It is generally recognized that the goal of achieving acceptable river basin planning in New England has been elusive. This is especially true in regard to the Connecticut River Basin (7). Ten government agencies have spent more than 10 years and over $4 million in inventorying and planning the Connecticut River Basin but have not yet produced a plan acceptable to the people of the Basin.

India is a subcontinent, there huge no of people lived in river basin area. In India there more or less 80% of people directly or indirectly depend on River. Ganga, Brahamputra in North and North East and Mahanadi, Govabori, Krishna, Kaveri, Narmoda, Tapti, Mahi in South are the major river basin in India. There each year due to flood and high tide lots of people are suffered in river basin region in India. These problems destroy the socio economic peace and hope of the people in river basin. There peoples are continuously suffered by lots of difficulties in sort or in long term basis. Few basin regions are always in high alert at the time of monsoon seasons. Sometime due to over migration from basin area, it becomes empty and creates an ultimate loss of resources in India and causes a dis-balance situation in this area.

The Ruhr, with an average flow of 80.5 m3/s at its mouth, is a comparatively small tributary to the Rhine River that has to perform an important task: to secure the water supply of more than 5 million people and of the industry in the densely populated region north of the river. The complex water management system and network applied by the Ruhrverband in the natural Ruhr River Basin has been developed step by step, over decades since 1913. And from the beginning, its major goal has been to achieve optimal conditions for the people living in the region. For this purpose, a functional water supply and wastewater disposal infrastructure has been built up. The development of these structures required and still requires multi-dimensional planning and performance. Since the river serves as receiving water and at the same time as a source of drinking water, the above-standard efforts of Ruhrverband for cleaner water also help to conserve nature and wildlife. Ruhrverband has summed up its environmental awareness in the slogan: “For the people and for the environment”. This basic water philosophy, successfully applied to the Ruhr for more than 80 years, will be continued in accordance with the new European Water Framework Directive, enacted in 2000, which demands integrated water resources management in natural river basins, by including the good ecological status of surface waterbodies as an additional goal.

When Jonathan Edwards was installed as assistant to his grandfather Solomon Stoddard at Northampton in 1727, he not only assumed the major pastoral responsibility for the largest congregation in western Massachusetts, but he also became coadministrator of the “lax” mode of admission to the sacraments that had prevailed at Northampton and throughout the Connecticut River Valley for some thirty years. This system granted both baptism and communion to all persons of age who had historical knowledge of the gospel and were of a “non-scandalous” life, on the grounds that all divinely established ordinances were capable of “begetting” faith. Although Stoddard did not originate the “lax” system, the practice was generally referred to as “Stoddardeanism” because from the time of his celebrated dispute with Increase Mather in 1700 (the so-called “Stoddardean controversy”) Stoddard had been its most systematic, persistent, and influential proponent in New England.

This chapter focuses on Clarence Samuel Stein's postwar concept of the Regional City as well as the maturation of his town planning ideas. Stein and his colleagues began to regularly use the term Regional City in 1927. Their early conception envisioned an amalgam of the romanticized medieval village with connections to the land combined with all the conveniences offered through new technologies to enhance modern lifestyles in distinctive, relatively small towns. Stein, together with MacKaye and Mumford, advocated for regional, even national, planning based on the ideas the Regional Planning Association of America (RPAA) had already promoted, including regional river basin planning, the townless highways, and state planning. This chapter considers Stein's postwar advocacy of communitarian regionalism and the rebirth of the RPAA as the Regional Development Council of America (RDCA). It also examines how Stein applied his collaborative regionalist and town planning ideals in a concrete project at Kitimat in Canada.
