The academic study of religion and irregular warfare has expanded considerably since the turn of the 21st century—driven by both global events such as 9/11 and empirical studies that find armed rebellions with religious dimensions to be longer, bloodier, and more difficult to resolve than nonreligious conflicts. Most of this research focuses on the religious, usually radical, ideas and practices of insurgent groups. Of particular interest has been the way religion shapes the motivations and means of guerrilla fighters. Less attention has been paid to the role of counterinsurgent armies in irregular, religious wars. Following the U.S.-led invasions in Iraq and Afghanistan, a few initial studies explored how state forces misunderstand or ignore the religious dynamics of armed conflict. A growing body of research since the mid-2010s has pushed further, cataloguing a more varied set of ways counterinsurgent forces account for religion in combat and information operations. Moving forward, studies that look at both sides of the battlefield need to expand their empirical emphases, as well as more directly address a common set of challenges to the broader study of religious violence—how best to conceptualize, measure, and analyze the religious dynamics of war. Future scholarship should also consider research designs that test the causal processes purported to link religion with conflict outcomes and pay increased attention to the interaction between insurgent and counterinsurgent forces.

Autonomy is a concept constantly referred to in Latin American foreign policy analysis, especially with respect to Argentina and Brazil. As great powers continue to exert effective control over peripheral economies and their political decision making, autonomy emerges as a possibility for self-determination in the areas where hegemonic powers’ economic, political, and cultural interferences are expressed. Although this is not a new concept, the quest for autonomy within the “global periphery”—and elsewhere too—still remains relevant. Helio Jaguaribe and Juan Carlos Puig’s theoretical approaches are fundamental epistemological contributions to international relations (IR), not only in South America (where the theoretical approach was first developed) but also to the wider IR field outside the mainstream scholarship. In line with global historical changes, autonomy took on some subsequent new meanings, which led to new and heterogeneous formulations that transformed, and in certain cases also contradicted, the very genesis of the idea of autonomy. As a result, the so-called autonomy “with adjectives” emerged within IR peripheral debates. The 21st century witnessed the rebirth of the concept amid the rise of multilateralism and the new Latin American regionalism, which brought its relational character to the fore. Some of the new approaches to autonomy, especially from Brazil, used the concept as a methodological tool to understand the historical evolution of the country’s foreign policy. As such, autonomy and its theoretical reflection remain central to the analyses and interpretations of the international relations of peripheral countries, and it is in this sense that the autonomy can be highlighted broadly as a Latin American contribution to IR discipline. The concept of autonomy has a unique and foundational content referred to the discussion of the asymmetries in the global order. Studying autonomy is critical to understanding peripheral countries’ problems and dynamics.

There has been a proliferation of works on informal dimensions of international relations. Putting the scholarship under the banner of informal international relations (IIR), [A1] the value preposition of research and publications on informal aspects of international political life is critically explored in order to chart promising pathways to further research in this growing field of study. Three generations of IIR scholarship may be identified. The first-generation scholarship took the IIR approach without explicitly acknowledging it. The second-generation scholars treated it primarily as an anomaly that ought to be explained. The third-generation scholarship seeks to give IIR a conceptual clarity, theorize it, and show the analytical utility of the concept. Although the IIR scholarship has given us a new outlook into international political life, the IR literature on informality is biased in at least three ways. First, it focuses mostly on informal politics in international organizations (IOs) housed in Western Europe and North American states. It is insightful and informative in the discussion of informality in member countries of the Organisation for Economic Co-operation and Development (OECD) but lacks similar cutting-edge analysis when it comes to informal aspects of international life in the rest of the world. The IIR scholarship neglects the rich tapestry of materials and insights from the Global South and Eastern Europe. Second, it is dominated by studies of informal governance. Other aspects of informal relations, namely, informal practices, processes, norms, and informal rules, have received little attention. Third, it is dominated by rational choice approaches. Perspectives such as critical constructivism, practice theory, intersectionality, neocolonialism, decolonial perspective, and postcolonialism, among others, are rarely used by third-generation scholars to explore informal international life. Finally, IIR ideas are deployed primarily as a last resort or as something used to explain negative political outcomes. IR scholars turn to the informal as a unit of analysis when traditional issue-areas such as formal state structures, formal IOs, official processes, codified norms, and written rules cannot help, and they deploy informal ideas only when well-known variables including state power, powerful registered domestic groups, and legalized nonstate actors are unable to explain a given political problem. But as those who have studied the issue carefully observed, the informal rather than the formal should be the baseline for IR analysis. The discipline of IR will be improved considerably if informality is prioritized and all facets of informal international life are explored in a systematic manner.

