Abstract The purpose of this paper is to present a case study of the latest practice on urban sustainability in China, focusing on the breakdown of city-wide overall indicators to a more controllable spatial level—i.e. individual land plots and individual buildings. We argue the importance of decomposing the indicators to smaller scales by understanding underlying principles such as indicators and their integration in the process of urban governance, i.e. enhancing multi-level policy coordination as an important and effective approach for developing eco-cities. This can provide a common ground of argument to monitor the progress at multiple spatial levels and form a collective effort to move a city towards sustainability. The novelty of this study is to highlight the role of eco-city development at multiple spatial levels and through urban governance. The local government needs to mobilize various stakeholders involved in the urban development process by providing sustainability targets in a transparent way. A collective effort from various stakeholder groups might be formed by linking them to a set of unified but spatial level-based targets.

Using heritage as a cultural artifact in city development is not new, but little has been explored about how urban heritage can be utilized as new generative value and a new planning instrument for the revival of cities. The purpose of this paper is to show the creative and the generative use of urban heritage, both for the extension of cultural and tourist offer of the city and for the improvement of the quality of life in physical, social and economic terms for the community. The case study method was used for the adaptive reuse of projects for heritage buildings and urban revival in Kikinda. We argue that urban heritage has to be used, bearing in mind its spatial, economic and social sustainability aspects, and become a generator of urban revival. We go beyond recognition of the value of heritage as a cultural artifact that should solely be preserved and used as a static element in urban development, and view it more as a dynamic asset for city revival processes. We found that for the heritage nodes to be utilized as the new generative value for the revival of cities, they have to be perceived from the network perspective, thus influencing the urban environment in a sustainable way.

Abstract There seems to exist a general consensus on how to conceptualize cooperation in the field of international relations (IR). We argue that this impression is deceptive. In practice, scholars working on the causes of international cooperation have come to implicitly employ various understandings of what cooperation is. Yet, an explicit debate about the discipline's conceptual foundations never materialized, and whatever discussion occurred did so only latently and without much dialog across theoretical traditions. In this paper, we develop an updated conceptual framework by exploring the nature of these differing understandings and situating them within broader theoretical conversations about the role of cooperation in IR. Drawing on an array of studies in IR and philosophy, our framework distinguishes between three distinct types of cooperative state interactions – cooperation through tacit policy coordination (‘minimal’ cooperation), cooperation through explicit policy coordination (‘thin’ cooperation), and cooperation based on joint action (‘thick’ cooperation). The framework contributes to better theorization about cooperation in two main ways: it allows scholars across theoretical traditions to identify important sources of disagreement and previously unnoticed theoretical common ground; and the conceptual disaggregation it provides grants scholars crucial theoretical leverage by enabling type-specific causal theorization.

The importance of business incubators to support the growth of start-ups cannot be overemphasized especially in developing country such as Indonesia. This study aims to determine the most appropriate model that competent to provide an accurate depiction of the role of a business incubator on cultivating innovation of startups during the incubation process. It is conducted by using a case of Bandung Techno Park (BTP) as one of the first business incubators in Indonesia that positioned itself as an incubator for technology-based start-ups. The data were collected by ensuring the credibility, transferability, dependability, and conformability by adopting triangulation as the primary method. Informants were recruited from different stakeholder groups and provided with the opportunity to verify the result of the interviews. The findings show that there are none of the existing models that are able to provide a complete yet accurate depiction of BTP functioning. Almost all of the models suffer from lack of means to accommodate the learning process that must be undergone by start-ups during the incubation process. In order to respond to this gap, this study offered minimum requirements that must be satisfied by any incubator models.

