Approximately 50 years ago, R. R. Palmer published his two volume masterworkThe Age of the Democratic Revolution. Designed as a “comparative constitutional history of Western civilization,” it charted the struggles after 1776 over ideas of popular sovereignty and civil and religious freedoms, and the spreading conviction that, instead of being confined to “any established, privileged, closed, or self-recruiting groups of men,” government might be rendered simple, accountable and broadly based. Understandably, Palmer placed great emphasis on the contagion of new-style constitutions. Between 1776 and 1780, eleven onetime American colonies drafted state constitutions. These went on to inform the provisions of the United States Constitution adopted in 1787, which in turn influenced the four Revolutionary French constitutions of the 1790s, and helped to inspire new constitutions in Haiti, Poland, the Netherlands, Switzerland, and elsewhere. By 1820, according to one calculation, more than sixty new constitutions had been attempted within Continental Europe alone, and this is probably an underestimate. At least a further eighty constitutions were implemented between 1820 and 1850, many of them in Latin America. The spread of written constitutions proved in time almost unstoppable, and Palmer left his readers in no doubt that this outcome could be traced back to the Revolution of 1789, and still more to the Revolution of 1776. Despite resistance by entrenched elites, and especially from Britain, “the greatest single champion of the European counter-revolution,” a belief was in being by 1800, Palmer argued, that “democracy was a matter of concern to the world as a whole, that it was a thing of the future, [and] that while it was blocked in other countries the United States should be its refuge.”

In chapter 6, Peggy Cooper Davis notes that in a democratic republic, the people are sovereign and must be free and educated to exercise that sovereignty. She contends that the history of chattel slavery’s denial of human sovereignty in the United States, slavery’s overthrow in the Civil War, and the Constitution’s reconstruction to restore human sovereignty provide a basis for recognizing that the personal rights protected by the United States Constitution, as amended on the demise of slavery, include a fundamental right to education that is adequate to enable every person to participate meaningfully as one among equal and sovereign people.

This chapter examines how protagonists of the Italian revolutions of 1848, including Giuseppe Montanelli and Carlo Cattaneo, engaged with American political institutions by looking at the cases of Lombardy, Tuscany, and Sicily. Before discussing the role played by the United States of America in Italian political thought of 1848, the chapter considers Italian experience of the revolutions of 1820–1821 and 1830–1831, both of which marked a watershed for the peninsula's national movement. It shows that Italian revolutionaries addressed the United States with very different emphasis, illustrating how references to the United States could serve very different ideological purposes. With respect to Tuscany's long history of engagement with the United States, there were far fewer references to American political institutions than for instance in Sicily, where the revolutionaries adopted a monarchical constitution. The chapter also analyzes Cattaneo's involvement in the Revolution in Lombardy and his understanding of American democracy.

‘Drinking and temperance’ describes the history of alcohol consumption in the United States and the introduction of the temperance movement. From the earliest European settlers to the fighters of the Revolution, Americans were among the world’s heartiest drinkers, producing their own corn beer and importing rum from the West Indies. The British blockades during the war meant access to rum was lost. Americans began to distill whiskey from corn instead, which became the country’s patriotic drink. Problems associated with heavy drinking resulted in reformers creating the temperance movement, a cause that was then taken up by Protestant preachers. In the 1850s, evangelicals lobbied for statewide prohibition laws, but there was no viable system of enforcement.

In order to render my subject manageable, I have excluded from it the literature dealing with legal history, with the general history of political ideas, and with the constitutional and political debates that preceded and accompanied the American Revolution. Each of these is a large subject in itself and would, require for its most summary treatment a separate paper. I limit myself to what has been written during the last fifty years or so about the constitutional history of the Union and of the states in their relation to the Union since the year 1783.
