In this paper the regulation problem of linear discrete-time systems with uncertain parameters under state and control constraints is studied. In the first part of the paper, two theorems concerning necessary and sufficient conditions for the existence of a solution to this problem are presented. Due to the constructive form of the proof of these theorems, these results can be used to the development of techniques for the derivation of a control law transferring to the origin any state belonging to a given set of initial states while respecting the state and control constraints.

The disturbance rejection problem for discrete-time linear systems with both state delay and control delay is considered. Using a model transformation, the time-delay system is transformed into a nondelayed system. The disturbance rejection control law is obtained by solving its optimal regulation problem.

The controllability issues for discrete-time linear systems with delay in state and control are addressed. By introducing a new concept, the controllability realization index (CRI), the characteristic of controllability is revealed. An easily testable necessary and sufficient condition for the controllability of discrete-time linear systems with state and control delay is established.
