This is a report on the tenth edition of the Conference and Labs of the Evaluation Forum (CLEF 2019), held from September 9--12, 2019, in Lugano, Switzerland. CLEF was a four day event combining a Conference and an Evaluation Forum. The Conference featured keynotes by Bruce Croft, Yair Neuman, and Miguel Martínez, and presentation of peer reviewed research papers covering a wide range of topics in addition to many posters. The Evaluation Forum consisted to nine Labs: CENTRE, CheckThat, eHealth, eRisk, ImageCLEF, LifeCLEF, PAN, PIR-CLEF, and ProtestNews, addressing a wide range of tasks, media, languages, and ways to go beyond standard test collections. CLEF 2019 marked the 20th anniversary of CLEF, which was celebrated with a dedicated session and a book on the lessons learnt in twenty years of evaluation activities and the future perspectives for CLEF. CLEF 2019 also introduced the Industry Days to further extend the reach and impact of CLEF.

Hydrodesulfurization reaction, as the last step of hydrothermal cracking reaction, is of great significance for the reduction of viscosity and desulfurization of heavy oil. Based on Density Functional Theory and using Dmol3 module of Materials Studio, this research simulated the adsorption and hydrodesulfurization of thiophene on Ni2P (001) surface, and discussed the hydrodesulfurization reaction mechanism of thiophene on Ni2P (001) surface. It was found that the direct hydrodesulfurization of thiophene had more advantages than the indirect hydrodesulfurization of thiophene. Finally, the optimal reaction path was determined: C4H4S+H2→C4H6.

This article aims to advance the psychodynamic understanding of imagination failures by studying lessons learned in the US government’s public inquiry into September 11th, 2001 (9/11). Analyzing the findings of The 9/11 Report, I theorize that two forms of macro-level hubris—America’s “hubris of empire-building” and Al Qaeda’s “hubris-nemesis complex”—amalgamated in a uniquely generative manner leading to events on 9/11. Previous studies of public inquiries often demonstrate that inquiry reports are monological story-telling performances used to create sense-making narratives that function hegemonically to impose a simplified version of reality to assign blame and depoliticize events in order to facilitate closure after shocking events. In contrast, findings here suggest that by constructing a critical narrative, The 9/11 Report may serve as a new type of public inquiry report that invites learning about the complex factors that underpin crisis. The article concludes by identifying fruitful areas of future research and ways to theorize further about the collective psychodynamics of macro-level hubris and the psychodynamic factors that hinder learning and contribute to imagination failures.
