Long Cycle and World-Systems Theoretical Research Programs

Substantial overlaps are found between world-systems and long-cycle theoretical research programs in this study of the emergence and growth of sociocultural complexity and hierarchy. Although these two approaches have different theoretical ancestors and significantly different conceptual vocabularies, they mainly converge with regard to crucial elements such as units of analysis and changes in the distribution of power.

This essay discusses conceptual issues that arise from the study of human social change. The comparative and evolutionary world-systems perspective is explained as a theoretical research program for studying long-term social change. This approach employs an anthropological framework of comparison for studying world-systems, including those of hunter-gatherers. Problems of spatially bounding whole human interaction networks are addressed, and the utility of a comparative approach to the study of hierarchical relations among human polities (core/periphery relations) is examined. The hypothesis of semiperipheral development is explained, and criteria for empirically identifying semiperipheral regions are specified. World history and global history are the most important evidential bases, along with prehistoric archaeology, for the comparative study of world-systems. Getting the grounds of comparison right by correctly conceptualizing the spatial units of analysis and paying careful attention to core/periphery relations are crucial issues in the effort to comprehend and explain the development of world-systems.

Some sociologists argue that sociological theory does not grow and the reason why it does not grow is that the discipline lacks a core of highly developed, almost universally accepted, paradigms; even worse, because it is reflexive, its criteria of problem and theory choice are so noncognitive that there are no paradigms, hence no progress, in its future. We do not question that sociology lacks a core of almost universally accepted paradigms, nor that highly developed paradigms may be a sufficient condition of theory growth, but we question both that universal acceptance of them is necessary and that sociology has nothing like them. We argue that theoretical research programs—sets of strategies, sets of interrelated theories embodying these strategies, and empirical models interpreting these theories—are sufficient for theoretical growth. An examination of three theoretical research programs in this article shows that they perform some of the same functions for theory growth as, in Kuhn, are performed by paradigms. Sociology may lack a universally accepted core, but there are theoretical research programs in sociology, and therefore already there is theory growth if it is looked for in the right place. Nor is there any warrant for the view that because its criteria of problem and theory choice are inescapably noncognitive, there are no paradigms, hence no progress, in sociology's future. If that were true, not only would sociology lack paradigms, but also theoretical research programs. We conclude from our study that sociology need not wait on the emergence of a universally accepted core. It is sufficient for the growth of theory that it develops further its existing theoretical research programs and that it encourages the creation of new programs.

There are various approaches, both simple and complex, to systemic conflict. The simpler ones include balance of power, polarity, concentration, polarization, and democratization. More complex systemic approaches to conflict range from power transition and relative power cycle to leadership long cycle and world-systems. Some of these programs continue to generate scholarly interest and produce new findings, while others have been beset with little activity. Yet, none of these research programs have captured enough scholarly attention to be fully “mainstreamed.” That is, they have not been co-opted as central interpretations of international politics. The theoretical literature on simpler approaches to systemic conflict persists today but was more common prior to the mid-1970s. Since systemic analyses were not well developed in the first two or three decades after World War II, scholars grappled with what systemic analyses meant. One question is whether we should differentiate between a global system and its multiple regional subsystems. Complex systemic research programs have declined in analytical popularity after peaking in the 1980s, in large part because perceptions of the world situation changed in the 1990s. Whether “traditional” system dynamics will regain its lost status in light of the globalization processes perceived to be at work remains unclear, but there is cause for optimism about the future contributions of systemic theory as research programs in this area have expanded to include new topics and issues, along with new theoretical developments in other areas that will be pertinent to systemic perspectives.
