Estimates of spiny lobster stocks (Panulirus argus Latreille, 1804) represent a fundamental input for population assessment models and are, therefore, indispensable for proper management. In this study we analysed methodologies employed in the Gulf of Batabanó (Cuba) and Providencia and Santa Catalina (Colombian Caribbean) to estimate abundance (N) and stock productivity. We found evidence that the relative abundance (CPUE) for trap-like jaulones and skin diving in natural shelters was likely to remain high despite the decline in abundance (hyperstability). In contrast, the proportionality between CPUE and N was satisfactory in artificial shelters (Cuban pesqueros). Stock productivity was greater for jaulones (22 288 kg/km2) than for pesqueros (1309 kg/km2) or natural shelters (15.25 kg/km2), reflecting differences in the productive capacity of each type of fishing gear. In natural shelters the exploitable biomass is under great fishing pressure and the reproductive stock is likely to decrease. Thus, the West zone of Providencia and Santa Catalina, characterized by high-density seagrass and mangrove, should be designated a marine protection area to prevent a lobster fishing collapse. The most effective measure to revert the lobster fishing collapse in Cuba would be to ban the use of jaulones and liftable pesqueros, thereby reducing fishing intensity.

Many marine species with Indo-West Pacific distributions have been found to have a considerable level of genetic population structuring across this broad region. We investigated mitochondrial DNA diversity throughout the extensive range of the commercially valuable ornate spiny lobster, Panulirus ornatus, which has an unusually lengthy larval period that can last up to six months. In this study, 298 specimens were sampled from 17 locations covering the West Indian Ocean, Western Australia, Southeast Asia, and the Northwest and Southwest Pacific. Based on sequencing of a 461 bp fragment of mitochondrial control region, we found high levels of haplotype diversity (H = 0.99) and overall significant population differentiation (Φst = 0.113, P < 0.001). The West Indian Ocean and Western Australia populations were the most genetically divergent, with little differentiation among the remaining Southeast Asian and West Pacific populations. The Western Australia population showed evidence of being a peripherally isolated population, with significantly lowered effective population size, likely due to the prevailing ocean currents. The present results indicate that genetically distinct stocks of P. ornatus are present in the wild and that historical and present day biogeographic phenomena have likely influenced this population structure. The presence of these divergent stocks has major implications for both management of fisheries and aquaculture breeding programs for this valuable species.

Abstract In crustaceans, ecdysis was long believed to result in the loss and replacement of all calcified structures, precluding the use of conventional ageing methods. However, the discovery of bands in the gastric ossicles of several crustaceans with some correlation with age suggests that direct age estimation may be possible. We applied this method to a tropical spiny lobster, Panulirus argus, one of the most iconic and economically valuable species in the Caribbean. The presence of growth bands was investigated using wild lobsters of unknown age and was validated with captive reared lobsters of known age (1.5–10 years) from the Florida Keys, Florida (USA). Bands were consistently identified in ptero- and zygo-cardiac ossicles of the gastric mill and did not appear to be associated with moulting. Validation with known age animals confirms that bands form annually. Counts between independent readers were reproducible with coefficients of variation ranging from 11% to 26% depending on reader experience and the structure used. This study demonstrates, for the first time, that direct age determination of P. argus is possible.

InImperialism at Home, Susan Meyer explores Charlotte Brontë's metaphorical use of race and empire in Jane Eyre. In particular, she is struck by Brontë's repeated allusions to bondage and slavery and wonders, “Why would Brontë write a novel permeated with the imagery of slavery, and suggesting the possibility of a slave uprising, in 1846, after the emancipation of the British slaves had already taken place?” (71). Meyer speculates, “Perhaps the eight years since emancipation provided enough historical distance for Brontë to make a serious and public, although implicit, critique of British slavery and British imperialism in the West Indies” (71). Perhaps. More likely, I would argue, is the possibility that Brontë was thinking not of West Indian slavery, but of American slavery.

This article examines the mutually reinforcing imperatives of government science, capitalism, and American empire through a history of the U.S. Weather Bureau's West Indian weather service at the turn of the twentieth century. The original impetus for expanding American meteorological infrastructure into the Caribbean in 1898 was to protect naval vessels from hurricanes, but what began as a measure of military security became, within a year, an instrument of economic expansion that extracted climatological data and produced agricultural reports for American investors. This article argues that the West Indian weather service was a project of imperial meteorology that sought to impose a rational scientific and bureaucratic order on a region that American officials considered racially and culturally inferior, yet relied on the labor of local observers and Cuban meteorological experts in order to do so. Weather reporting networks are examined as a material and symbolic extension of American technoscientific power into the Caribbean and as a knowledge infrastructure that linked the production of agricultural commodities in Cuba and Puerto Rico to the world of commodity exchange in the United States.
