The stiffness of the vortex lattice and the size of thermally induced fluctuations in the presence of a periodic array of columnar pins are calculated. The commensurability effect on the melting line Tm and critical current density Jc is considered. The results show that the melting line is pushed to higher temperatures, the strongly pinned vortex lattice carries the greatly enhanced Jc and a series of lobes occur in Tm(H) and Jc(H) when field closes to a commensurability condition. Jc(T)~(1-T/Tc)3/2 both with and without columnar defects. They agree well with experiments.
