The article presents the concept of implementing a network of average speed measurements in the West Pomeranian. The author focused on solutions of Intelligent Transport Systems to improve the safety of road transport. The first part of the article discusses the state of road traffic safety in the West Pomeranian. In the next part, the solutions of Intelligent Transport Systems used to record the speed of road vehicles and the method of data recording and processing were discussed. In the third part, the accident maps and the locations of the stored sectional speed measurements were analysed, on the basis of which the proposition of places for the implementation of the network of average speed measurements was created due to the high accident rate.

The national project “Safe and high-quality roads” is aimed at the development, creation and effective use of intelligent transport systems. Today, there are many technical solutions to improve road safety, as well as optimize the process of organizing traffic. Often, these solutions lie not only in the plane of design, in the use of technical means for organizing traffic, in reconstruction of the existing street-road network, but also in the use of intelligent transport systems. The article has developed a concept for the development of a road-road network in Khabarovsk, in connection with the adoption by the Government of the Khabarovsk Territory of a decision on the construction of a transport interchange at the intersection of Voronezh-Bolshaya Streets in Khabarovsk, as part of the national project “Safe and High-Quality Roads” in the Khabarovsk Territory. The collection and analysis of statistical data, over a five-year period, on the types of frequency of occurrence of reported road traffic accidents. Visual and grapho-analytical methods identified the focus of the concentration of traffic accidents at the considered site of the road network of the city of Khabarovsk. Based on the method of conflict points, factors that influence the accident rate of an existing section of the road are studied. Several options for improving the quality and safety of traffic are considered: changing the number of lanes, regulating the traffic light, building a multi-level traffic intersection. Using modern software systems, based on methods of mathematical modeling, for several options developed models of traffic flows, identified the maximum possible comfortable and safe traffic conditions. Substantiated recommendations are given for improving the quality and safety of road traffic by improving the existing road situation.

Transport telematics systems integrate information technology with telecommunications for the purposes of transport systems. This helps to improve the safety of vehicles and facilities involved in transport tasks. At the same time, the efficiency of using transport infrastructure and means of transport increases. The development and use of specialised IT applications that use data from transport telematics systems helped to create Intelligent Transport Systems (ITS). Currently, in Poland (in Europe and in the world), more and more advanced services offered by Intelligent Transport Systems are being developed and implemented. It is particularly relevant in road transport, especially because Poland’s road safety is insufficient compared to other European countries. The article presents the authors’ proposed indicators and criteria that can be used for assessing ITS services in the context of road safety. The authors conducted analyses to study the application of AHP (Analytic Hierarchy Process), if ITS services were to be used to improve road safety. Then, it will be possible to choose one solution from all the assessed ones.

Road congestion has become one of the major problems of urban cities due to the growth in the number of vehicles and the limitation of road infrastructure. The consequences of this congestion can be seen through a difficult movement of vehicles, an increase in CO2 emissions, increasing energy consumption, and stress for drivers. Intelligent Transport Systems (ITS) based on wireless sensor networks (WSN) have emerged with new solutions and application potentials in the context of the Intelligent city.  In this article, we study an approach of using a wireless sensor network to control the traffic lights of several intersections and optimize their performance by reducing the average waiting time of users. the proposed adaptive traffic light controller determines the traffic lights sequence in real time based on the current traffic situation at the local intersection, the expected arrivals and the degree of congestion at destination intersections. To evaluate our approach, we construct an intersection network of twenty-four intersections with high traffic intensity using the SUMO simulator, the results of the simulation demonstrate the efficiency and practicality of the proposed algorithm.

Background & Objective: Traffic congestion is a burning issue in most countries due to the rapid growth of running vehicles and infrastructures with limited capacity. Congestion can be solved with Intelligent Transport Systems (ITS) and traffic management. Most traffic management measurement are aimed to improve the safety and flow of traffic, reduce traffic emissions and utilize traffic artery capacity more effectively. Methods: This paper proposes a new system to collect the required data for traffic management such as, number of vehicles, time and lane location information; using a cheap infrared sensors and timers. Conclusion: The proposed method can take the length of the vehicle into account of traffic statistics by measuring the car speed.

Theoretical and applied ideas and tools of traffic intelligent management on the basis of fuzzy situational management and virtual cyberspace are developed through the system approach, artificial intelligence methods, modern achievements in the field of the creation of intelligent transport systems (ITS). The proposed scientifically-methodical foundations and software and hardware tools allow the creation of intelligent transport systems at a new level, synchronizing the development of road traffic infrastructure and virtual cyberspace, allowing to solve effectively a rather large range of theoretical and applied problems in the field of traffic management, transport modelling and planning.
