Policy Metamorphosis in China: A Case Study of Minban Education in Shanghai

AbstractBy taking minban education at the level of basic education in Shanghai as an example, this article studies the processes of policy implementation in mainland China. Based on 65 interviews conducted during 2001 and 2004, the article analyses two policies on minban education which have metamorphosed during implementation. It argues that the Chinese mode of state governance has shifted from Party despotism to a mode that tolerates and embraces local deviation.

This article analyses trends in Chinese–international marriages and divorces, using Australia, a major migrant-receiving country, as a comparative case study. In exploring the recent rise of ‘Chinese–foreign’ marriage in the People’s Republic of China (PRC), we show that Chinese–international marriage within mainland China is a small, gendered phenomenon that largely involves Chinese women marrying men from other Asian societies. By examining unique data published by the Australian Bureau of Statistics, we reveal that most marriages involving PRC-born people in contemporary Australia are between two people born in China. But the displacement of Chinese intimate relationships to a non-Asian country results in significant behavioural divergences from couples ‘at home’, especially regarding prior cohabitation. Marriages solely involving PRC-born couples in Australia are also typically less enduring than marriages to non-Chinese. We argue that these differences underscore the roles of country-specific immigration policies and labour mobility patterns in shaping unpredicted family formation behaviour.

Intermediary organizations have become increasingly prominent participants in education policy implementation despite limited knowledge about their distinctive functions and the conditions that constrain and enable those functions. This article addresses that research-practice gap by drawing on theories of organizational ecology and findings from a comparative case study of four intermediary organizations that helped with collaborative policy implementation in Oakland, California. I define intermediaries as organizations that operate between policymakers and implementers to affect changes in roles and practices for both parties and show that such organizations typically vary along at least five dimensions. Oakland’s intermediary organizations all provided new implementation resources—knowledge, political/social ties, and an administrative infrastructure—but faced different constraining and enabling conditions. Using insights from this strategic case study, this article begins to build theory about intermediary organizations as important participants in contemporary policy implementation.
