On March 28, 2019, the First Instance Division of the East African Court of Justice (the EACJ or Court) issued a judgment in Media Council of Tanzania and Others v. Attorney General of the United Republic of Tanzania, Reference No. 2 of 2017. The Court held that several provisions of United Republic of Tanzania's Media Services Act 2016 (the Act) violated the freedom of expression at the heart of the fundamental and operational principles enshrined in Articles 6(d) and 7(2) of the Treaty Establishing the East African Community (the EAC Treaty).

This appeal comes before us in the most unusual circumstances, It is an appeal by the East African Community (the Community) as appellant , with the Republic of Kenya as respondent, against a decision of the High Court of Kenya given on a reference to it by a resident magistrate of a question relating to the interpretation of the Constitution of Kenya.

Two cases were filed by the Attorney-General in the Resident Magistrate's Court at Nairobi charging two persons with certain offences against the Official Secrets Act (Act 4 of 1968) of the East African Community. Since section 8(1) of that Act lays down that a prosecution shall not be instituted without the consent of the Counsel to the Community, the point arose as to whether the prosecutions could proceed without such consent. At the request of the Advocates appearing before him, the learned Acting Senior Resident Magistrate referred the matter to the High Court under section 67(1) of the Constitution of Kenya.

The secretary-general of the East African Community, Z. H. K. Birgirwenkya, formally opened this year's Social Science Council conference—the largest to date, not only in terms of the numbers attending and the papers presented, but also in terms of the number of disciplines and countries which contributed. In addition to participants from Uganda, Kenya, and Tanzania, papers were presented by academics from Zambia, Malawi, Nigeria, Sudan, Ethiopia, Sierra Leone, the United Kingdom, and the United States. Observers from the Congo (Kinshasa) were also present. Representatives of the three East African governments also participated in several sessions. John Hutton, director of economic research at Makerere, was chairman of the planning committee which organised the over-all framework of the conference, while Mrs Anna Gourlay, as secretary, did immense amounts of work to ensure that all ran smoothly.

The article is devoted to an urgent topic-the study of the development of the Republic of Uganda in social and economic aspects. The purpose of the article is to analyze the main trends in the socio-economic development of the Republic of Uganda in the XXI century, focusing on foreign trade processes and their role in general economic and humanitarian processes. The analysis was carried out on the basis of statistical data from the international statistics of UNCTAD, as well as other primary sources, primarily data from the National Ministry of Finance, Planning and Economic Development, the National Population Council of Uganda, etc. for 2000–2019, as well as earlier periods (since 1970) and 2020 – to ensure comparability. The author comes to the conclusion that in the socio-economic development of Uganda, along with obvious successes – steady GDP growth, the development of the leading segments of the economy, infrastructure, human capital – serious problems and imbalances remain, the solution of which, in the author's opinion, lies in the plane of international cooperation, and above all – in the scientific, technical and integration spheres. As a member of the integration association of the East African Community Uganda actively cooperates at the regional level in a number of areas (economic, infrastructural, educational), which increases the stability and stability of the country.