This paper contributes to debates on urban governance and mobility through a case study of the transformation of public bike sharing schemes in Shanghai (China) from fixed/docked (PBSS 1.0) to flexible/dockless (PBSS 2.0). Based upon stakeholder interviews and observations between 2015 and 2017, we use the concept of a dispositive to foreground two related processes. The first is the reformulation of the governmental dispositive that coalesces around PBSS in Shanghai. We show how the relations within the dispositive shift from more hierarchical, bounded, regulated and state-led to those characterised by a more dispersed, disconnected, horizontal and distant set of social relations. Second, we show how this dispositive both produces and is produced by an emergent environmentality that manifests in a fixed territoriality in PBSS 1.0 and a more fluid and deterritorialised digital environmentality in PBSS 2.0. In framing this shift, we demonstrate how PBSS 2.0 produces a new dispositive of urban governmentality where the conduct of users is dispersed through a much less co-ordinated network of actors and technologies. Ultimately we argue that it is no longer possible to separate physical and virtual mobility when trying to understand the internal dynamics and external manifestations of mobility governance, which in our example are characterised by less localised and less hierarchical relationships that are more fluid, voluntary and physically distant.

Research and Technology Organizations (RTOs) have key roles in stories of national industrial development in many countries, and in various contexts they have transformed according to changes in their surrounding economic and policy environments. This paper proposes a conceptual framework of ‘RTOs as super intermediaries’ as they play multiple intermediary roles in the triple helix (government, research and industry), the overlap of industrial policy and research policy, and research-industry frontiers. The framework helps in understanding and advancing the role of RTOs in industrial development, particularly in developing countries. For a case study, the paper showcases research in Tanzania that explored possibilities of revamping RTOs and whether investing in them would help in spurring Tanzania's industrial development. Through key informant interviews and systemic literature review, a case study on the challenges and opportunities of RTOs was designed to examine their role and potential in industrial development and technology innovation processes. The study findings were overall in-line with two main lenses of inquiry: 1) that for RTOs to play their key roles in Tanzania, industrial policies shaped by the command economy era before the 1990s need to be reviewed and modified; and 2) that more investment in revamping RTOs will take place if policymaking processes acknowledge RTOs as super intermediaries. To organize policy lessons drawn, a multi-level policy map—micro, meso and macro—was utilized as an analytical tool.

The relationships Malaga has established with its port have changed over the centuries, conjuring up a variety of scenarios and circumstances. The past and present are closely linked phenomena in this case study where the porosity of the port‐city fabric has marked the city’s development and constitutes a key issue in the current and future challenges it faces. Malaga provides a particularly interesting example of a post‐industrial city that has reopened its port to its inhabitants’ acclaim while maintaining port activity. However, the growth tourism has seen in recent years has come to dominate the local economy. Cruise ships have taken on a significant role and have brought about important changes in the dynamics and flows between the port and the city, unsettling the balance between the two. This profile explores port‐city development through the lens of boundaries and flows, demonstrating how their dynamics have determined Malaga’s spatial, functional, and social development over time and how they continue to do so to this day. This article reviews the transformations the city has undergone and its future opportunities to achieve a balanced and sustainable port‐city relationship.

This paper considers the nature of assessing productivity and effectiveness in infrastructure investment in the context of governments’ increasing investment in new infrastructure. Taking the case of energy infrastructure investment within Indonesia, this paper makes three contributions: (i) develops a model for assessing infrastructure productivity based on landscape, regime and niche-level changes, (ii) suggests the interconnection between these levels based on sequencing multi-level changes over time, and (iii) shows the role of supply and demand side initiatives in enabling new infrastructure investment is evaluated.  AbstrakArtikel ini mempertimbangkan sifat dari penilaian produktivitas dan efektivitas pada investasi infrastruktur dalam rangka peningkatan investasi pemerintah pada infrastruktur baru. The purpose of this paper is to explore public participation from the perspective of two parallel developments in English urban governance since 1997: namely the attempts to modernise local government and area-based approaches employed to tackle social exclusion. The paper will situate these developments within a system of multi-level governance and highlight the significance of the locality-neighbourhood axis. The paper seeks to explicate current changes by drawing on theories of governance. The emphasis on mechanisms that bring together relevant local interests to secure coherence and stability in matters of local governance, combined with the specific focus on the role of citizens and communities as key partners in these arrangements resonates strongly with the key concerns of regime theory. The strengths and limitations of regime theory are discussed with particular reference to matters of contextual specificity. Community Governance is then introduced as a means of better understanding the institutional framework of English localities and, we argue, of providing a sounder basis for the application of regime theory. More powerful still is the potential synthesis of regime approaches with different interpretations of community governance and the paper concludes by drawing on recent developments in English localities to elaborate the potential offered by the this synthesised framework.
