Purpose This paper aims to contribute to the debate of knowledge spillover by presenting a new application for the approach of the technological innovation system (TIS). Design/methodology/approach Based on the evolutionary economics of the TIS approach, a new framework for knowledge spillover is built and applied to a case. To collect data in studying the case, a mix of quantitative–qualitative methods are used. Findings TIS approach can help build a framework to analyze knowledge spillover from defense to the civil sector. This framework shows the direct relationship between the functional dynamics of the system and the spillover mechanism.. Research limitations/implications Sharing the same weakness as TIS, the suggested framework does not pay attention to the contextual factors. Practical implications This framework is an analytical tool. It could be used for educational and research purposes, but it has limited power to devise policy guidelines. Originality/value The paper deviates from the conventional literature of knowledge spillover which uses national level of system analysis. Based on TIS, it adds a new perspective to the literature which had suffered from a limited value of generalizability.

Purpose – In the last two decades, researchers have paid much attention to the role of cultural values on economic and social development. In particular, the crucial role of different aspects of culture on the development of innovation has been stressed in the literature. Consequently, it is vital to understand how social capital, as a core cultural value, affects the innovation process and the innovative performance at the national level. However, to date, the impact of different dimensions of social capital and innovation has not been properly portrayed or explained. Thus, the purpose of this paper is to investigate the influence of four different dimensions of social capital (institutional and interpersonal, associational life and norms) on two of the main functions of national innovation system (NIS) (entrepreneurship and knowledge creation) based on over 50,000 observations in 34 countries. Design/methodology/approach – In this regard, national-level data from the World Values Survey database was employed to quantify social capital. Entrepreneurship is, in turn, assumed to consist of three sub-indexes and 14 indicators based on the Global Entrepreneurship Index. Knowledge creation is also measured through US Patent Office applications. Also, exploratory factor analysis and structural equation modeling approach were used to build the measurement model and investigate the impact that each factor of social capital had on entrepreneurship and knowledge application, respectively. Measurement and structural models were built and their reliability and validity were tested using various fit indices. Research findings suggest the strong positive effect of institutional trust and networking on entrepreneurship. Also, interpersonal trust and networks were shown to have high influence on knowledge development at the national level. Norms appear to have naïve to medium negative effects on both functions. PurposeUnder the background of economic and technological globalization, all countries will pay attention to science and technology innovation policies. At this time, the era of innovation policy plays an important role. In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China, earnestly innovate development concepts and strengthen the key supporting role of scientific and technological innovation for social development.Design/methodology/approachThe research will make an in-depth study on the policy of scientific and technological innovation, take the change trend of the number of laws and regulations and the analysis of the basic content as the entry point, and classify it from five different aspects, such as the policy of scientific and technological system and mechanism, the policy of financial guidance, the policy of technological innovation of enterprises, the policy of scientific and technological talents, and the policy of intellectual property.FindingsThrough the comparison of the development history of science and technology policies at home and abroad, the development history of science and technology innovation policies under the special national conditions of China is obtained. Combining with the relevant basic theories of science and technology innovation system, designing from the publishing department, main content, and implementation subject, constructing a synergistic science and technology innovation system of “government, industry, university and research,” and forming an “integration of supply and demand” technology innovation framework will guide the development of China's science and technology innovation in the future.Originality/valueThe authors construct the policy framework of science and technology collaborative innovation based on the concept of science and technology innovation policies. The framework has realistic significance for its future development.

PurposeThis study aims to explore the evolutionary trajectories of technological innovation using 1,361 documents to determine the most cited documents, influential authors, prominent journals and leading countries in the field of technological innovation research.Design/methodology/approachIn this paper, the intellectual structure of technological innovation literature was studied using bibliometric co-occurrence and co-citation analyses. The authors focused on the 1,361 documents in this research stream published between 1961 and 2019.FindingsThe findings show that researchers do not appropriately draw on theoretical perspectives external to the field to study different dimensions of technological innovation. This study reveals six distinct areas within the literature: sources of innovation, environmental innovation and technological innovation, investment, economic growth of countries, technological innovation systems for sustainable development, innovation system, research and development and competitiveness.Originality/valueThis study investigates the foundations of the conception, themes and research communities within the technological innovation domain. This paper found strong evidence that technological innovation is one of the keys to the research area in innovation studies.

Purpose The purpose of this paper is to define and measure the outputs of a specific kind of innovation system, namely a sustainability-oriented innovation system (SoIS) for India, Russia, Mexico, and Turkey, with a view to compare and draw best practises for other emerging economies. Design/methodology/approach In a mixed methods design, the research work combines qualitative assessments based on support mechanisms with quantitative analyses based on the outputs of papers and patents in a set of 25 main keywords and related patent codes. Findings The SoIS for the four countries are defined based on 40 support mechanisms in the six main activities or functional dynamics of innovation systems. In an 11-year timeframe between 2003 and 2014, the output analyses consisted of 42,812 papers in the Scopus database and 3,483 patents in the World Intellectual Property Organization PatentScope database. Best practices were further identified and used to make a set of five key recommendations toward activating SoIS. Practical implications The synergy of each functional dynamic is necessary to maximize the outputs of SoIS and transform knowledge into societal benefit for sustainable development. Best practises include dedicated research initiatives in sustainability priorities. Originality/value The paper bridges a gap in developing and applying a method to identify, compare, and measure the performance of SoIS. The results are useful to activate SoIS to accelerate the pace of research, development and innovation for better managing environmental quality.

Purpose To gain the highest performance in technological efforts, firms have to balance their technology sourcing portfolio, i.e. they have to decide how to source the required technology and whom to source from. This paper aims to tackle the issue by investigating the factors affecting the technology sourcing portfolio composition and the effect of the portfolio diversity on the performance outcome. Design/methodology/approach An inductive multiple case study was performed. Data of four biopharmaceutical producer firms in the period of 1998-2017 were collected. To expand the under study time span, the under study firms were all chosen from the first-comer ones. They entered the NBP arena in the 1998-2008 period, i.e. the period in which Iranian NBP industry was in its formation stage. Findings This paper detects the affecting technology-, firm-, industry- and national level factors in Iran biopharmaceutical industry and analyses their influencing mechanism. It is demonstrated that there are factors in a developing country, specifically Iran, which do not matter in developed countries. In addition, the synergistic effect of using various technology sources vehicles is confirmed. Social implications Inaccessibility to infrastructures and global communication barrier problems are features of Iran innovation system. Such features discourage the foreign firms to make long-term investments in Iran which consequently deprives Iranian firms of their knowledge and technology. The modification of these problems is suggested. Originality/value Factors such as access to infrastructures and global communication barrier are not prevalent in developed countries; therefore, less attention has been paid to them in the literature.