In the context of nationalist and ethnic struggles, framing refers to strategic communication aimed at changing perceptions and behavior, such as persuading members of a group to unite and fight or their opponents to demobilize. The concept and theory behind framing stem from sociology, and in particular American social movements theory, where they have helped reconcile an interest in the construction of identities and “meaning work” with the study of structures that favor participation in collective endeavors. Framing not only unpacks the processes behind this form of strategic communication through notions such as alignment and resonance, but it has also produced extensive scholarship on types of frames that foster mobilization and the socio-psychological keys they play upon in so doing. Framing theory has also focused on some of the elements contributing to the success—or lack thereof—of communication aimed at persuasion. Considering that participation in crises and conflicts is an extreme form of mobilization, framing has, since the mid-2000s, made headway in conflict studies, where scholars have turned to framing processes to shed light on how people can be convinced to rally around the nationalist or ethnic flag and even take up arms in their group’s name. More recently, framing-centric approaches have been used to shed light on frames deployed in conflicts of a religious nature, as well as in the study of radicalization and the ideological or ideational framing behind it. The future of framing theory with regards to identity-based conflicts depends, however, on scholars’ ability to produce framing concepts and theoretical insights specific to conflict studies able to federate the community or researchers adopting the approach to study armed violence. As growing research on armed conflict turns to understanding the links between national and local realities, framing theorists may in addition benefit from greater attention to local frames and framing dynamics, and how they relate to the broader, elite-driven frames more commonly focused on in the study of armed violence. Finally, though so far little explored, framing proponents may stand to gain from engaging with literature using survey experiments or other promising quantitative approaches that have also sought to generate insights into ethnic relations or government representation and policy regarding crises and war.

Quantitative human rights scholarship is increasing. New data sets and methods have helped researchers examine a broad array of research questions concerning the many human rights laid out in the United Nations’ 1948 Universal Declaration of Human Rights and related documents. These innovations have enabled quantitative human rights scholarship to better connect to existing qualitative and theoretical literatures and have improved advocacy efforts. Quantitative scholars have primarily operationalized the concept of human rights through the use of four kinds of data: events data (such as counts of abuses or attacks), standards-based data (such as coded scores), survey data, and socioeconomic statistics (such as maternal mortality or malnutrition rates). Each type of data poses particular challenges and weaknesses for analyses, including the biased undercounts of events data and the potential for human error or biases in survey or standards-based data. The human rights field has also seen a systematic overrepresentation of analyses of physical integrity rights, which have fewer component parts to measure. Furthermore, qualitative scholars have pointed out that it is difficult for quantitative data to capture the process of human rights improvement over time. The creation of new technologies and methodologies has allowed quantitative researchers to lessen the impact of these data weaknesses: Latent variables allow scholars to create aggregate measures from a variety of classes of quantitative data, as well as understandings from qualitative scholars, leading to the creation of new measures for rights other than physical integrity rights. New machine learning techniques and algorithms are giving scholars access to greater amounts of data than ever before, improving event counts. Expert surveys are pulling new voices into the data-generating process and incorporating practitioners into data processes that are too often restricted to academics. Experimental studies are furthering the field’s understanding of the processes underlying advocacy. Drawing on the lessons of past work, future scholars can use quantitative methods to improve the field’s theoretical and practical understandings of human rights.

Global governance has become part of the international relations vocabulary. As an analytical category and as a political project it is a strong tool that illustrates the major complexities of world politics in contexts of globalization. The study of global governance has expanded and superseded traditional approaches to international relations that focus on relations among states. Moreover, the study of global governance and has included nonstate actors and their dynamics into a more intricate thematic agenda of global politics. However, global governance has become less a political space of deliberation and more of a managerial aspect of world politics because of some assumptions about reality, humanity, and the international community. It would appear that this is a result of the predominance of liberal thought in world politics after the end of the Cold War. Regardless of how diverse the approaches to global governance may appear, the ontological assumptions—that is, the beliefs about reality that are behind its definition, conceptualization, and implementation as political projects—are not neutral nor are they universal. These assumptions respond to specific appreciations of reality and are inherited from Western modernity. The problem with this is that claims to contemplate the interests of humanity as a whole abound in global governance institutions and arrangements, whereas in fact global governance is constructed by neglecting other possible realities about the world. The consequences of this conceptualization are important in the sense that global governance becomes a tool of exclusion. Only by taking into consideration the ontological difference through which global governance can reflect the complexities of a diverse world can one explore the importance of alternative governances as a way to consider how global orders can be approached. Such alternative global governances draw from ontological pluralism and conceive political global orders as based on the coexistence and negotiation of different realities.

