The use of agricultural-based biofuels has expanded. Discussions on how to assess green house gas (GHG) emissions from biofuel policies, specifically on (non-observed) land-use change (LUC) effects involve two main topics: (i) the limitations on the existing methodologies, and (ii) how to isolate the effects of biofuels. This paper discusses the main methodologies currently used by policy-makers to take decisions on how to quantify LUCs owing to biofuel production expansion. It is our opinion that the concerns regarding GHG emissions associated with LUCs should focus on the agricultural sector as a whole rather than concentrating on biofuel production. Actually, there are several limitations of economic models and deterministic methodologies for simulating and explaining LUCs resulting from the expansion of the agricultural sector. However, it is equally true that there are avenues of possibilities to improve models and make them more accurate and precise in order to be used for policy-making. Models available need several improvements to reach perfection. Any top model requires a concentration of interdisciplinary designers in order to replicate empirical evidence and capture correctly the agricultural sector dynamics for different countries and regions. Forgetting those limitations means that models will be used for the wrong purposes.

The EU is committed to increasing the use of renewable energy sources. In the sector of transportation, the share of renewable energy is to reach 10% by 2020 and 14% by 2030, respectively, in the EU. According to the latest forecasts, the production of the first-generation biofuels made from food raw materials is showing a declining tendency in the main European producing countries. Therefore, the objective of our research is to forecast the production of some selected biofuel producing countries within the EU as well as the traditional biofuel production in Hungary. The question of land use changes due to the new regulations is crucial. Our examinations were carried out by using Verhulst’s logistic function based on the biofuel production data of EUROSTAT. The function has already reached the saturation level in Germany, France and Sweden but in the case of other examined countries, biofuel production is also in the phase of slowing growth. Furthermore, findings are also justified by the 2015 regulation that restricts the share of producing first-generation biofuels in the final energy consumption to 7% and promotes the production of advanced biofuels, thereby decreasing the indirect change in land use and increasing sustainable crop production.

Nairobi National Park (NNP) in Kenya was established in 1946 to conserve the abundance and diversity of wildlife in the Kitengela-Athi-Kaputei plains, from excessive exploitation. It is currently fenced except on the Kitengela side across the Mbagathi River due to the sub-division of the group ranches, which commenced in the 1980s, limiting access of wildlife to the migratory corridor and dispersal areas. This paper is based on a study conducted to assess the impacts of the resultant land use changes in the Kitengela dispersal area/ migratory corridor on the migratory fauna of NNP, and to identify appropriate mitigation measures. The findings indicated that increased human settlement, led to changes in land uses which resulted into multiple negative impacts on the migratory wildlife of Nairobi National Park, mainly due to loss of dispersal area and blockage of migratory routes, leading to wildlife confinement, decreased wildlife tolerance and increased incidences of human wildlife conflicts. Data analysis indicated decline in migratory wildlife population thus negative effect (F=, 6.066, p<0.05). The findings also indicated that loss of migratory routes/dispersal area and reduced vegetation cover was regarded by 55% of the local community respondents as one of the main consequences of the land use changes resulting from the subdivision of the group ranches leading to decreased wildlife tolerance (β = 0.246) and wildlife confinement (β = 0.371) in NNP (p= 0.021, < 0.05, F= 2.678; R=0.179, R2= 0.032). The paper also discusses the mitigation measures for the longtime sustainability of the park, the dispersal area and migratory corridor, including holistic implementation of the Kitengela-Isinya-Kipeto Local Physical Development Plan, mapping and protection of the vital wildlife areas within the migratory range, including the wildebeest calving area in North Kaputiei.

Land use and land cover is an important component in understanding the interactions of the human activities with the environment. Land use planning are widely recognized as key non-structural risk mitigation measures. In the present study, decadal land use changes in the Triyuga watershed has been assessed for the period between 1980 and 2015. Satellite images of Landsat (ETM, TM and OLI) have been used to prepare land use maps for respective period. The relationship between disaster loss, land use and meteorological factor (rainfall) has been evaluated. Significant correlation between the parameters has been obtained.

Limited land is available globally to grow crops for food and fuel. There are direct and indirect pressures on forests and other lands to be converted from growing food for feedstock to be used for biofuel production. The balance of evidence indicates there will probably be sufficient appropriate land available to meet demands for both food and fuel, but this needs to be confirmed before global supply of biofuel is allowed to increase significantly. There is a future for a sustainable biofuels industry, but feedstock production must avoid encroaching on agricultural land that would otherwise be used for food production. And while advanced technologies offer significant potential for higher greenhouse gas (GHG) savings through biofuels, these will be offset if feedstock production uses existing agricultural land and prevents land-use change. GHG savings can be achieved by using feedstock grown mainly on marginal land or that does not use land, such as wastes and residues. To ensure that biofuels deliver net GHG benefits, governments should amend, but not abandon, their biofuel policies in recognition of the dangers from indirect effects of land-use changes. Large areas of uncertainty remain in the overall impacts and benefits of biofuels. International action is needed in order to improve data, models and controls, and to understand and to manage effects.
