Subject The outlook for science and technology in Argentina. Significance The software industry has grown rapidly in the last two decades, driven by a substantial base of technical workers, the presence of key global players and favourable legislation. Software is the main pillar of the knowledge-based services industry, which as a whole is Argentina’s fourth-largest export complex. As a labour-intensive industry, software has also become an important source of employment. Impacts A reliable legal framework and macroeconomic stability are key to the software sector’s future growth. Argentina has cutting-edge technology in the nuclear and aerospace fields, but its potential and importance are underrated. Budgetary troubles and diverging priorities will put public education and strong scientific institutions at risk.

Purpose Science parks play an important role in development of technology and are able to stimulate economic growth of the countries. The purpose of this paper is to study the role that science and technology parks (STPs) play in growth of knowledge-based economy. Design/methodology/approach Key factors affecting the competitive advantages and the World Bank indicators resulting in knowledge-based economy were displayed in the form of a questionnaire which was examined by experts. The questionnaire was designed to evaluate main factors and sub-factors of competitive advantages of the institutions, including aspects of human resources, research and development and technology transfer, facilities, market development and to assess the main criteria of knowledge-based economy known as pillars of the overall economic performance, the institutional regime and economic incentives, innovation system, education and information technology and communications. Findings The obtained results from the study on competitive advantages were evaluated and analyzed by using SPSS software and the results of the review on development of knowledge-based economy were modeled by SmartPLS software with partial least squares method. Eventually, the obtained model was tested and analyzed. Originality/value This study is an original contribution to the theory of STPs and knowledge-based economy. It was initiated to examine the role of STPs in development of knowledge-based economy and presentation schematic model.

Purpose Whether social workers should have a power of entry in cases where individuals seem to be hindering safeguarding enquiries for community-dwelling adults at risk is a topical question in England. The purpose of this paper is to present the findings of a re-examination of relevant sections of the 2012 Government Safeguarding Power of Entry Consultation. Design/methodology/approach Re-analysis of responses to question three of the 2012 Government’s Safeguarding Power of Entry Consultation was undertaken in late 2015-early 2016. The consultation submissions were located and searched for information on views of the prevalence of the situations where access to an adult at risk (with decision-making capacity) is being hindered by a third party and the nature of examples where a new power of entry might be considered appropriate by consultation respondents. Findings The majority of respondents to the consultation generally reported that situations when a new power of entry would be required were not encountered regularly; however a minority of respondents stated these situations occurred more frequently. Examples of situations where third parties appeared to be hindering access were given across the different categories of adults at risk and types of abuse and current practices were described. Respondents observed that the risks of excessive or inappropriate use of any new powers needed to be considered carefully. Originality/value This re-analysis sheds light on the prevalence and circumstances of the problems encountered about access to adults at risk. The legal framework of adult safeguarding continues to be of interest to policy makers, researchers and practitioners.

Purpose – The purpose of this paper is to shed light on the entrepreneurial university and to develop a theoretical framework relating entrepreneurship education in the third generation of universities. Therefore, the future research could be carried out to identify and apply the presented model. Design/methodology/approach – In terms of objective, this study is considered as an empirical one, and the research methodology is descriptive-correlative type. Sample population consists of 130 knowledge-based firms in the science and technology parks. In total, 100 knowledge-based firms were selected by using a stratified random sampling. The analysis of data obtained from the questionnaires and both descriptive and inferential parts was done through the application of SPSS, structural equation modeling technique and Smart PLS 3 software. Findings – The results suggested the positive and significant effect of the organizational, individual, institutional, and environmental factors on entrepreneurial university in the science and technology parks. Practical implications – The application of the research model provides an avenue for the practitioners to design accelerates and creative science and technology parks focussing on the commercialization education, entrepreneurial intuition and marketing to students and innovators. Social implications – The theoretical framework of the current study offers a different way forward for policy makers in thinking about those factors that may be critical for success of entrepreneurship education. Policy makers, in general can provide infrastructures to launch third generation of universities, entrepreneurial university, for young generation to increase effectiveness of academic education and to provide the prospect of a more business opportunity recognition. Originality/value – This research contributes to the existing literature in the field of entrepreneurship education. So far, a comprehensive model has been substantially neglected with respect to the entrepreneurial university in the science and technology parks. This new framework can be used to inform thinking and research design in the area of entrepreneurship education to promote entrepreneurial university thought.

PurposeThe purpose of this paper is to highlight the contribution of the EFMN Issue Analysis to the identification of key emerging science and technology issues of high relevance for European policies, as well as to the development of future European science and technology policy priorities. As such, it describes the experience of the past three EFMN Issue Analyses (2005 to 2007), which focused on “Cognitive Science” (2005), “Healthy Ageing” (2006) and “Emerging Knowledge‐based Economy and Society” (2007).Design/methodology/approachThe annual EFMN Issue Analysis aims at selecting and analysing one key emerging science and technology issue that is relevant for European Union policies. The selection is based on the screening and analysis of recent international foresights along a set of predefined criteria.FindingsThe paper highlights future socio‐economic perspectives and S&T developments coming along with the topics “Cognitive Science”, “Healthy Ageing” and “Emerging Knowledge‐based Economy and Society”, as well as policy recommendations as emerged from the respective expert workshop discussions. The paper also reflects on the methodology used, and experience of, and the lessons learned from the last three Issue Analyses.Practical implicationsThis paper is of interest for foresight practitioners and policy‐makers at European level, as well as at national or regional level in European Member States.Originality/valueThe paper highlights the role of the EFMN Issue Analysis in providing the basis for well‐informed (science and technology) policy‐making.

