ABSTRACTThe last 14 years has taught us that that we are facing a new reality; a reality in which public health emergencies are a common occurrence. Today, we live in a world with dangerous people without state sponsorship who are an enormous threat to our safety; one where emerging and reemerging infectious diseases are waiting to break out; a world where the benefits of globalization in trade, transportation, and social media brings threats to our communities faster and with a greater risk than ever before. The Sufi order known as the Shādhilīya was one of the most popular Sufi movements of the Islamic Middle Ages, counting adherents across north Africa, Egypt and Greater Syria.1 The order’s eponymous ‘founder’, Abū l-Óasan al-Shādhilī (d. 656/1258), was born in the Maghrib but eventually settled in Alexandria in the 1240s with the explicit sanction of the Ayyubid regime. While al-Shādhilī and his cohort rejected overt state sponsorship, they did cultivate warm relations with Ayyubid and early Mamluk rulers, as well as many of Egypt’s most prominent ʿulamāʾ. These alliances permitted al-Shādhilī to intercede on behalf of his disciples and clients and to travel freely across Egypt to teach his form of Sufism– advantages he did not enjoy in his previous home in Tunis. Al-Shādhilī met with great success in Egypt, establishing a reputation as a powerful Sufi master and an ally of people across the socio-economic spectrum, attracting a large numbers of followers in the process. Indeed, within roughly fifty years of al-Shādhilī’s death, a nascent social movement tied to his name had emerged that persists to the present day in multiple branches and sub-orders. But how did this informal and localised teaching circle become a trans-regional voluntary association of Sufis who conceptualised themselves as a coherent social body tied together by the teachings of an eponymous master?

Cathay Pacific’s shifting shareholder base underscores the dynamic interactions between the state and the market in an ever-changing geopolitical landscape. Focusing on its later transformation from a British airline, this article explores how Cathay Pacific refashioned its shareholding to respond to the shifting political climate of Hong Kong. In the protracted process through which Britain yielded jurisdictional power of Hong Kong to the People’s Republic of China, Cathay Pacific responded preemptively, first by enhancing its local profile, and then by appealing to economic nationalism of the sovereign state poised to take charge. The privately owned airline fashioned its corporate nationality in a bid to negotiate with political forces that affected its business development. The case of Cathay Pacific demonstrates how, in the absence of warfare, companies still need to mitigate political risks in a fluid geopolitical setting. By modifying its shareholding, Cathay Pacific crafted its corporate nationality, which proved instrumental in allaying political risks and managing business relationship with the state. The airline’s strategy attests to its dexterity as well as the pliability of the notion of “corporate nationality,” winning management the “license to operate”—legitimacy and state sponsorship—during a period of swift geopolitical shifts.
