Corporatism and the Social Democratic Moment: The Postwar Settlement, 1945–1973

Certain facts about postwar Europe seem self-evidently true. Undoubtedly the most salient was the division of Europe and the political, economic, social, and cultural antinomies that separated western capitalism from Soviet-style communism in the overarching context of the Cold War. If the Cold War itself stretched across four decades, from the heightening of international tensions in 1947–1948 to the collapse of the Soviet Union in 1989–1991, the postwar settlement's reliable solidities had already been breaking apart in the 1970s. The global economic downturn of 1973–1974 ended the postwar boom, shelving its promises of permanent growth and continuously unfolding prosperity. In those terms, the core of the postwar settlement lies in the years 1947–1973. This article explores the single most striking particularity of the post-1945 settlement, namely the centrality acquired by organised labour for the polities, social imaginaries, and public cultures of postwar European societies. First, it discusses democracy as a cultural project during 1945–1968. The article then looks at corporatism and social democracy, and concludes by assessing patterns of stability in Europe during the postwar period.

This review examines some of the recent British, American, and Russian scholarship on a series of important international transitions that occurred in the years around 1945. One is the shift of global leadership from Great Britain to the United States, in which, it is argued, the decisive moment was the fall of France in 1940. Another transition is the emergence of a wartime alliance between Britain and America, on the one hand, and the Soviet Union, on the other, followed by its disintegration into the Cold War. Here the opening of Soviet sources during the 1990s has provided new evidence, though not clear answers. To understand both of these transitions, however, it is necessary to move beyond diplomacy and strategy to look at the social, cultural, and economic dimensions of the Second World War. In particular, recent studies of American and Soviet soldiers during and after the conflict re-open the debate about Cold War ideology from the bottom up.

This chapter explores the role and experience of Western Europe in the Cold War. It explains that Western Europe is not a precise political or geographical entity, and that its role in the Cold War can only be understood in the context of its changing internal dynamics and changing relationship with the United States, the Soviet Union, and countries of Eastern Europe. The chapter argues that Western Europe both shaped and was shaped by Cold War in a political, economic, military, cultural, and ideological sense, and also considers the German question, Franco-German rapprochement and European integration, and military aspects of the Western alliance.

AbstractThis special themed section examines the multilayered engagements between Africa and the Soviet Union as a central, if overlooked, global encounter of the mid-twentieth century. We call this worldview and the entanglements it generated the “African-Soviet Modern,” an asymmetrical combination of aspiration, materiality, and practice that was rooted in diverse African states and in the Soviet Union. As an analytical category, the African-Soviet Modern speaks to the gap between the grand rhetorical and ideological scope of the Cold War moment and the relatively discrete channels in which it materialized, which gave this mode of thinking a particular vitality and instability. African-Soviet entanglements unfolded in an expansive and uneven geography that incorporated diverse regions of Africa, the USSR, and beyond. Avoiding the temporal and spatial silos of either Soviet or African history, the four essays in this section focus on the spaces where African and Soviet students, politicians, and scientists interacted with one another, creating “connected chronologies” and complementary archives of evidence. Weaving together documentary and oral sources, these articles recover a global entanglement that was energized by unbounded political, economic, and technological aspiration, but that produced an uneven material footprint in newly independent African states.

One of the most vibrant subfields of American intellectual history over the last fifteen years has been the history of the social sciences during the late twentieth century, a period when the size and quality of American social-scientific output grew explosively. Given that the major historiographic push to historicize this period of social science began in the 1990s, in the wake of the collapse of the Soviet Union and the declaration by some Americans of Cold War victory, it was perhaps inevitable that the geopolitics of the Cold War emerged as a major tool for accounting for what was distinct about the social science and broader culture of the postwar period. After all, wasn't it obvious that what made the 1990s different from the decades that came before it was the fact that the Cold War was over? And wasn't it further obvious that the bipolar geopolitics and nuclear night terrors of the Cold War had deformed everything they touched, not least the work of American social scientists? One marker of this obviousness was the transformation of the term “Cold War” from a noun describing (perhaps already too vaguely) a particular sort of geopolitical struggle into an adjective that could explain all sorts of extra-geopolitical activity. By the turn of the century this adjectivalization of the Cold War had become something of a historiographic cliché, a blunt (if not lazy) way to historicize our immediate forebears. When John Lewis Gaddis chose to title his “rethink” of Cold War historyNow We Know, he didn't even need to addBetter.


