The decision making for risk allocation problems in public–private partnership (PPP) projects is a vital process that directly affects the timeliness, cost, and quality of the project. Fair risk allocation is a vital factor to achieve success in the implementation of these projects. It is essential for private and public sectors to apply efficient risk allocation approaches to experience a more effective process of agreement arbitration and to reduce the appearance of dispute during the concession period. The aim of this study is to develop an optimization approach to enhance risk allocation process in PPP projects. The shared risks in projects are identified through comprehensive literature review and questionnaire survey obtained from Malaysian professionals involved in PPP projects. Objective functions are then developed to minimize the total time and cost of the project and maximize the quality while satisfying risk threshold constraints. The combinatorial nature of the risk allocation problem describes a multi-objective situation that can be simulated as a knapsack problem (KP). The formulation of the KP is described and solved applying genetic algorithm (GA). Due to the flexibility of GA, the results are Pareto Optimal solutions that describe the combinations of risk percentages for shared risks in PPP projects.

Tourism is a relevant sector in terms of social development, considering its contribution to the quality of life for people with special needs. Accessible tourism, by virtue of its complexity, requires the development of studies on the collaboration among different actors. This leads to this article’s research interest in the public—private partnership (PPP) as a managerial tool that allows cooperation and that can support the development of accessible tourism objectives in marine protected areas (MPAs). Applying the case study methodology, we investigate certain aspects characterizing PPPs governance. Answering the two proposed research questions, we conclude that (1) sharing similar moral values facilitates trust between the partners and (2) differing skills of the partners represent advantages in facing the complexity related to accessible tourism objectives.

The article discloses the essence of the public-private partnership mechanism, various approaches to its definition, both at the level of legislative acts of the Russian Federation and international organizations (UN). Different forms of PPP projects, their peculiarities and distinctive features are described in accordance with federal laws on public-private partnership and concession agreements. Instruments are being considered to support investors implementing investment projects of social infrastructure on the basis of PPPs, from federal and regional development institutions, as well as state authorities. An analysis of the level of PPP development in the Udmurt Republic is carried out, concrete examples of successful cooperation between private and public parties on the organization of financing and implementation of the project on the basis of public-private or municipal-private partnership are given. The use of this mechanism allows to obtain a significant economic effect due to the fact that there is a personal interest of a private person in obtaining income from a built or modernized facility.
