There are two themes that recur in previous Sir David Williams lectures. First, that it is a considerable honour to be invited to give the lecture. Secondly, that it is a daunting task to do so in the presence of Sir David, particularly in a field in which he has expertise. Since that covers most of the law there is no escape from this dilemma. Let me then acknowledge the privilege of having been asked to give this year's lecture, and confess that it is with some trepidation that I do so. The subject, terrorism and human rights, is not exactly uncharted territory. When I looked into the internet for some guidance on what might be relevant to terrorism and human rights, the response to my Google search informed me that in .03 seconds 32,900,000 references had been found. This seemed to indicate that it was unlikely that I would be able to say anything that has not already been said. But there are some subjects that are of such importance that there is value in reminding ourselves of the issues that are at stake, and if necessary for that purpose, repeating what others have said. And it is with that in mind that I approach my chosen topic.

E-voting is the next step of the Republic of Moldova evolution. The article presents advantages of e-voting, all steps of using it, and its many types. Electronic voting refers to elections using electronic means. E-voting can be managed by phones, the Internet, private computer networks or special kiosks. Reasons for accepting this kind of voting are provided. The analyzed in the article OSCE/ODIHR’s (Office for Democratic Institutions and Human Rights) activities which are related to tolerance and non-discrimination are focus on the following areas: legislation; law enforcement training; monitoring, reporting on, and following up on responses to hate-motivated crimes and incidents; as well as educational activities to promote tolerance, respect, and mutual understanding. Conclusions from all ODIHR activities which are carried out in close co-ordination and co-operation with OSCE participating States, OSCE institutions and field operations, as well as with other international organizations are given.

Access to the internet is fast becoming a basic right given the plethora of information available on the net these days. In the current scenario, the issue of internet shutdown has become an important concern in India. Internet shutdown affects people socially, psychologically and economically. On one hand, many democratic countries of the world are discussing about digital freedom and human rights, while on the other hand, some countries including India are continuously practicing Internet shutdowns in different parts of their countries. India has become the top country of the world in terms of the numbers of Internet shutdowns. The Internet has become such a prominent source of information for all of us that when Internet connectivity is suspended, many people are affected as they depend on the Internet services for various purposes. Internet shutdown is not only harmful to democracy and governance but also to the economy of the country. Internet shutdowns are direct violations of digital freedom and human rights. The main objective of this paper is to argue that access to internet is a basic right and highlight the problem of Internet shutdown in India and its adverse impact on the lives of Indians. In addition, this paper attempts to highlight a brief history of Internet shutdowns in India. The paper shows how frequent clampdowns on internet affects the economy, as has been the case of Union Territory of Jammu & Kashmir thereby highlighting the case for internet freedom for the survival of the economy especially in Digital India.

This chapter examines digital intelligence and international views on its future regulation and reform. The chapter summarizes the lead up to the Snowden revelations in terms of how digital intelligence grew in response to changing demands and was enabled by private sector innovation and mediated through legal, Parliamentary and executive regulation. A common set of ethical principles based on human rights considerations to govern modern intelligence activity (both domestic and external) is proposed in the chapter. A three-layer model of security activity on the Internet is used: securing the use of the Internet for everyday economic and social life and for political and military affairs; the activity of law enforcement attempting to manage criminal threats on the Internet; and the work of secret intelligence and security agencies exploiting the Internet to gain information on their targets, including in support of law enforcement.
