Vancouver's Digital Strategy

A growing number of cities have started to realize the need to be ‘smart', to use digital technology to drive prosperity and capitalize on the rapidly growing digital economy. Some local governments have developed ‘urban digital strategies' to speed up the pace of change, and to move their digital planning from ad-hoc to an integrated and strategic approach. This paper examines Vancouver's Digital Strategy (VDS) and questions the role defined for this new piece of strategy. The findings represent competing views – offered by local government versus digital business community - for the role of digital in two areas of governance, and strategic planning. The paper concludes by suggesting that urban digital strategies need be incorporated into strategic urban and regional planning with a focus on the biggest issues, specific to each city.

This article discusses the importance of measuring the greenhouse gas (GHG) effects of urban and regional planning and policy in order to develop and implement policies to reduce GHG emissions. It argues that existing local government GHG measurement methods fail to support the local governments in their evaluation of policy design and the GHG reductions resulting from their policies. The article highlights the need for a large amount of observational data, from different locations and different times, as well as for control variables in order to disentangle local policy effects from nonpolicy and extra-local effects.

The purpose of this paper is to provide a ‘work in progress’ report on some initiatives emerging from local government practice in New Zealand which should help us consider how we think about the role of local government in a world which is undergoing dramatic change. The starting point is work which the writer undertook with the support of Local Government New Zealand (the national association) and a number of New Zealand councils considering the ‘proper role’ of local government. The context is an ongoing public debate driven substantially by the New Zealand business community from a perspective that this ‘proper role’ should be restricted to the delivery of local public goods, narrowly defined. This has included argument that local governments themselves should be structured substantially to promote the efficient delivery of services generally within the now well understood prescriptions of the ‘new public management’. One implication which the business sector in particular drew in looking at the workings of local government was that there should be economies of scale through further amalgamation of councils (the local government sector having been through a major amalgamation process in 1989 which eliminated a large number of special purpose authorities and reduced the number of territorial local authorities from more than 200 to 73). Debate continues, with the latest manifestation being the National Party led government's proposals for the restructuring of local government within the Auckland region, New Zealand's major metropolitan area. The initiatives discussed in this paper are partly a response, but more significantly a result of selected local authorities reflecting on the nature of their role, and the opportunities for being proactive in using their statutory privileges in ways that could produce benefits for their communities without any associated increase in the cost of local government itself.

This paper examines the intentionality behind the emergence of megaregion in Indonesia’s reinvented developmentalist state tradition. Illustrated by the case of Java, this paper explores the role of regional planning in facilitating megaregion emergence. It reveals that sectoral and ad hoc national planning policies, although not intentionally aimed to guide spatial development, implicitly promote the emergence of this megaregion. This is particularly registered in the construction of megaprojects aimed at increasing regional competitiveness through the improvement of interregional connectivity and facilitating exurbanization through the building of in-between cities.

AbstractThis paper analyzes the role of urban and regional planning in mitigating the impact of tsunamis in Chile, particularly in response to the tsunami of February 27, 2010. It examines the draft norms and policies to reduce the impact of tsunamis at the national level, as well as tsunami mitigation measures proposed in recent reconstruction plans by local councils. This paper shows that local regulations that mitigate the impact of tsunamis are being designed and developed in a weak national regulatory framework and are “improvised” at the local level. Therefore, a clear regulatory framework and set of urban polices is required in Chile at the national and local level to reduce vulnerability to tsunamis. The paper concludes with policy recommendations to mitigate the impact of tsunamis in Chile through urban and regional planning at the national and local level.
