Abstract Putting in practice the Strategic Research Agenda of TO REACH within a European platform for learning and collaboration requires the engagement with a wide range of stakeholders both at national and European level. The TO-REACH project is itself a first step towards establishing such a partnership and cooperation approach, involving policymakers, funders, researchers and other stakeholders from across the European Union. A shared European approach to health services and policy research will contribute to addressing the challenges described in the previous presentations by putting in place the governance and framework conditions needed to support the necessary research across the region and beyond. Purpose Academic research into entrepreneurship policy is particularly interesting due to the increasing relevance of the topic and since knowledge about the evolution of themes in this field is still rather limited. The purpose of this paper is to analyse the key concepts, topics, trends and shifts that have shaped the entrepreneurship policy research agenda during the period 1990–2016. Design/methodology/approach This paper uses text mining techniques, cluster analysis and complementary bibliographic data to examine the evolution of a corpus of 1,048 academic papers focused on entrepreneurship-related policies and published during the period 1990–2016 in ten relevant journals. In particular, the paper follows a standard text mining workflow: first, as text is unstructured, content requires a set of pre-processing tasks and then a stemming process. Then, the paper examines the most repeated concepts within the corpus, considering the whole period 1990–2016 and also in five-year terms. Finally, the paper conducts a k-means clustering to divide the collection of documents into coherent groups with similar content. The analyses in the paper also include geographical particularities considering three regional sub-corpora, distinguishing those articles authored in the European Union (EU), the USA and South and Eastern Asia, respectively. Findings Results of the analysis show that inclusion, employment and regulation-related papers have largely dominated the research in the field, evolving from an initial classical approach to the relationship between entrepreneurship and employment to a wider, multidisciplinary perspective, including the relevance of management, geographies and narrower topics such as agglomeration economics or internationalisation instead of the previous generic sectorial approaches. The text mining analysis also reveals how entrepreneurship policy research has gained increasing attention and has become both more open, with a growing cooperation among researchers from different affiliations, and more sophisticated, with concepts and themes that moved the research agenda forward, closer to the priorities of policy implementation. Research limitations/implications The paper identifies main trends and research gaps in the field of entrepreneurship policy providing actionable knowledge by presenting the spectrum of both over-explored and understudied research themes in the field. In practical terms the results of the text mining analysis can be interpreted as a compass to navigate the entrepreneurship policy research agenda. Practical implications The paper presents the heterogeneity of topics under research in the field, reinforcing the concept of entrepreneurship as a multidisciplinary and dynamic domain. Therefore, the definition and adoption of a certain policy agenda in entrepreneurship should consider multiple aspects (needs, objectives, stakeholders, expected outputs, etc.) to be comprehensive and aligned with its complexity. In addition, the paper shows how text mining techniques could be used to map the research activity in a particular field, contributing to the challenge of linking research and policy. Originality/value The exploratory nature of text mining allows us to obtain new knowledge and reveals hidden patterns from large quantities of documents/text data, representing an opportunity to complement other qualitative reviews. In this sense, the main value of this paper is not to advise on the future configuration of entrepreneurship policy as a research topic, but to unwrap the past by unveiling how key themes of the entrepreneurship policy research agenda have emerged, evolved and/or declined over time as a foundation on which to build further developments.

The term “e-government” became part of the political vocabulary toward the end of the 1990s. Previously, with the onset of new technologies, it found its place in the wider “semantic container,” the information society. To respond to the United States and Japan’s economic challenge, the European Commission drew up a “White Paper on Growth, Competitiveness, and Employment: Challenges and Ways Forward to the 21st Century” (the so-called Delors’ White Paper). The construction of the IS is considered one of the five fundamental priorities of the Union to create a “common information area” based on ICTs and telematic infrastructure. E-government was the key element of significant community programmes (i.e., IDA [Interchange of Data between Administrations] and TEN-TELECOM [from 2002 renamed eTen]). A decisive step toward the development of EU policies for e-government came with the approval, in June 2000, of the Action Plan “eEurope 2002: An Information Society for All.” Guidelines were fixed for greater use of the Internet, and the initiative “Government online: electronic access to public services, [which] aims to ensure that citizens have easy access to essential public data, [...] [and, in order to improve] efficiency in the public sector, will require a re-thinking of internal organisation and of electronic exchanges between institutions” (Council of the European Union & Commission of the European Communities, 2000, p. 22). A few months previously, based on numerous EC documents, the Council of Europe of Lisbon indicated an ambitious objective for the European Union: “to become the most competitive and dynamic economy based on knowledge in the world, capable of achieving sustainable economic growth, creating new and better jobs and more social cohesion.” The so-called “Lisbon strategy” to permit Europe to recover the delay accumulated compared to the U.S., was intended to guide community policies up to 2010. It is in this context, interwoven with different and often conflicting pressures (economic competition and social cohesion, market logics, and the language of rights) that action plans are formulated and policies for e-government implemented in Europe.

This paper develops perspectives which seek to spatialize authoritarian neoliberalism through arguing for greater engagement with the politics of urban cultural policy formation in the neglected context of post-socialist East and Central Europe. Through analyzing the politics of urban cultural policy-making in Gdańsk, Poland, the paper spatializes authoritarian neoliberalism by exploring how relations between the urban and the national, and between the urban and the supranational, shape urban cultural policy, drawing upon literatures on political economy, policy mobilities, cultural policy research, and the concepts of authoritarian neoliberalism and the relational-territorial nexus. Gdańsk is a liberally run city, strongly aligned with the European Union (EU), opposed to the authoritarian neoliberal national level politics in Poland. The paper analyses urban-national tensions and relationships between Gdańsk and the EU to unpack the contested spatial nature of authoritarian neoliberalism.

Abstract The analysis of economic disparities within the European Union strongly depends on the regional level considered. Whereas the economic gap between the member states has decreased over the last decades, regional disparities have rather deepened. The reason for these contradictory findings can be found in the increasing disparities within many of the member states: Especially in growing economies the gap between urban centres and rural peripheries tends to widen. The spatial concentration of research and development, high skilled labour, infrastructure and foreign investment in the capitals will therefore supposably become a big challenge for the accession countries, which will have to face increasing international competition. Joining a common market of more than 450 million people means new opportunities, challenges and threats for economic development, which have to be faced by local, regional and national governments as well as by European institutions. EU-policies act in the dichotomy between the conflicting goals of economic growth and cohesion. Since they strongly influence regional conditions for production it is of great political interest whether a certain measure fosters economic efficiency by favouring the highly developed centres or rather enhances convergence by promoting lagging regions. The answer is, however, not trivial and needs closer examination: Measures encouraging regional cohesion on the European level can also increase disparities within a state or a region at the same time. This is the reason why the regional effects of EU-policies have to be analysed on different spatial levels. Dealing with the spatial impacts of various European Policies (Regional Policy, TransEuropean Networks, Common Agricultural Policy, Research and Technological Development Policy) there is some evidence that these policies try to compensate the effects of growing competition in the common market by concentrating their efforts on urban growth poles within the underdeveloped countries. Doing that, the European Union comes up to the two conflicting goals of growth and cohesion by promoting efficient economic development in the member states on the one hand and regional convergence on the European level on the other. This approach is of course mainly directed at European objectives and brings about new problems for the member states: According to the principle of subsidiarity the growing divergence within the member states is, however, not a policy task of the European Union but of the member states: Therefore national politics are still required to take on responsibility for these intranational problems by adopting their transport, regional and economic policies to the new challenge.