This chapter investigates how platformization is affecting the idea of education as a common good on both sides of the Atlantic. The growth of online educational platforms has been explosive, in both primary and higher education. Most of these educational platforms are corporately owned, propelled by algorithmic architectures and business models. They have quickly gained millions of users and are altering learning processes and teaching practices; they boost the distribution of online course material, hence impacting curriculums; they influence the administration of schools and universities; and, as some argue, they change the governance of (public) education as a whole. The chapter explores how, powered by the Big Five, these educational platforms are pushing a new concept of learning that questions values that are fundamental to publicly funded education: Bildung, a knowledge-based curriculum, autonomy for teachers, collective affordability, and education as a vehicle for socioeconomic equality.

Controversies over school policies that impact transgender students have garnered increased attention in recent years. For example, some transgender students have been prohibited from using the restroom that aligns with their gender identity, and others have not been addressed by their preferred names. Thus, in this chapter, we focus on cutting-edge issues that relate specifically to transgender students. In doing so we explore the legal landscape related to transgender student inclusion. We will begin with an overview of relevant research, followed by a presentation of the legal framework and finishing with a discussion of important legal issues, including topics such as access to facilities, privacy, pronouns and student records, athletics, and dress codes. As this chapter will demonstrate, unprecedented efforts in research have revealed alarming inequities experienced by transgender individuals. Concurrently, with some limitations or exceptions, there is a growing body of legal authority that has been successfully relied upon to protect the rights of transgender students. To be certain, the law impacting transgender individuals is multifaceted and evolving. Of notable significance, transgender students who have initiated legal claims against school districts for their discriminatory practices have all ended in favorable outcomes for the students.

Purpose This paper aims to propose and evaluate a pedagogically sound and innovative strategy to teach a higher education course that prepares future professionals to intelligently use information and communication technologies (ICTs) in their personal and professional lives. Design/methodology/approach The conceptual framework used for the design of the course was the socio-constructivism and activity theories. The implementation of the course was evaluated using the intrinsic case study methodology by including several instruments. Findings The pedagogical strategy proposed proved to be sound, as the evaluation showed that students were able to describe, use and propose innovative uses of a wide range of cutting-edge technologies in their both everyday lives and professional settings; they also had the skills to analyse the opportunities and challenges that these presented. Moreover, students liked this innovative way of learning and ended with a positive attitude towards ICT. Originality/value Although several courses prepare students to be digital citizens or use ICT to enhance the teaching-learning process, millennials are ill prepared to use cutting-edge technologies in an innovative, responsible and critical way in their future professions. The course that was designed is original in that it goes beyond preparing digital citizens to prepare professionals in any domain to use ICT in an informed and responsible way. Moreover, it is a documented, successful example of an undergraduate universal course in a highly important current society dimension. The authors believe that its pedagogical proposal could be transferred to courses dealing with other global issues such as the environment, economy and peace.

Purpose Although there have been a considerable number of studies regarding subsidiary role typology in multinationals’ management literature, there appear to be few studies that consider knowledge-based role typology from the network-based perspective. The purpose of this study is to fill this gap and extend the study of Gupta and Govindarajan (1991). Thus, the study focuses on answering the following research question: Do subsidiaries have different roles in terms of knowledge flows within a multinational company (MNC)? Design/methodology/approach This empirical study has been carried out as an explorative single case study. An MNC with 15 foreign subsidiaries headquartered in Turkey, which operated in the manufacturing of household appliances and consumer electronics, has been selected as the case. Knowledge transfer is analyzed in this MNC from the network perspective. Findings Four role typologies are detected for subsidiaries of the MNC: collector transmitter, collector diffuser, converter transmitter and converter diffuser. Research limitations/implications Findings of this study are specific to this case. Testing the findings in a sample consisting of subsidiaries of MNCs producing transnational products may contribute to the generalizability of these roles. Practical implications This study offers potentially important findings for MNC managers to use. First, in this study, knowledge flows' route could be defined within MNCs’ dual network. Second, role typologies could inform MNC managers to design their MNCs’ knowledge network. Originality/value The suggested typologies are expected to more accurately define the roles of subsidiaries within contemporary MNCs which are accepted to be transformed from hierarchical structures to network-based organizations.

Purpose The purpose of this paper is to study an articulated warning system that provides information about the heritage at risk and encourages a dialogue between the heritage sector, civil defense agencies and local communities. Design/methodology/approach The databases from the National Heritage Institute, National Civil Defense, National Geological Service and National Early Warning System were investigated and the local community provided input which helped form a participatory risk mapping strategy for a warning system in the heritage sector. Findings There is little knowledge of the Brazilian heritage that is at risk and a lack of coordination between the cultural heritage and DRR sectors. This means that there is a need to organize the geo-referenced databases so that information can be shared and the public provided with broader access. As a result, there can be a greater production, dissemination and application of knowledge to help protect the cultural heritage. Practical implications The findings can be included in the debate about the importance of framing disaster risk management (DRM) policies in the Brazilian heritage sector. Social implications The findings and maps of the case study in the town of São Luiz do Paraitinga involve the heritage sector, civil defense agencies and local people and can be used for disaster risk preparedness. Originality/value A DRM program is being formulated in Brazil. However, the kind of strategy needed to incorporate the heritage sector in this program stills needs to be planned, and the knowledge of the cultural heritage at risk is a key factor when faced with this new social and scientific challenge.
