The Radioactive Waste Management Programme in Spain

The paper will start with an overview of the organisational and financing framework established in Spain for the safe and efficient management of radioactive waste and decommissioning of nuclear installations. Since its creation by Royal Decree in 1984, ENRESA, the Spanish Radioactive Waste Management Agency, is in charge of both activities. ENRESA is a state owned company whose shareholders are CIEMAT (Centro de Investigaciones Energe´ticas, Medioambientales y Tecnolo´gicas) and the State Industrial Holding (SEPI), both governmental institutions. In Spain the Directorate General for Energy Policy and Mines of the Ministry of Economy (MINECO) plays the leading role in controlling nuclear activities, since it is the body responsible for awarding licenses and permits for installations and activities within the framework of the existing nuclear legislation. The Nuclear Safety Council (CSN) was set up in 1980 as the only competent body in matters of nuclear safety and radiological protection, and is generally responsible for the regulation and supervision of nuclear installations. Any license granted by MINECO is subjected to the mandatory and binding report of the CSN. The paper will review the steps undertaken for solving the national problems associated with the management of radioactive waste and decommissioning of nuclear installations, including uranium mining and milling facilities, and will address the lessons learnt from the activities developed by ENRESA and the future goals to be met. Regarding the L/ILW (Low and Intermediate Level Radioactive Waste) programme, the main milestones of El Cabril L/ILW disposal facility will be described highlighting the most relevant events as well as the foreseen activities, most of them focus on optimizing the capacity of the already operating installation. The elaboration and signature of a Protocol, at the end of 1999, for collaboration on the radiological Surveillance of Metallic Materials in order to detect the possible presence of radioactive materials is worth to be mentioned because of the involvement and agreement of several public and private organisations as well as the administration. Concerning the SF and HLW (Spent Nuclear Fuel and High Level radioactive Waste) programme, the solutions adopted in order to solve the insufficient capacity of the storage pools at NPPs will be described as well as the evolution of the final disposal programme since its beginning and the foreseen goals to be achieved before the year 2010. The last activities will deal with the experience gained during the decommissioning of Vandello´s I NPP and the future decommissioning projects. The decision taken in 2002 by the Spanish authorities to close down Jose´ Cabrera NPP in April 2006, before its 40 years lifetime, has had an impact on ENRESA’s activities.

Council Directive 2011/70/EURATOM of 19 July 2011, establishing a Community framework for the responsible and safe management of spent fuel and radioactive waste will enter in force August 2013 in all EU Member States. Portugal has already started preparing its legislative framework to accommodate the new legislative piece. However, the first report of Portugal to the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management of the IAEA, in Vienna, 2012, has shown that Portugal still has many steps to overcome to establish a successful and effective basic regulatory framework. The existence of many competent authorities related to the radiological protection area and a newly independent commission that is still looking on how to fulfill its regulator role in other areas such as the radioactive waste management makes quite challenging the full application of the new directive as well as compliance that Portugal will have to show in the next Joint Convention review meeting in order to meet the obligations of the Convention. In this paper, the reality of the regulatory Portuguese framework on radiological protection, nuclear safety and radioactive waste management is presented. Discussion of the future impact of the new legislation and its consequences such as the need to setup the national program on radioactive waste management is critical discussed.

The paper deals with the quantitative assessment of the safety culture at facilities involved in the disposal of spent nuclear fuel and radioactive waste. Based on the method of the “internal” assessment of the safety culture, being developed in the A.I. Burnazyan Federal Medical Biophysical Centre, Moscow, 123182, Russian Federation, the comprehensive evaluation of the safety culture has been carried out with respect to the personnel of the following facilities: the Northwest Center for Radioactive Waste Management - SevRAO (NWC SevRAO) and the Far Eastern Center for Radioactive Waste Management- DalRAO (FEC DalRAO), which are subsidiaries of the RosRAO Enterprise.

Much of humanity's solid waste will outlast the human race, and the waste generated by one generation must be endured and managed by future societies. Radioactive wastes are unique in that their regulation explicitly considers the protection of future generations. But radioactive waste management faces a serious quandary: how to balance the substantial expense of waste isolation against the uncertain mitigation of risks to hypothetical future humans. Most of this uncertainty stems not from natural processes, or from the projected performance of engineered materials, but rather from social actions and human behaviors. Given that these uncertainties become overwhelming when consider the future only a few centuries from now, how far into the future is it useful for us to attempt to assess risks? Government regulators are currently grappling with this question as they rewrite regulations in order to accommodate radioactive wastes that have the potential for unacceptable and perpetual human health risks. This paper discusses the issues surrounding the period of performance expected from radioactive waste management practices, and outlines central conditions for soundly addressing controversial problems.

At present the main radwaste generator is Cernavoda NPP with 2 × 700 MW units in operation. For the year 2016, the Plant is predicted to have 4 units in operation. The National Strategy for radioactive waste management was drafted by National Agency for Radioactive Waste (ANDRAD), the jurisdictional authority for coordinating spent nuclear fuel and radioactive waste management in Romania. Last year, the Government of Romania established that a new nuclear power plant would be build, so, with this future operational NPP, the quantity of waste will increase from the today evaluations. Therefore the national strategy for radioactive waste management should be reviewed accordingly. The paper presents some preliminary results obtained upon the R&D Programs related to the radioactive waste disposal facilities.
