Mr. Jean-Louis Fort, Secretary-General, left the International Committee at the end of last year. During the four years which he devoted to the institution, Mr. Le Fort rendered outstanding service, contributing to the improvement of management methods and the quest for new financial resources. He also played a major role in the field of co-operation between the ICRC and the League, particularly in the pooling of Red Cross resources for large-scale international relief operations.

ABSTRACT Objective: Volunteers need considerable resiliency to cope with formidable challenges during their operations in disaster scenes. The present study was conducted to identify factors affecting the different aspects of resiliency among volunteers in disasters. Material and Methods: The databases of Web of Science, Scopus, PubMed, ProQuest, Google Scholar, World Health Organization Library, International Committee of the Red Cross (ICRC) Library, PsycArticles, and SafetyLit were searched until September 29, 2018. The main search terms were resiliency, disaster, humanitarian aid worker, and volunteer. Results: A total of 548 documents were obtained and screened based on the inclusion and exclusion criteria. A number of 8 documents was selected for the final analysis. The main factors contributing to the resilience of volunteers at the 3 stages of pre-, during, and post-disasters were classified into 3 groups of individual, environmental, and organizational. Important factors affecting resilience of volunteers in disasters included previous disaster response experience and disaster-related training. Conclusion: Resiliency should be deemed integral to relief operations. Considering the main factors affecting volunteers’ resiliency, it is highly suggested that organizations active in humanitarian endeavors explore the factors impacting on resilience among their volunteers via various research methods and seek to select those with higher degrees of resilience in order to avert untoward consequences in their missions.

At its meeting on the 20th December 1978, the General Assembly of the Henry Dunant Institute appointed Mr. Jacques Meurant, Special Adviser to the Secretary-General of the League of Red Cross Societies, in charge of statutory matters, as Director of the Institute. He succeeds Mr. Jean Pictet, Vice-President of the International Committee of the Red Cross, who has reached retirement age.

Mr. Alexandre Hay, President of the International Committee of the Red Cross, accompanied by Mr. Sergio Nessi, head of the Financing Division, and Mr. Jean Hoefliger, delegate-general for the Middle East and North Africa, was in Tripoli (Libya) from 7 to 9 July. He was received by Colonel Moammar Qadaffi; Mr. Jadallah Azouz At-Talhi, President of the People's General Council; Mr. Abu Zaid Omar Durda, Secretary of State for Economic Affairs, representing the Minister for Foreign Affairs; and Dr Muftah Al-Osta Omar, Minister of Health and President of the Libyan Red Crescent, who was accompanied by Dr. Ahmed Abdallah Es-Sherif, Secretary-General, and Mr. Abdel Rahman Bonkela, adviser, to the National Red Crescent.

The General Delegate of the International Committee of the Red Cross for Sub-Equatorial Africa, Mr. Georges Hoffmann, went to Luanda, the capital of Angola, where he was given a cordial welcome. He was accompanied by Colonel J. V. M. Cabral, Secretary-General of the Portuguese Red Cross, which greatly facilitated both his journey and his contacts. The ICRC delegate discussed various humanitarian problems of common interest with Colonel Cabral and with the authorities. He went to five delegations of the Portuguese Red Cross in Angola, where he visited hospitals, crèches and homes.Thus, Mr. Hoffmann was able himself to judge the activity carried out by the Portuguese Red Cross in Angola. After visiting Luanda, he left for Lobito and Benguela.

Mr. Alexandre Hay, President of the International Committee of the Red Cross, visited Damascus from 21 to 24 June and was received by Mr. Hafez el Assad, President of the Syrian Arab Republic. He also had talks with Mr. Abdel Halim Khaddam, Deputy Prime Minister and Minister of Foreign Affairs, General Mustapha Tlass, Minister of Defence, Dr. Madani al-Khyami, Minister of Health, and Mr. Abdalla Al-Ahmar, Deputy Secretary-General of the Baath Party.

The Head of the Spanish Government, Mr. Felipe González, visited the headquarters of the International Committee of the Red Cross on 7 June 1988, and was received by the institution's President, Mr. Cornelio Sommaruga, and several members of the Committee. The Spanish Prime Minister was accompanied by Mr. Javier Solana, Minister for Culture and government spokesman. The Secretary General of the League of Red Cross and Red Crescent Societies, Mr. Pär Stenbäck, and the President of the Spanish Red Cross, Mr. Leocadio Marín, also attended.

The International Committee of the Red Cross was one of the recipients of the 1978 Human Rights Prize, which the Secretary-General of the United Nations, Mr. Kurt Waldheim, presented to the President of the ICRC, Mr. Alexander Hay, in New York on 11 December before the United Nations General Assembly, on the occasion of the 30th anniversary of the Declaration of Human Rights. The prize was awarded to the ICRC for its work in promoting observance of human rights.

Mr. Jean-Pascal Delamuraz, President of the Swiss Confederation, visited the International Committee of the Red Cross on 21 August 1989.He was received by Mr. Cornelio Sommaruga, ICRC President, together with members of the Committee, senior staff of the institution, and Mr. Pär Stenbäck, Secretary General of the League of Red Cross and Red Crescent Societies. The Swiss President was accompanied by Mrs. Delamuraz, for whom a tour of the Central Tracing Agency had been arranged.
