With the rapid development of computer technology, communications technology, and other related technologies, the Digital City has become a hot topic of current research. The traditional method of constructing digital city based on ArcGis is very complex, the type of computer software that related is much more, and the interaction between the software is poor. For the traditional method of digital urban design is difficult to design and visualization effect is poor, this paper builds the techniques of campus apartment modeling based on the skyline combined specific examples of campus apartments, realizes three dimensional (3D) visualization and query and analysis functions of the campus apartment system and proposes a simple method of creating 3D landscape efficiently.

During urban design activity, it is necessary to emphasize the stage of Urban Design Scheming as a important link and find a reliable method. According to the characteristics of present urban design and scheming, the semantic web method is put forward as a definite and standardization platform for the more and more complex urban design problems. Because the semantic web is suitable to the characteristics of the human mind and computer, it is possible to realize the computer assist design and scheming for the designer. Thus urban design can be guided and construction of digital city can be realized.

The debate about the so called “excluding design” has been a focus for applied philosophy for several years. The structure of this debate is constituted by deontological and consequentialist’s applied ethics and as well as agonistic democratic approaches. This paper asks for the applicability of these points of view to the particular socio-political reality of Montevideo. Examining this reality closer, I hold that we cannot comprehend the recent aestheticization of the excluding design there through these contemporary philosophical frameworks. As an alternative philosophical procedure, I analyze the aestheticization of excluding design in Montevideo from Rahel Jaeggi’s immanent criticism. I hold that this process of aestheticization implies an ideological regressive “form of life”. And I also argue that the Uruguayan democracy is affected by this ideological regression. Nevertheless, because this aestheticization is not an exclusive Uruguayan phenomenon, this paper intends to open one direction in applied philosophy of urban design.

In this regard, and in line with Ashworth (2009), three urban planning instruments are widely used throughout the world as a means of boosting a city’s image: (i) personality association - where places associate themselves with a named individual from history, literature, the arts, politics, entertainment, sport or even mythology; (ii) the visual qualities of buildings and urban design, which include flagship building, signature urban design and even signature districts and (iii) event hallmarking - where places organize events, usually cultural (e.g., European Capital of Culture, henceforth referred to as ECoC) or sporting (e.g., the Olympic Games), in order to obtain worldwide recognition.
