects. This paper analyzes the cost and duration data of three small-scale public construction rental housing (PCRH) projects involving modular construction in Korea. These cases presented herein include a public college student dormitory, public low-rise rental housing, and public mid-rise rental housing in small-scale development projects. Those were applied not standardized design (common design and regulation), but were reflected in each project’s demands (different design and regulation). To compare it, this paper analyzed 91 public housing provision projects’ construction data from 2011 to 2017 from one of the public rental housing provision companies in Korea. Among them, 19 small-scale public rental housing data were extracted for comparing with modular construction project data. The results show that, even if not standardized, the design and production process, and modular construction durations, were more effective—but costs were similar or expensive. Based on the conclusion drawn from three cases, this paper presents important considerations for the application of modular construction in other small-scale public construction rental housing projects from the perspective of public development companies.

Agriculture in China is often characterized as small-scale farming because of the limited farm sizes. However, in recent years the country has witnessed widespread increased-scale farming operations. In this paper, we aim to systematically illustrate the recent scale development of farming operations in China based on cases taken from Zhejiang province. Two main types of the scale farming operations in China are identified. These are based on: (1) concentrated farmland and (2) agricultural services. Finally, the trends of scale farming operations in China are discussed.

Agile software development methodologies have become the most popular software development methods in the last few years. These methodologies facilitate rapid development. The low cost and prioritized user satisfaction make these methodologies more attractive. These methodologies were also intended for small scale developmental teams. Therefore, challenges were encountered when these methodologies were used in large-scale development teams. This study was based on the identification of factors which were discovered in our previous study. Some of the factors included “leadership strong commitment and team autonomy”, “cooperative organizational culture”, and “team competency—agile development expertise”. A total of 147 practices were identified in this study via a systematic literature review. These practices will help practitioners and project managers to adopt agile software methodologies and encourage them to the enhance them.

With an increasing number of smart cities initiatives in developed as well as developing nations, smart cities are seen as a catalyst for improving the quality of life for city residents. However, current understanding of the risks that may hamper successful implementation of smart city projects remains limited due to inadequate data, especially in developing nations. The recent Smart Cities Mission launched in India provides a unique opportunity to examine the type of risks, their likelihood, and impacts on smart city project implementation by providing risk description data for area-based (small-scale) development and pan-city (large-scale) development projects in the submitted smart city proposals. We used topic modeling and semantic analysis for risk classification, followed by risk likelihood–impact analysis for priority evaluation, and the keyword co-occurrence network method for risk association analysis. The risk classification results identify eight risk categories for both the area-based and pan-city projects, including (a) Financial, (b) Partnership and Resources, (c) Social, (d) Technology, (e) Scheduling and Execution, (f) Institutional, (g) Environmental, and (h) Political. Further, results show risks identified for area-based and pan-city projects differ in terms of risk priority distribution and co-occurrence associations. As a result, different risk mitigation measures need to be adopted to manage smart city projects across scales. Finally, the paper discusses the similarities and differences in risks found in developed and developing nations, resulting in potential mitigation measures for smart city projects in developing nations.