This book uses trust—with its emotional and predictive aspects—to explore international relations in the second half of the Cold War, beginning with the late 1960s. The détente of the 1970s led to the development of some limited trust between the United States and the Soviet Union, which lessened international tensions and enabled advances in areas such as arms control. However, it also created uncertainty in other areas, especially on the part of smaller states that depended on their alliance leaders for protection. The chapters in this volume look at how the “emotional” side of the conflict affected the dynamics of various Cold War relations: between the superpowers, within the two ideological blocs, and inside individual countries on the margins of the East–West confrontation.

The Cold War experiences of America’s schoolchildren are often summed up by quick references to “duck and cover,” a problematic simplification that reduces children to victims in need of government protection. By looking at a variety of school experiences—classroom instruction, federal and voluntary programs, civil defense and opposition to it, as well as world friendship outreach—it is clear that children experienced the Cold War in their schools in many ways. Although civil defense was ingrained in the daily school experiences of Cold War kids, so, too, were fitness tests, atomic science, and art exchange programs. Global competition with the Soviet Union changed the way children learned, from science and math classes to history and citizenship training. Understanding the complexity of American students’ experiences strengthens our ability to decipher the meaning of the Cold War for American youth and its impact on the politics of the 1960s.

During the Cold War, the governments of the United States and the Soviet Union developed cultural exchange programs, in which they sent performing artists abroad in order to generate goodwill for their countries. Ballet companies were frequently called on to serve in these programs, particularly in the direct Soviet-American exchange. This book analyzes four of the early ballet exchange tours, demonstrating how this series of encounters changed both geopolitical relations and the history of dance. The ballet tours were enormously popular. Performances functioned as an important symbolic meeting point for Soviet and American officials, creating goodwill and normalizing relations between the two countries in an era when nuclear conflict was a real threat. At the same time, Soviet and American audiences did not understand ballet in the same way. As American companies toured in the Soviet Union and vice versa, audiences saw the performances through the lens of their own local aesthetics. Ballet in the Cold War introduces the concept of transliteration to understand this process, showing how much power viewers wielded in the exchange and explaining how the dynamics of the Cold War continue to shape ballet today.


The armed forces of Europe have undergone a dramatic transformation since the collapse of the Soviet Union. The Handbook of European Defence Policies and Armed Forces provides the first comprehensive analysis of national security and defence policies, strategies, doctrines, capabilities, and military operations, as well as the alliances and partnerships of European armed forces in response to the security challenges Europe has faced since the end of the cold war. A truly cross-European comparison of the evolution of national defence policies and armed forces remains a notable blind spot in the existing literature. This Handbook aims to fill this gap with fifty-one contributions on European defence and international security from around the world. The six parts focus on: country-based assessments of the evolution of the national defence policies of Europe’s major, medium, and lesser powers since the end of the cold war; the alliances and security partnerships developed by European states to cooperate in the provision of national security; the security challenges faced by European states and their armed forces, ranging from interstate through intra-state and transnational; the national security strategies and doctrines developed in response to these challenges; the military capabilities, and the underlying defence and technological industrial base, brought to bear to support national strategies and doctrines; and, finally, the national or multilateral military operations by European armed forces. The contributions to The Handbook collectively demonstrate the fruitfulness of giving analytical precedence back to the comparative study of national defence policies and armed forces across Europe.
