Systems thinking provides new ways of seeing the world, focusing attention on the relationship between elements in complex systems and the spaces inbetween. Haynes study shows that many policy-makers valued systems thinking as a new way to approach old problems. But they also wanted greater focus on useful policy solutions. This raises interesting questions about the tensions between complexity and simple, action-oriented solutions and how evidence is used in decision-making. Backstage understanding of the complexity of policy problems is matched with the frontstage need to focus on what works. This reflects trends in recent public policy for evidence centres providing decision-makers with toolkits and dashboards of ‘proven’ interventions. There are good examples of evaluations using systems thinking allowing for complexity while addressing policymaker needs to be accountable for public investment and decisions. Strategic communication skills are needed to provide compelling stories which embrace systems thinking without losing clarity and impact.

As climate change and human migration accelerate globally, decision-makers are seeking tools that can deepen their understanding of the complex nexus between climate change and human migration. These tools can help to identify populations under pressure to migrate, and to explore proactive policy options and adaptive measures. Given the complexity of factors influencing migration, this article presents a system dynamics-based model that couples migration decision making and behavior with the interacting dynamics of economy, labor, population, violence, governance, water, food, and disease. The regional model is applied here to the test case of migration within and beyond Mali. The study explores potential systems impacts of a range of proactive policy solutions and shows that improving the effectiveness of governance and increasing foreign aid to urban areas have the highest potential of those investigated to reduce the necessity to migrate in the face of climate change.

The conventional approach of policy interventions in water management that focus on the portions of the system that directly relate to water often lead to unintended consequences that potentially exacerbate water scarcity issues and present challenges to the future viability of many rural agricultural communities. This paper deploys a system dynamics model to illustrate how expanding the policy space of hydrology models to include socioeconomic feedbacks could address these challenges. In this regard, policies that can potentially mitigate general water scarcity in a region of the American Southwest in southern New Mexico are examined. We selected and tested policies with the potential to diminish water scarcity without compromising the system’s economic performance. These policies included supporting choices that reduce or limit the expansion of water-intensive crops, promoting workforce participation, encouraging investment in capital, and regulating land use change processes. The simulation results, after the proposed boundary expansion, unveiled intervention options not commonly exercised by water decision-makers, bolstering the argument that integrated approaches to water research that include socioeconomic feedbacks are crucial for the study of agricultural community resilience.

Overfishing is one of the persistent environmental challenges of our time. Almost one third of the world’s assessed commercially exploited marine fish stocks are considered overfished. This report, co-authored by researchers at the Environmental Defense Fund and the Nicholas Institute for Environmental Policy Solutions, introduces the idea of a blended capital approach to fill the all-too-common finance gap that may hamper recovery of many fisheries. The report describes the categories of investment required to attain fisheries sustainability at each stage of the recovery process, identifies where within this framework there is likely to be the biggest funding gap, and suggests possible approaches for philanthropic and public capital to leverage private capital to help fill the gap. The authors suggest that if we are able to increase the types and amount of capital available to fund fisheries reform—and utilize one to leverage the others where needed—blended capital approaches may send clearer signals to decision makers that change is not only possible but in everyone’s best interests. In aggregate, such signals could help move us closer to advancing a suite of Sustainable Development Goals that would result in thriving, resilient oceans that support more fish, feed more people, and improve prosperity.

In Europe, micronutrient dietary reference values have been established by (inter)national committees of experts and are used by public health policy decision-makers to monitor and assess the adequacy of diets within population groups. The approaches used to derive dietary reference values (including average requirements) vary considerably across countries, and so far no evidence-based reason has been identified for this variation. Nutrient requirements are traditionally based on the minimum amount of a nutrient needed by an individual to avoid deficiency, and is defined by the body’s physiological needs. Alternatively the requirement can be defined as the intake at which health is optimal, including the prevention of chronic diet-related diseases. Both approaches are confronted with many challenges (e. g., bioavailability, inter and intra-individual variability). EURRECA has derived a transparent approach for the quantitative integration of evidence on Intake-Status-Health associations and/or Factorial approach (including bioavailability) estimates. To facilitate the derivation of dietary reference values, EURopean micronutrient RECommendations Aligned (EURRECA) is developing a process flow chart to guide nutrient requirement-setting bodies through the process of setting dietary reference values, which aims to facilitate the scientific alignment of deriving these values.

Judging other people is a common and important task. Every day professionals make decisions that affect the lives of other people when they diagnose medical conditions, grant parole, or hire new employees. To prevent discrimination, professional standards require that decision makers render accurate and unbiased judgments solely based on relevant information. Facial similarity to previously encountered persons can be a potential source of bias. Psychological research suggests that people only rely on similarity-based judgment strategies if the provided information does not allow them to make accurate rule-based judgments. Our study shows, however, that facial similarity to previously encountered persons influences judgment even in situations in which relevant information is available for making accurate rule-based judgments and where similarity is irrelevant for the task and relying on similarity is detrimental. In two experiments in an employment context we show that applicants who looked similar to high-performing former employees were judged as more suitable than applicants who looked similar to low-performing former employees. This similarity effect was found despite the fact that the participants used the relevant résumé information about the applicants by following a rule-based judgment strategy. These findings suggest that similarity-based and rule-based processes simultaneously underlie human judgment.

The recognition heuristic is hypothesized to be a frugal inference strategy assuming that inferences are based on the recognition cue alone. This assumption, however, has been questioned by existing research. At the same time most studies rely on the proportion of choices consistent with the heuristic as a measure of its use which may not be fully appropriate. In this study, we propose an index to identify true users of the heuristic contrasting them to decision makers who incorporate further knowledge beyond recognition. The properties and the applicability of the proposed index are investigated in the reanalyses of four published experiments and corroborated by a new study drawn up to rectify the shortcomings of the reanalyzed experiments. Applying the proposed index to explore the influence of knowledge we found that participants who were more knowledgeable made use of the information available to them and achieved the highest proportion of correct inferences.
