The energy resource is an essential input of economic growth, which has an important impact on the ecological environment and social welfare. From the perspective of social welfare, considering the radial and non-radial characteristics of different input and output indicators, and the inseparability of the energy input and undesirable output, this study employs the non-separable hybrid DEA (Data Envelopment Analysis) model to evaluate the total energy efficiency of Chinese provinces between 2012 and 2016. Furthermore, this study calculates the energy saving and emission reduction potentials of China. The results reveal that the average total factor energy efficiency in China from 2012 to 2016 is 0.694, which means that there are still 30.6% energy efficiency losses. There is great potential for China to save energy, reduce pollutant emissions, and increase the output of social welfare. There are great differences in the total factor energy efficiency among provinces. The average energy saving potential of the whole country is 60.5%. If the energy efficiency of all provinces can reach the frontier, the whole country can save more than half of the energy consumption. The highest national average emission reduction potential is SO2, followed by dust, CO2, and NOX. The implication of the conclusion is that in the development of regional economy, we cannot sacrifice the social welfare and sustainable development and take the growth rate of GDP as the only objective. Different energy saving and emission reduction policies should be put forward according to the characteristics of different provinces.

Low-carbon textile still concerns environmental problems. Lowcarbon will ultimately focus on the energy efficiency, process to update and the emissions of businesses. At this stage other forms of energy still cannot be applied, so energysaving and emission reductionhave become the highest importance and feasibility in low-carbon textile. In this paper,based on the visits of the main textile enterprisesand relevant government departments in Quanzhou, we track the footprint of enterprise's carbon emissions, and preliminarily calculate the carbon emissions. After in-depth research and analysis, we discuss the energy-saving and emission reduction technologiesof Quanzhou's textile enterprisesand fiscal and taxation policies.

In recent years,a series of building energy efficiency regulations and policies in China were promulgated. Based on energy-saving and emission reduction policies, present situation of typical architectural colleges were investigated and analyzed. Combined with the feedback of attending post-evaluation of architectural specialty students for energy-saving ability cultivation, from teaching methods and curriculum system, new talents training mode on architectural specialty was put forward in order to construct multiple teaching methods and teaching mode for thinking coherent and technical stage in order to achieve good adaptation of talent cultivation and social demand in architecture.

Improving energy efficiency is an effective way to address the issues of economic development, energy saving and emissions reduction. For any important industries it is therefore necessary to measure energy efficiency and set a practical target for it. In this paper, we use CCR, SBM and energy intensity to measure the energy efficiency of the paper industries of 22 EU countries. Results indicate that the SBM and CCR efficiency value is more meaningful for policy makers than that of energy intensity, as measurement results of energy intensity deviate from reality and economic efficiency. The CCR and SBM have roughly the same fluctuation trends and the average SBM energy efficiency value is 0.71, always 10 percent lower than CCR model, as it takes simultaneous account of both the optimal input-output and has more discriminatory power in efficiency measurement. Furthermore, EU policy makers could improve energy efficiency by raising energy prices. As for the 2030 EU target of energy saving and emission reduction, the EU should pay more attention to five major paper producers: Finland, Sweden, Germany, the United Kingdom and Italy.

In order to guide and standardize energy efficiency benchmarking in cigarette enterprises, promote energy-saving emission reduction work, this paper researches on how to structure the energy efficiency index system reasonably and scientifically. The index system is established from the enterprise, process, equipment aspect, which includes all links, such as conversion, purchase storage, delivery distribution, terminal energy consumption. The energy efficiency benchmarking can be implemented according to the energy efficiency index system, and the energy saving potential can be found out by discovering the problem of energy utilization in each link and each energy level. The application practice shows that the energy-saving rate can reach over 18%, and continue to promote energy-saving emission reduction of cigarette enterprises through carrying out the energy-saving reform on the basis of reasonable application of the energy efficiency index system.

Electricity industry is one of the most important industries that contributes to Thailand’s economic growth. Power generation requires a huge amount of energy and emits a great number of greenhouse gas emission. Reducing energy consumption by improving its efficiency will be beneficial in both economic and environmental aspect. In this study, ten measures related to power generation and distribution system were assessed and analyzed its emission reduction via clean development mechanism and evaluated its cost effectiveness by using the net present value method. The findings revealed that changing a burner with better efficiency was the best implemented measure providing a great point not only on total energy saving but also on gross emission reduction and on earning back the investment. The results in term of intensity of energy saving and emission reduction, however, demonstrated that replacing an old transformer with a new high efficiency one was the most effective measure because using it for a long time period results in high value of no load loss. The information regarding the potential of greenhouse gas emission reduction on the energy efficiency improvement of each measure would be a useful information for decision makers or other parties in power sector to understanding and planning the suitable strategies in the future.

Under energy saving emission reduction policie-oriented, curriculum system update and cultivating the continuity on energy saving ideas in design courses were put forward. And then ordered butt joint on architectural talent cultivation and national energy-saving emission reduction policies can be achieved.