The rise of regulation is perhaps one of the most critical transformations of the capitalist system. Not surprisingly, this development has triggered a surge in the interest in regulation in social and political sciences since the 1990s. A contested notion, regulation can denote different meanings and can be understood in different ways. Given this multiplicity of meanings, studying regulatory cooperation requires exploring some fundamental elements to understand the main concepts and approaches used, and to capture its multiple levels and dimensions. The adopted denominations and utilized concepts are many—“regional regulatory cooperation,” “regional regulatory regime,” “regional regulatory integration,” “regulatory regionalism,” and “regional regulatory governance,” among others—and each captures, in its own way, particular dimensions or aspects of the field. In terms of levels, whereas a rich and dense literature has attested to the fact that global governance increasingly proceeds through transnational regulations, studies with a focus on the regional level are scant, especially when compared to the former, and remain scattered under various labels and denominations. However, regulatory cooperation leads to the creation of regulatory spaces that blur the distinction not only between the national and global arenas, but also between the national and the regional. Studies have thus translated these theoretical claims into empirical research showing that there is a growing regulatory cooperation space at the regional level, where various constellations of actors and networks that bridge the state and nonstate, and public and private, distinctions operate across levels and policy sectors. Analyses and scholarship on regulation and regulatory cooperation have made relevant progress, and in so doing, they have opened new avenues for research to explore and understand the place and role of regulatory cooperation and regions in a complex regulatory world.

The influence and impact of non-state actors, particularly humanitarian nongovernmental organizations (NGOs) in conflict management and in contemporary proxy wars, has been at the core of several scholarly debates. Peace research scientists developed knowledge about actors and conditions influencing conflict management and peacebuilding at the global and regional level. They have demonstrated that proxy wars survived the Cold War and developed new features. In particular, non-state actors like NGOs, private foundations, and non-profit associations, slowly but firmly entered the conflict management system, providing expertise and new input. International relations scholars investigate the main drivers of global humanitarian phenomena and give empirical reflections suitable for adaptive policymaking. It is commonly agreed that conflicts should be solved, human rights violations stopped, and the most inhumane implications reduced, but questions remain about the effectiveness of intervention and the legitimacy of some actors and tools. The relevance of non-state actors and their roles in conflict management have found in the international relations and peace research an ideal place to develop theoretical and practical implications. Scholars emphasized the various types of actors involved (NGOs, local community representatives, diplomats), and the diverse techniques and approaches developed within and beyond the “traditional” track diplomacy, to conflict transformation. Starting from the assessment of the state of the literature in the current international relations and peace research theoretical debate on civil and proxy wars, those actors who manage conflicts and the methods and techniques they use are explained further. In particular, it is first sustained that nongovernmental actors are engaged in the management of proxy wars in shared agency with governmental ones. Second, conflict transformation is introduced as an interactive technique to manage proxies.

In the 21st century and particularly during the 2010s, the Eastern Mediterranean acquired unprecedented attention and significance as a distinct geopolitical space with new international and security dynamics. This “new” Eastern Mediterranean geopolitical order was largely “constructed” by global and regional power shifts as well as local developments, such as the trajectory of Turkish foreign policy and the discovery of offshore hydrocarbon reserves. The result was a change in the region’s patterns of interstate conflict and cooperation. On the one hand, countries such as Cyprus, Egypt, Greece, and Israel became part of an emerging network of cooperation and security architecture. On the other hand, owing to its problematic relations with these states, Turkey remained an outsider wanting to “deconstruct” this new state of affairs and change it to its own benefit. As such, the new Eastern Mediterranean was ushered in during a period of geopolitical polarization that is more conducive to crisis rather than peace and stability and often transcends its boundaries.

Many scholars have addressed the relevance of thinking on processes, actors, ideas, and institutions that marked the development of International Relations (IR) in order to understand the way, it is studied and taught in modern times. As such, examining the constitution of the IR field in Argentina carries a twofold objective. Primarily, an in-depth study on the origins of the field in Argentina from a historical perspective brings to light how the field’s historical trajectory marked its development in modern times. Underlining the specific theoretical and methodological endeavors of Argentine IR allows researchers to establish how the field managed to gain density and gradually establish its own boundaries among other disciplines such as international law, diplomacy, geopolitics, political economy, and foreign policy analysis. Identifying the contributions of the Argentine IR field to a more universal and inclusive IR study allows for the definition of a broader non-Western IR agenda. Following Bourdieu’s study on scientific fields, this work answers the question of how the field has been shaped, and how the historical process of autonomization and internal differentiation that has allowed the discipline to legitimize itself as such in Argentina was shaped. From the observation and analysis of a number of components, it addresses the way its subject of study was outlined, through the contributions of agents of knowledge production and the areas of specialized knowledge involved in the process. The period carved out for analysis goes back to 1889, with the First Pan-American Conference in Washington DC, which triggered intense public debate in the country on how to participate in world affairs. The period of analysis ends in 1990, when the IR discipline was clearly considered an autonomous field of study. This temporal selection does not imply that the work follows a chronological and lineal path. Instead, it will consider and flesh out the “strong moments” of the complex, multidimensional, and nonlinear process of institutionalization of a field. As a result, it is possible to identify different arenas of struggle, where various forces are opposed in seeking internal legitimacy. Understanding these spaces as part of an internal struggle does not imply a tacit confrontation, but more a series of dilemmas that emerge from the process of legitimizing and defining the field.
