Relations between the United States and Argentina can be best described as a cautious embrace punctuated by moments of intense frustration. Although never the center of U.S.–Latin American relations, Argentina has attempted to create a position of influence in the region. As a result, the United States has worked with Argentina and other nations of the Southern Cone—the region of South America that comprises Uruguay, Paraguay, Argentina, Chile, and southern Brazil—on matters of trade and economic development as well as hemispheric security and leadership. While Argentina has attempted to assert its position as one of Latin America’s most developed nations and therefore a regional leader, the equal partnership sought from the United States never materialized for the Southern Cone nation. Instead, competition for markets and U.S. interventionist and unilateral tendencies kept Argentina from attaining the influence and wealth it so desired. At the same time, the United States saw Argentina as an unreliable ally too sensitive to the pull of its volatile domestic politics. The two nations enjoyed moments of cooperation in World War I, the Cold War, and the 1990s, when Argentine leaders could balance this particular external partnership with internal demands. Yet at these times Argentine leaders found themselves walking a fine line as detractors back home saw cooperation with the United States as a violation of their nation’s sovereignty and autonomy. There has always been potential for a productive partnership, but each side’s intransigence and unique concerns limited this relationship’s accomplishments and led to a historical imbalance of power.

Several leading international scholars argue that West Germany enjoyed limited autonomy in the Cold War and was thus susceptible to American coercion, especially on issues relating to nuclear weapons. This chapter challenges such arguments. It shows that the alliance with the United States was less useful for curbing West German nuclear ambitions than commonly presumed. It also demonstrates that in-theater conventional forces mattered for bolstering American extended nuclear guarantees to West Germany. American coercion of West Germany was important, but it played a much less direct role than what many scholars claim. Other factors—especially domestic politics—drove West Germany’s final choices pertaining to whether it should get nuclear weapons.

In his introduction to the 1991 edition of Louis Hartz's The Liberal Tradition in America, journalist Tom Wicker noted its relevance for understanding the ambivalent appeal of values that had led both to the downfall of communism and to the “demonization” of Saddam Hussein. Wicker also noted that Hartz's synoptic use of “liberal” as encompassing what is commonly referred to in American political discourse as “liberal” and “conservative” ideologies might “add to some Americans' confusion” about the already “confused and abused” use of the term. As we reach the fiftieth anniversary of the publication of Hartz's book, it is important to reassess the work, especially in light of what might seem an obvious parallel between his concerns in the context of the Cold War and contemporary worries about the relationship between American foreign policy and domestic politics that has evolved since 2001. Whether the valence has been negative or positive, Hartz's image of a liberal consensus in the United States has created a picture that has held the academic mind captive and shaped its approach to both scholarship and political analysis.

The United States has shared an intricate and turbulent history with Caribbean islands and nations since its inception. In its relations with the Caribbean, the United States has displayed the dueling tendencies of imperialism and anticolonialism that characterized its foreign policy with South America and the rest of the world. For nearly two and a half centuries, the Caribbean has stood at the epicenter of some of the US government’s most controversial and divisive foreign policies. After the American Revolution severed political ties between the United States and the British West Indies, US officials and traders hoped to expand their political and economic influence in the Caribbean. US trade in the Caribbean played an influential role in the events that led to the War of 1812. The Monroe Doctrine provided a blueprint for reconciling imperial ambitions in the Caribbean with anti-imperial sentiment. During the mid-19th century, Americans debated the propriety of annexing Caribbean islands, especially Cuba. After the Spanish-American War of 1898, the US government took an increasingly imperialist approach to its relations with the Caribbean, acquiring some islands as federal territories and augmenting its political, military, and economic influence in others. Contingents of the US population and government disapproved of such imperialistic measures, and beginning in the 1930s the US government softened, but did not relinquish, its influence in the Caribbean. Between the 1950s and the end of the Cold War, US officials wrestled with how to exert influence in the Caribbean in a postcolonial world. Since the end of the Cold War, the United States has intervened in Caribbean domestic politics to enhance democracy, continuing its oscillation between democratic and imperial impulses.

This chapter analyses Reinhold Niebuhr’s concepts of tragedy and irony. It explains how he defined these terms and identifies their place in his theological framework. Niebuhr identified the themes of tragedy and irony in his reflection on human nature, the crucifixion, and moral concepts such as sin, love, and justice. The chapter also explores his use of the terms within the context of twentieth-century global and domestic politics, highlighting his commentary on the Cold War, capitalism, and democracy in the United States. The chapter concludes by suggesting that the political tragedies and ironies Niebuhr identified are still with us today and that his concepts can be used to pursue the goals of his feminist, black, and Latinx critics.


This book uses trust—with its emotional and predictive aspects—to explore international relations in the second half of the Cold War, beginning with the late 1960s. The détente of the 1970s led to the development of some limited trust between the United States and the Soviet Union, which lessened international tensions and enabled advances in areas such as arms control. However, it also created uncertainty in other areas, especially on the part of smaller states that depended on their alliance leaders for protection. The chapters in this volume look at how the “emotional” side of the conflict affected the dynamics of various Cold War relations: between the superpowers, within the two ideological blocs, and inside individual countries on the margins of the East–West confrontation.

During the Cold War, the governments of the United States and the Soviet Union developed cultural exchange programs, in which they sent performing artists abroad in order to generate goodwill for their countries. Ballet companies were frequently called on to serve in these programs, particularly in the direct Soviet-American exchange. This book analyzes four of the early ballet exchange tours, demonstrating how this series of encounters changed both geopolitical relations and the history of dance. The ballet tours were enormously popular. Performances functioned as an important symbolic meeting point for Soviet and American officials, creating goodwill and normalizing relations between the two countries in an era when nuclear conflict was a real threat. At the same time, Soviet and American audiences did not understand ballet in the same way. As American companies toured in the Soviet Union and vice versa, audiences saw the performances through the lens of their own local aesthetics. Ballet in the Cold War introduces the concept of transliteration to understand this process, showing how much power viewers wielded in the exchange and explaining how the dynamics of the Cold War continue to shape ballet today.

America survived the nuclear age through a complex combination of diplomatic and military decisions, and a good deal of luck. One of the tools that proved its value in both reducing the risks of nuclear use and setting rules for the ongoing nuclear competition were negotiated, legally binding, and verified arms control agreements. Such pacts between the United States and the Soviet Union arguably prevented the nuclear arms racing from getting worse and helped both sides climb off the Cold War nuclear precipice. Several important agreements remain in place between the United States and Russia, to the benefit of both states. Arms control is under threat, however, from domestic forces in the United States and from Russian actions that range from treaty violations to the broader weaponization of risk. But arms control can and should play a useful role in reducing the risk of nuclear war and forging a new agreement between Moscow and Washington on the new rules of the nuclear road.
