Abstract Clientelism is frequently observed in our societies. Various mechanisms that help sustain incomplete political contracts (e.g., monitoring and punishment) have been studied in the literature to date. However, do such contracts emerge in elections with secret ballots when the interactions are one-shot? How does repetition affect the evolution of incomplete political contracts? Using an incentivized experiment, this article finds that even during one-shot interactions where monitoring is not possible, candidates form incomplete contracts through vote buying and promise-making. The candidates’ clientelistic behaviors are heterogeneous: some target swing voters, whereas others offer the most to loyal voters, or even opposition voters. These tactics distort voting behaviors as well as election outcomes. Repeated interactions significantly magnify candidates’ offers and deepen clientelistic relationships. These results underscore the possibility that clientelism evolves due to people’s strategic behaviors and interdependent preferences, without relying on alternative mechanisms (JEL C92, D72).

This article studies political clientelism. In the first section, the term clientelism can be defined as giving material goods in return for electoral support, where the criterion of distribution that the patron uses is simply: did you/will you support me? This section includes definitions of vote buying and patronage. The two waves of studies of clientelism and the link between clientelism and commitment are discussed in the subsequent sections. In the latter half of the article, the discussion tries to determine if clients are swing voters or core supporters, and looks at the causes and consequences of clientelism.

Over the past few decades, a fundamental shift in political campaign strategy has been afoot in U.S. elections: Political campaigns have been gradually shifting their attention away from swing voters toward their respective, partisan bases. Independents and weak partisans have been targeted with less frequency, and the emphasis in contemporary elections has been on strong partisans. This book documents this shift—away from persuasion toward base mobilization—in the context of U.S. presidential elections and explains that this phenomenon is likely linked to several developments, including advances in campaign technology and voter-targeting capabilities as well as insights from behavioral social science focusing on voter mobilization. The analyses show the 2000 presidential election represents a watershed cycle that punctuated this shift. The book also explores the implications of the shift toward base mobilization and links these developments to growing turnout rates for strong partisans and attenuating participation among independents or swing voters over time. The book concludes these patterns have contributed to heightened partisan polarization in the United States.

In many recent democracies, candidates compete for office using illegal strategies to influence voters. In Hungary and Romania, local actors including mayors and bureaucrats offer access to social policy benefits to voters who offer to support their preferred candidates, and they threaten others with the loss of a range of policy and private benefits for voting the “wrong” way. These quid pro quo exchanges are often called clientelism. How can politicians and their accomplices get away with such illegal campaigning in otherwise democratic, competitive elections? When do they rely on the worst forms of clientelism that involve threatening voters and manipulating public benefits? This book uses a mixed method approach to understand how illegal forms of campaigning including vote buying and electoral coercion persist in two democratic countries in the European Union. It argues that clientelistic strategies must be disaggregated based on whether they use public or private resources, and whether they involve positive promises or negative threats and coercion. The authors document that the type of clientelistic strategies that candidates and brokers use varies systematically across localities based on their underlying social coalitions, and also show that voters assess and sanction different forms of clientelism in different ways. Voters glean information about politicians’ personal characteristics and their policy preferences from the clientelistic strategies these candidates deploy. Most voters judge candidates who use clientelism harshly. So how does clientelism, including its most odious coercive forms, persist in democratic systems? This book suggests that politicians can get away with clientelism by using forms of it that are in line with the policy preferences of constituencies whose votes they need. Clientelistic and programmatic strategies are not as distinct as previous studies have argued.
