In many countries, including the UK, proposals are currently being made for the extension of legal deposit to electronic and other non-print material. Some countries such as Switzerland and the Netherlands have no national legal deposit legislation, though voluntary deposit works well in the latter. Norway has the most advanced legislation, requiring the deposit of all lands of media. In few countries is any range of material actively handled, and a very few deal with online publications. There is scope for international coordination of proposals through such bodies as CDNL, CENL, IFLA and UNESCO. The aim of totally comprehensive collecting of all published material may be accepted as unrealistic, and some selectively is likely to be necessary. The current situation with regard to deposit of non-print material in 11 west European countries, Australia, Canada and the USA is recounted.

<h5><span>As the global community becomes overwhelmed by conflict, threat and scandal in many countries it is heartening to find that many of us can still find opportunity to give generously to the betterment of humanity.</span></h5><div><h5><span>Recently we have both had our share of fun and excitement working and learning in various regions of the world, Ged in the Middle East and Africa and Wilson in the USA, The Netherlands and Brazil.</span></h5><h5><span>We are often asked “how do you develop an international perspective”? The short answer is that it is an insidious accident sometimes, however like many things a deeper analysis reveals a journey that is often planned and other times blessed by unexpected surprises. <p>Hydraulic closures in dams, navigation locks and flood barriers belong to the most heavily loaded structures built by people. While ensuring their sufficient strength is the main engineers’ concern, one must also be prepared to adequately handle their failures. Identifying and reducing the risks of failures is an issue of wider scope than structural analysis alone. Once an accident happens, proper investigations, handling the losses and planning the repair become primary goals. This paper gives a general guidance on these issues reflecting the European (mainly Dutch) and American practice. The discussion includes both handling the situations immediately after the accidents, and the choice between repair and replacement of a damaged structure. Accidents are infrequent events of very diverse causes and consequences, therefore this discussion has an engineering rather than statistical character.</p><p>Both authors contributed to resolving accidents and failures of hydraulic structures, in the roles varying from investigation or design leader to repair manager. They were also consulted or made part of crisis teams in a number of other so-called “upset events”. This paper combines the highlights of their own experience and the practices being followed by the waterway administrations in the USA and the Netherlands. The selected examples are also from these countries, but can be seen as reflecting issues and concerns anywhere.</p>
