Climate change adaptation is an increasingly important topic addressed in the face of the current and expected future impacts by climate change that the social, economic and ecological systems are experiencing worldwide. Despite the advances reported in the literature, adaptation to climate change is still considered a challenge to move from planning to the practical implementation of successful interventions. In this regard, identifying international key barriers, exchanges of experiences and lessons learned may facilitate the progress of the coasts’ sustainable and resilient future. The coast of Mexico is an excellent study area. High population densities occur along the coastal zone, whose main economic activity is related to primary and tertiary sectors. Additionally, a great diversity of coastal ecosystems exists, which are threatened by anthropogenic and hydrometeorological impacts. Under these circumstances, the population is becoming aware of the urgent need to adapt to the consequences of climate change. In this sense, this paper reviews research contributions concerning population perception to climate change and adaptation strategies in Mexico’s coastal zone. The findings highlight critical institutional difficulties and social barriers that have impeded the effective implementation of adaptation strategies to climate change in Mexico and consider steps to address them. However, adaptation strategies that show the prevention culture of some coastal communities have been found and also results of successful projects carried out, especially on mangrove forest and coral reef restoration, which are of essential importance to consider to progress on the path of a successful adaptation to climate change in Mexico.

Abstract. A local integrated assessment of the vulnerability and adaptation to climate change in the Mantaro River Basin, located in Peruvian Central Andes, was developed between years 2003 to 2005. In this paper we present some lessons learned during the development of this study, emphasizing the multi-institutional and interdisciplinary efforts, briefly showing the methodological aspects, and pointing out the main problems found.

Climate change is predicted to affect the future supply and demand for water resources. Current water-management practices may not adequately cope with the impacts of climate change on the reliability of water supply, flood risk, health, agriculture, energy generation and aquatic ecosystems. Water managers can adapt to climate variability by structural change, such as increasing the size or number of dams, building desalination plants and transferring water between catchments; however, a broader set of alternatives with multiple beneficial outcomes for society and the environment should be explored. We discuss how modifying dam operations, ‘dam reoperation’, can assist with adaptation to climate change and help restore ecosystems. The main operating purpose of a dam (e.g. flood management, hydropower or water supply) will influence dam reoperation strategies. Reoperation may require integration across sectors or involve multiple dams, enhancing benefits such as water supply or hydropower while simultaneously achieving ecosystem restoration. We provide examples of lessons learned during extreme scenarios (e.g. floods and droughts), where operational flexibility has been demonstrated. We contrast structural climate-change adaptation strategies (e.g. building new dams) and their resulting detrimental environmental outcomes with dam reoperation, which can maximise benefits for ecosystems and society.

Implementing ecosystems-based adaptation (EbA) to climate change is challenged by the need to monitor biophysical, socio-cultural, and economic impacts which are usually context-specific. Therefore, robust frameworks are required that integrate impacts to better understand EbA effectiveness. Monitoring frameworks that are universally applicable to EbA are desirable, however their universal application is problematic as they should reflect a community-driven design that accommodates both donor reporting functions and the generation of local-level data and information to support management actions and community initiatives. Initial products from this research include a generic, five-step process for developing and testing adaptation indicators, a robust framework consisting of (i) the indicators, data and information used to design the framework, (ii) the operational EbA platform that houses and computes the adaptation indicators, and (iii) the participating institutions, and initial, community-level applications to guide water management, replenishment of the vegetation cover, and business development. Immediate benefits to rural communities include the re-orientation of performance indicators mapped to their needs as opposed to donor reporting alone. The framework contributes to the set of tools currently in use for EbA monitoring by offering an umbrella within which existing tools can be applied. Near-term future research will focus on improving the utility of the framework and its platform beyond reporting on key performance indicators (KPIs) by adapting the EbA platform to support changing management needs. Future research will be needed to understand the extent to which the environmental changes in The Gambia compared to changes across the Sahel and Sudano-Sahel regions of West Africa and whether the lessons learned from The Gambia could be extrapolated to the subregion.
