Abstract This paper examines the context-dependent role of race as a predictor of non-electoral political participation. Prior country-level studies have documented group-level differences in a variety of forms of participation in South Africa and the United States, but have found few to no differences in Brazil. Why are members of one group more engaged in certain political activities than members of other groups only in specific contexts? Why do members of socioeconomically deprived groups, such as non-Whites, participate more than better-off groups in acts that require group mobilization in South Africa and the United States but not in Brazil? Results from the World Values Survey and the International Social Survey Programme show that Blacks and Coloureds in South Africa and Blacks in the United States participate more than Whites in activities that demand prior organization and mobilization, whereas group differences are negligible in Brazil. I argue that (1) race as a driver of political mobilization is conditional on the existence of politicized racial identities; (2) members of groups that share a strong collective identity participate in direct political action more than predicted by their socioeconomic background; (3) politicization of identities is the product of racial projects that deploy the state apparatus to enforce group boundaries for the implementation of segregationist policies as well as the reactions against them; and (4) by enforcing group boundaries, those systems unintentionally create the conditions for the formation of politicized group identities. In the absence of such requisites, political mobilization along racial lines would be weak or nonexistent.

In the first decade of the twentieth century, a rising generation of British colonial administrators profoundly altered British usage of American history in imperial debates. In the process, they influenced both South African history and wider British imperial thought. Prior usage of the Revolution and Early Republic in such debates focused on the United States as a cautionary tale, warning against future ‘lost colonies’. Aided by the publication of F. S. Oliver's Alexander Hamilton (1906), administrators in South Africa used the figures of Hamilton and George Washington, the Federalist Papers, and the drafting of the Constitution as an Anglo-exceptionalist model of (modern) self-government. In doing so they applied the lessons of the Early Republic to South Africa, thereby contributing to the formation of the Union of 1910. They then brought their reconception of the United States, and their belief in the need for ‘imperial federation’, back to the metropole. There they fostered growing diplomatic ties with the US while recasting British political history in-light-of the example of American federation. This process of inter-imperial exchange culminated shortly after the signing of the Treaty of Versailles when the Boer Generals Botha and Smuts were publicly presented as Washington and Hamilton reborn.

This chapter evaluates multiple dimensions of the global power shift from the incumbent G5/G7 powers to the rising powers, especially the members of the BRICS (Brazil, Russia, India, China, and South Africa). Taking note of alternative conceptualizations of interstate “power,” the text maps the redistribution of economic capabilities from the G7 to the BRICS, most particularly the relative rise of China and decline of Japan, and especially Europe. Given these clear trends in measurable material capabilities, the BRICS have obtained considerable autonomy from outside pressures. Although the BRICS’ economic, financial, and monetary capabilities remain uneven, their relative positions have improved steadily. Via extensive data analysis, the chapter finds that whether one examines China alone or the BRICS as a group, BRICS members have achieved the necessary capabilities to challenge the global economic and financial leadership of the currently dominant powers, perhaps even the United States one day.

This chapter argues that ongoing concerns about the rise of totalitarianism led writers and intellectuals in the United States to oppose social-democratic institutions after the Second World War. Familiar accounts about opposition to these institutions center on conservative politics. In contrast, this chapter argues that liberal thinkers invoked forms of aestheticism to combat what they perceived as the possible rise of totalitarianism in the United States. In order to document this under-explored trend in American political culture, this chapter establishes connections across writing by Lionel Trilling, Vladimir Nabokov, Hannah Arendt, Friedrich Hayek, the New Critics, and the American reception of Friedrich Nietzsche. These figures in postwar cultural life invoked aestheticism in the arenas of literature, philosophy, political action, and economics as a prophylactic to the perceived intrusions of an activist-managerial state.

This concluding chapter charts the continuing significance of the early postwar moment in Olson’s later work, particularly The Maximus Poems. The philosophical and political concerns of the American avant-garde between 1946 and 1951 play out across The Maximus Poems just as they inform later American art practices. The search of the early postwar American independent left for a source of political action rooted in the embodied individual is seen, on the one hand, to have been personified in the figure of Maximus. At the same time, Maximus’s radical ‘practice of the self’ charts a sophisticated alternative to the Enlightenment humanist subject widely critiqued in the United States in the immediate postwar period.
