AbstractComparative family policy research has advanced significantly in recent years. The growing availability of more and better data have improved our understanding of cross-national similarities and differences in family policies, as well as how they shape the lives of different families. Despite these advancements, comparative family policy research continues to face difficulties. The multifaceted nature of family policies makes cross-country comparisons complex. Conceptualizing our theoretical understanding of which policy aspects matter and why as well as operationalizing them into measurable indicators, often remains problematic for comparative analyses. Using examples of British and Swedish policies on childcare, a policy area particularly prone to conceptual challenges, we discuss the difficulties involved in conceptualizing family policies in comparative research. We argue that taking a capabilities approach provides a useful way forward in the field and show how such a conceptual framework allows us to more meaningfully analyze both work-family policies and their outcomes.

Although researchers generally agree that national family policies play a role in shaping mothers’ employment, there is considerable debate about whether, how, and why policy effects vary across country contexts and within countries by mothers’ educational attainment. We hypothesize that family policies interact with national levels of earnings inequality to differentially affect mothers’ employment outcomes by educational attainment. We develop hypotheses about the two most commonly studied family policies—early childhood education and care (ECEC) and paid parental leave. We test these hypotheses by establishing a novel linkage between the EU-Labour Force Survey and the Current Population Survey 1999 to 2016 ( n = 23 countries, 299 country-years, 1.2 million mothers of young children), combined with an original collection of country-year indicators. Using multilevel models, we find that ECEC spending is associated with a greater likelihood of maternal employment, but the association is strongest for non-college-educated mothers in high-inequality settings. The length of paid parental leave over six months is generally associated with a lower likelihood of maternal employment, but the association is most pronounced for mothers in high-inequality settings. We call for greater attention to the role of earnings inequality in shaping mothers’ employment and conditioning policy effects.

The State of Qatar has implemented several family policies in order to improve the wellbeing of Qatari families and ensure fair distribution of development benefits for both men and women. However, there is a linkage between female employment outside the home and instability in the marriages of Qatari families. This paper investigates the impact of female employment on marital stability, based on the results of primary data collected in Qatar, a questionnaire that consisted of several sections such as challenges in the workplace, supervisor, family and spouse relations, work motivation and performance. Of the 824 questionnaires that were returned, 807 were completed and valid for analysis. Regression analysis and an ANOVA test have been used to test the relationship between the variables. The results of the research have produced mixed findings about how wives’ employment increases marital instability and have yielded few significant differences on mean scores of discuss on work demands, insufficient time together, housework, financial matters, communication, relatives and rearing children. The results indicates that in general Qatar working women face several challenges in relation to their marital life as part of cultural and social constraints.

Very little of the intense interest and activity in the field of family planning in Pakistan has come up in the form of publications. Since the formation of the Family Planning Association of Pakistan in 1953 and the initiative of the government in promoting a national family-planning programme in its Second Five-Year Plan, relatively few reports have been printed. Most of what has been written in Pakistan about family planning has either been reported at conferences abroad or published in foreign journals, or submitted as graduate dissertations at universities within the country and abroad1. While numerous papers presented at conferences in Pakistan have been given limited circulation in mimeographed form2, much of the preliminary data, emanating from most of the action-research projects in progress, are held up till substantive demographic changes are measured and approaches evaluated accordingly.
