Institutional Arrangements for a System of Environmentally Significant Areas: The Case of the East Beaufort Sea Area, Canada

A method is described of matching environmentally significant areas (ESAs) with the most appropriate form of management for each, selected from all the available forms. This involves comparing the purpose, reasons for significance, existing uses, and tenure, of each ESA, with the characteristics of agencies, protected area categories, legislation, and non-statutory arrangements for management, as well as examining agency coordination mechanisms or other means of implementation. The method was formulated for ESAs in the Northwest Territories (NWT) of Canada, but is considered to have wide applicability. It is illustrated with a test application to seven proposed ESAs in what is termed the eastern Beaufort Sea region.

AbstractTwo Kipp hemispherical radiometers mounted back to back and suspended by an 18 m cable from a helicopter flying at an altitude of about 90 m were used to make measurements of incident and reflected short-wave radiation. The helicopter was brought to a hovering position at the instant of measurement to ensure that the radiometers were in the proper attitude and a photograph of the ice cover was taken at the same time. The observations were made in 1969 during 16 flights out of Tuktoyaktuk, Northwest Territories (lat. 69° 26’N., long. 133° 02’W.) over the fast ice extending 80 km north of Tuktoyaktuk. Values of albedo of the ice cover were found to decrease during the melting period according to the equation A = 0.59 —0.32P where P is the degree of puddling of the surface.

AbstractThe environment conditions in the southern Beaufort Sea are described with special emphasis on pressure ridges and ice islands. Techniques for determining the geometric configurations and the physical and mechanical properties of sea-ice structures and ice islands are described. Profiles of pressure ridges were determined by surface surveys, drill-hole probes and side-looking sonar scanning. Multi-year pressure ridges with thicknesses up to 18 m and widths up to 110 m were examined in detail. The first-year ridge of 22 m thickness and 100 m width was studied. Results are given for several multi-year ridges and the first-year ridge. Information obtained from dives under the ice is also given. Corresponding data are given for grounded ice islands with particular attention being given to contact between the ice and sea bed. A 19 m thick ice-island fragment grounded in 13 m of water was one of several investigated. Measurements of temperature, salinity, tensile strength and compressive strength are given for ice taken from old pressure ridges and factors influencing the interpretation of test data are discussed. The data obtained in this study will be used in engineering design studies for off-shore structures for drilling and production of hydrocarbons from the Beaufort Sea area. Exploratory drilling in shallow water has already been carried out and off-shore drilling from drill ships is scheduled to commence in the study area during the open-water season of 1976.This paper will be published in full in a future issue of Journal of Glaciology.

A wide legislative base is available to conserve Environmentally Significant Areas in the vast Northwest Territories of Canada. However, existing conservation reserves have been designated in an ‘incremental’ fashion, without reference to a guiding plan. Intensive industrialization through hydrocarbon development and increased harvesting of renewable resources are threats to the integrity of many ESAs.An anticipatory and comprehensive policy to conserve Environmentally Significant Areas (ESAs) in advance of industrialization is required, but developing such a policy will be difficult, owing to the complex political and jurisdictional ‘environments’ in northern Canada. Despite these problems, the recently announced Northern Landuse Planning Policy could be a vehicle for the implementation of a comprehensive conservation policy for ESAs, if only the institutional structures and processes that will accompany this policy are adequately designed.
