This article discusses the importance of measuring the greenhouse gas (GHG) effects of urban and regional planning and policy in order to develop and implement policies to reduce GHG emissions. It argues that existing local government GHG measurement methods fail to support the local governments in their evaluation of policy design and the GHG reductions resulting from their policies. The article highlights the need for a large amount of observational data, from different locations and different times, as well as for control variables in order to disentangle local policy effects from nonpolicy and extra-local effects.

Abstract This study examines fiscal policy interactions between state and local governments. Research in this area has been increasing but remains inadequate, especially on local policy options during economic downturns. State governments oversee local finances, also provide financial assistance; localities are expected to adopt counter-cyclical fiscal policies (CCFP). There has been an increasing literature on CCFP at the state level, but little on the local level. This paper uses U.S. county data for empirical analysis and attempts to move closer to consensus on the determinants of local savings and their effects on outlays. I find no evidence that localities smooth across boom-bust cycles; i.e., they do not save for revenue shortfalls. I find that state fiscal institutions cast real impact on local finance. These shed light on local policy making, also add to existing evidence for subnational policy design.

A growing number of cities have started to realize the need to be ‘smart', to use digital technology to drive prosperity and capitalize on the rapidly growing digital economy. Some local governments have developed ‘urban digital strategies' to speed up the pace of change, and to move their digital planning from ad-hoc to an integrated and strategic approach. This paper examines Vancouver's Digital Strategy (VDS) and questions the role defined for this new piece of strategy. The findings represent competing views – offered by local government versus digital business community - for the role of digital in two areas of governance, and strategic planning. The paper concludes by suggesting that urban digital strategies need be incorporated into strategic urban and regional planning with a focus on the biggest issues, specific to each city.

The rural pension system, co-financed by rural residents' contributions and government subsidies, is a remarkable institutional innovation in China. To better understand the establishment and policy design of this system, this article studies the local experimentation of (partly) government-funded new rural pension schemes prior to the national policy guideline issued in 2009. The focus is on the role of social learning as a crucial driving force in this process. Through a process tracing based on in-depth interviews in Daxing of Beijing and Baoji of Shaanxi Province, this article illustrates how local governments struggled to find suitable financing models for rural pensions, and relied primarily on hands-on experimentation and experiences. During the mobilization of participation in the schemes, the repeated and constant interactions between local officials and rural residents promoted a form of mutual learning that contributed to local policy adaptation and rural residents' internalization of the value and basic rules of contributory pension provision. The local experience had a cumulative impact on the ideational reorientation of the central officials regarding the state's financial role in provision. Specifically, the financing model in Baoji created new options that facilitated the reconciliation of a set of different concerns and objectives at the centre, notably fiscal affordability, wide coverage, and modest managerial burden, which, this article argues, was the major reason for the incorporation of this model into the national policy. The article concludes by discussing the implications of the establishment of the rural pension system and its provisions on rural state-society relations in China.

Purpose The purpose of this paper is to present results from the action research project, where sustainability professionals, local businesses and academic researchers collaborated on exploring barriers for food waste recycling in SMEs food outlets in order to inform local policy and business practices in Bristol, UK. Design/methodology/approach The researchers conducted face-to-face, qualitative surveys of 79 catering businesses in three diverse areas of the city. The action research methodology was applied, where a range of co-researchers contributed towards study design and review. Findings The research reveals the main barriers to recycling and how such perceptions differ depending on whether the respondents do or do not recycle, with “convenience” and “cost” being the main issue according to the already recycling participants. On the other hand, participants who do not recycle state that their main reason is “not enough waste” and “lack of space”. Practical implications Participants recommended a range of measures, which could improve the current food waste services in Bristol. For example, they suggest that business engagement should address the barriers voiced by the participants applying the framings used by them, rather than assuming restaurants and cafes are not aware of the issue. By inviting a variety of non-academic stakeholders into the process of research design and analysis, the project addressed the imbalances in knowledge production and policy design. Originality/value Despite the local and qualitative focus of this paper, the results and research methodology could act as a useful guide for conducting food waste action research in the policy context.
